Haydon Hall, 110 Laurier Avenue West, Ottawa, on Wednesday, 24 February 2016 beginning at 10:20 a.m. The Mayor, Jim Watson, presided and led Council in moment of reflection. MOMENT OF SILENCE Council observed a moment of silence in honour of Egbert ‘Bert’ Reitsma, former Councillor for the Township of West Carleton. Mr. Reitsma passed away on Thursday, February 11, 2016. OTTAWA CITY COUNCIL 2 MINUTES 27 WEDNESDAY, 24 FEBRUARY 2016 NATIONAL ANTHEM The national anthem was performed by the St. Pius X Glee Club. ANNOUNCEMENTS/CEREMONIAL ACTIVITIES RECOGNITION - MAYOR'S CITY BUILDER AWARD Mayor Jim Watson and Councillor Jeff Leiper presented the Mayor’s City Builder Award to Elizabeth Dessureault in recognition of her contributions to lung cancer awareness, research, treatment and patient advocacy. 2015 UNITED WAY ACHIEVEMENT ANNOUNCEMENT Mayor Jim Watson announced the final achievement of the City of Ottawa 2015 United Way Employee Campaign. City employees raised $385,276 for the United Way/Centraide Ottawa through the 2015 employee campaign. ROLL CALL All members were present. CONFIRMATION OF MINUTES The Minutes of the regular meeting of 10 February 2016 were confirmed. OTTAWA CITY COUNCIL 3 MINUTES 27 WEDNESDAY, 24 FEBRUARY 2016 DECLARATIONS OF INTEREST INCLUDING THOSE ORIGINALLY ARISING FROM PRIOR MEETINGS No declarations of interest were received. OTTAWA CITY COUNCIL 4 MINUTES 27 WEDNESDAY, 24 FEBRUARY 2016 REGRETS No regrets were filed. MOTION TO INTRODUCE REPORTS MOTION NO. 27/1 Moved by Councillor C. McKenney Seconded by Councillor R. Brockington That the report from the Ottawa Community Housing Corporation, entitled “Confirmation of Re-election of Ottawa Community Housing (OCHC) Board Chair, OCHC Board Tenant Representative Appointment, and OCHC New Strategic Plan”; Environment Committee Report 7; Finance and Economic Development Committee Report 11A; and Planning Committee Report 21 be received and considered; That, pursuant to subsection 35(5) of Procedure By-law 2014-441, Council receive and consider Planning Committee Report 22 (Item 8 of the Agenda); And further that the Rules of Procedure be suspended to receive and consider a matter rising from the Special Transit Commission meeting of February 24, 2016, with respect to tentative collective agreements with the Amalgamated Transit Union (ATU) Local 279 and the Canadian Union of Public Employees (CUPE) Local 5500. Waiver of the Rules is being requested as it is in the City’s best interests to consider this matter immediately. CARRIED OTTAWA CITY COUNCIL 5 MINUTES 27 WEDNESDAY, 24 FEBRUARY 2016 REPORTS OTTAWA COMMUNITY HOUSING CORPORATION 1. CONFIRMATION OF RE-ELECTION OF OTTAWA COMMUNITY HOUSING (OCHC) BOARD CHAIR, OCHC BOARD TENANT REPRESENTATIVE APPOINTMENT, AND OCHC NEW STRATEGIC PLAN REPORT RECOMMENDATIONS 1. That the re-election of Councillor Fleury to the position of Chair of Ottawa Community Housing Corporation (OCHC) for the year 2016 be confirmed by the Shareholder (Document 1); and 2. That the re-appointment of Carole Ladouceur, as the Tenant Representative of the Ottawa Community Housing Corporation Board of Director be confirmed by the Shareholder(Document 2); and 3. That the Shareholder receive the OCHC Strategic Plan for 2016-2025 for information (Document 3); and 4. That the Mayor and the City Clerk be authorized to sign a written resolution on behalf of the City of Ottawa as Shareholder of OCHC setting out the resolutions approved by City Council. CARRIED OTTAWA CITY COUNCIL 6 MINUTES 27 WEDNESDAY, 24 FEBRUARY 2016 ADDITIONAL ITEM TRANSIT COMMISSION TENTATIVE COLLECTIVE AGREEMENTS WITH AMALGAMATED TRANSIT UNION, LOCAL 279 (CONVENTIONAL) AND THE CANADIAN UNION OF PUBLIC EMPLOYEES, LOCAL 5500 – IN CAMERA; REPORTING OUT DATE: UPON RATIFICATION BY COUNCIL OF THE AGREEMENTS MOTION NO. 27/2 Moved by Councillor S. Blais Seconded by Councillor M. Qaqish WHEREAS the City of Ottawa (the City) and the Amalgamated Transit Union, Local 279 (Conventional) (ATU 279) have committed to working collaboratively to resolve issues of mutual concern in the workplace; and WHEREAS the collective agreement between the City and the ATU 279 is set to expire on March 31, 2016; and WHEREAS the bargaining teams for the City and the ATU 279 have been in negotiations in an