Haydon Hall, 110 Laurier Avenue West, Ottawa, on Wednesday, 10 June 2015 beginning at 10:00 a.m. The Mayor, Jim Watson, presided and led Council in a moment of reflection. NATIONAL ANTHEM The national anthem was performed by Staff Sergeant Hampson of the Ottawa Police. OTTAWA CITY COUNCIL 2 MINUTES 13 WEDNESDAY, 10 JUNE 2015 ANNOUNCEMENTS/CEREMONIAL ACTIVITIES RECOGNITION - MAYOR'S CITY BUILDER AWARD Mayor Jim Watson and Councillor Riley Brockington presented the Mayor’s City Builder Award to Helen Synek in recognition of her 30 years of volunteer work at the Caldwell Family Centre in Carlington. PRESENTATION - CITY MANAGER’S AWARD FOR EXCELLENCE City Manager Kent Kirkpatrick presented the 2015 City Manager’s Award for Excellence (CMAE). The annual CMAE is comprised of four categories and represents the highest distinction employees can receive through the City’s corporate recognition program. Mr. Kirkpatrick presented the award in the category of Making People a Priority to the team responsible for the City of Ottawa’s website. The team is recognized for creating and managing a citizen-centric approach to ottawa.ca that aims to transform how the City of Ottawa engages with and provides services and information to clients. In the category of Demonstrating Leadership, the award was presented to Steven Hiscox, a Facilities Supervisor at Peter D. Clark Long-Term Care Home, for his engaging leadership style and ability to inspire and motivate co-workers through his strong communication skills and willingness to share and exchange knowledge and ideas. The award in the internal category of Turning Ideas into Results was presented to Robin Souchen for expertly managing a complex workload involving the acquisition of real property, appraisal of City-owned properties, and the negotiation and execution of leases. Mr. Souchen was honoured for his knowledge and skill in managing and negotiating complex multi-party deals. For Turning Ideas into Results in the community category, Zlatko Krstulic received the CMAE for leading high-profile cycling-related projects in Ottawa and for his dedication to developing and implementing sustainable transportation projects that improve the mobility of Ottawa residents. OTTAWA CITY COUNCIL 3 MINUTES 13 WEDNESDAY, 10 JUNE 2015 ROLL CALL All members were present. CONFIRMATION OF MINUTES The Minutes of the regular meeting of 27 May 2015 were confirmed. DECLARATIONS OF INTEREST INCLUDING THOSE ORIGINALLY ARISING FROM PRIOR MEETINGS No declarations of interest were received. COMMUNICATIONS The following communications were received. Response to Inquiries: 07-15 - The City’s Debt Other Communications Received: Submission received, containing one signature from a resident of Cumberland, petitioning against the implementation of official bilingual status for the City of Ottawa. OTTAWA CITY COUNCIL 4 MINUTES 13 WEDNESDAY, 10 JUNE 2015 REGRETS No regrets were filed. MOTION TO INTRODUCE REPORTS MOTION NO. 13/1 Moved by Councillor T. Tierney Seconded by Councillor D. Chernushenko That the report from the Ottawa Community Housing Corporation, entitled “Ottawa Community Housing Corporation Annual Report and Annual General Meeting of the Shareholder”; Agriculture and Rural Affairs Committee Report 5; Audit Committee Report 3; Finance and Economic Development Committee Report 5; Planning Committee Report 8; and Transportation Committee Report 5 be received and considered. CARRIED OTTAWA CITY COUNCIL 5 MINUTES 13 WEDNESDAY, 10 JUNE 2015 REPORTS OTTAWA COMMUNITY HOUSING CORPORATION 1. OTTAWA COMMUNITY HOUSING CORPORATION ANNUAL REPORT AND ANNUAL GENERAL MEETING OF THE SHAREHOLDER REPORT RECOMMENDATIONS 1. That the 2014-2015 Ottawa Community Housing Corporation (OCHC) Annual Report attached at Document 1 be received; 2. That the Audited