effort to conclude a renewal of the collective agreement on mutually-agreeable terms; and WHEREAS the City and ATU 279 bargaining teams concluded a tentative agreement on February 12, 2016, subject to ratification by the ATU 279 membership and City Council; and WHEREAS the ATU membership has ratified the tentative agreement by a vote of 80.5%; and WHEREAS the tentative agreement is affordable and fair to taxpayers and our employees and serves to ensure continuous transit service for passengers and a OTTAWA CITY COUNCIL 7 MINUTES 27 WEDNESDAY, 24 FEBRUARY 2016 stable foundation for the commissioning and operation of the Confederation Line light rail system; THEREFORE BE IT RESOLVED that the Transit Commission recommends that City Council ratify the tentative agreement reached with the ATU Local 279 (Conventional); and BE IT FURTHER RESOLVED that the terms of the tentative agreement be made public. CARRIED MOTION NO. 27/3 Moved by Councillor S. Blais Seconded by Councillor M. Qaqish WHEREAS the City of Ottawa (the City) and the Canadian Union of Public Employees, Local 5500 (CUPE 5500) have committed to working collaboratively to resolve issues of mutual concern in the workplace; and WHEREAS the collective agreements between the City and CUPE 5500 expired on March 31, 2015; and WHEREAS the bargaining teams for the City and CUPE 5500 have been in negotiations in an effort to conclude renewals of the collective agreements on mutually-agreeable terms; and WHEREAS the City and CUPE 5500 bargaining teams concluded tentative agreements on February 5, 2016, subject to ratification by the CUPE 5500 membership and City Council; and WHEREAS the members of the Transit Safety and Enforcement Bargaining Unit and the Transit Supervisors Bargaining Unit have ratified the tentative agreements; and WHEREAS the tentative agreements are affordable and fair to taxpayers and our employees; OTTAWA CITY COUNCIL 8 MINUTES 27 WEDNESDAY, 24 FEBRUARY 2016 THEREFORE BE IT RESOLVED that the Transit Commission recommends that City Council ratify the two tentative agreements reached with the CUPE 5500 Transit Safety and Enforcement and Transit Supervisors Bargaining Units; and BE IT FURTHER RESOLVED that the terms of the tentative agreements be made public. CARRIED COMMITTEE REPORTS ENVIRONMENT COMMITTEE REPORT 7 2. AIR QUALITY AND CLIMATE CHANGE MANAGEMENT PLAN (AQCCMP) AND RENEWABLE ENERGY STRATEGY UPDATE COMMITTEE RECOMMENDATION That Council receive the report for information. RECEIVED 3. RESIDENTIAL PROTECTIVE PLUMBING PROGRAM – REVIEW AND PROPOSED PROGRAM UPDATES COMMITTEE RECOMMENDATIONS That Council: OTTAWA CITY COUNCIL 9 MINUTES 27 WEDNESDAY, 24 FEBRUARY 2016 1. Approve the changes to the Residential Protective Plumbing Program as outlined in this report; and 2. Delegate authority to the General Manager of Environmental Services, in consultation with Supply Branch and Legal Services, to implement the Service Warranty Program, as outlined in this report. CARRIED 4. COMMENTS ON THE PROPOSED WASTE-FREE ONTARIO ACT AND DRAFT STRATEGY FOR A WASTE FREE ONTARIO: BUILDING THE CIRCULAR ECONOMY COMMITTEE RECOMMENDATIONS That Council: 1. Approve staff comments, as set out in Document 1, and submit to the Ministry of Environment & Climate Change by February 29, 2016; and 2. Approve the delay of the Service Delivery Review of Solid Waste management services, the completion of the City’s Waste Plan and any related programs and policies affected by the proposed legislation until the municipal role is clarified; and 3. Delegate authority to the Environmental Services General Manager and Supply Management to negotiate extensions of the following waste collection contracts: a. The Curbside Waste Collection and Services Contract OTTAWA CITY COUNCIL 10 MINUTES 27 WEDNESDAY, 24 FEBRUARY 2016 for an additional one year period ending May 31, 2021, subject to annual contract increases as per the current contract provisions. b. The Household Hazardous Waste Collection contract for two additional years ending December 31, 2018, subject to annual contract increases as per the current contract provisions. Chernushenko WHEREAS the staff report, “Comments on the Proposed Waste-Free Ontario Act and Draft Strategy for a Waste Free Ontario: Building the Circular Economy”