Financial Statements of Ottawa Community Housing Corporation (OCHC) for the year 2014 attached at Document 2 be received; 3. That the update on the 2012-2015 Ottawa Community Housing Corporation (OCHC) Strategic Plan, as set out in this report, be received; 4. That the Shareholder confirm the election of Councillor Fleury to the position of Chair of Ottawa Community Housing Corporation for the year 2015 and set out in Document 3; 5. That Ms. Sarah Kambites be reappointed to the Board of Directors as a Community member for a term of two (2) years expiring at the AGM in 2017 and set out in Document 3; OTTAWA CITY COUNCIL 6 MINUTES 13 WEDNESDAY, 10 JUNE 2015 6. That Mr. Anthony Pizarro be reappointed to the Board of Directors as a Community member for a term of one (1) year expiring at the AGM in 2016 and set out in Document 3; 7. That Ms. Nicole St-Louis and Ms. Cathy Jordan be appointed to the Board of Directors as Community members for a term of two (2) years expiring at the AGM in 2017 and set out in Document 3; 8. That Ernst and Young be appointed as the Auditors of Ottawa Community Housing Corporation (OCHC) for the year 2015, as described in this report and set out in Document 4; and 9. That the Mayor and the City Clerk be authorized to sign a written resolution on behalf of the City of Ottawa as Shareholder of OCHC setting out the resolutions approved by City Council. CARRIED OTTAWA CITY COUNCIL 7 MINUTES 13 WEDNESDAY, 10 JUNE 2015 COMMITTEE REPORTS AGRICULTURE AND RURAL AFFAIRS COMMITTEE REPORT 5 2. COMPREHENSIVE ZONING BY-LAW 2008-250: OMNIBUS ZONING BY-LAW AMENDMENTS PLANNING COMMITTEE AND AGRICULTURE AND RURAL AFFAIRS COMMITTEE RECOMMENDATIONS AS AMENDED 1. That Council approve amendments to Zoning By-law 2008- 250, as shown in Document 1 and detailed in Documents 2 and 4, with the following amendment to Document 2: • Add a row to the table as follows: Amend Section 9 by adding the following subsection: “(X) If a “completed application” for any one or more of a: (i) Committee of Adjustment approval; Transition (ii) site plan control approval, including an extension Clause of site plan control approval; (iii) part lot control approval; (iv) building permit; or (v) approval of draft plan or subdivision was received after June 9, 2013 and before June 10, 2015, the complete application, as well as any OTTAWA CITY COUNCIL 8 MINUTES 13 WEDNESDAY, 10 JUNE 2015 subsequent application listed in (i) to (v) above submitted prior to the issuance of a building permit, is exempt from any zoning provision introduced by the change to Section 111(13) through this amendment, and will be processed in accordance with the zoning regulations and provisions in place on June 9, 2015. (a) For purposes of subsection (X) above a “completed application” means an application which would have been approved or granted on June 9, 2015, had it been processed or disposed of on that day. (b) Subsection 9(X) is repealed in its entirety on June 9, 2017.” 2. That there be no further notice pursuant to Section 34 (17) of the Planning Act. CARRIED 3. INSTALLATION OF STOP SIGNS ON POLLOCK ROAD AT MCCORDICK ROAD COMMITTEE RECOMMENDATION That Council approve of the installation of stop signs on Pollock Road at McCordick Road and complete any associated works required to establish a four-way stop control configuration at that intersection. CARRIED OTTAWA CITY COUNCIL 9 MINUTES 13 WEDNESDAY, 10 JUNE 2015 AUDIT COMMITTEE REPORT 3 4. 2014 CITY OF OTTAWA CONSOLIDATED FINANCIAL STATEMENTS COMMITTEE RECOMMENDATION That Council approve the draft 2014 City of Ottawa Consolidated Financial statements. CARRIED 5. SINKING FUND FINANCIAL STATEMENTS COMMITTEE RECOMMENDATIONS That Council approve: 1. The Sinking Fund Financial Statements for 2014; and 2. The reduction of Sinking Fund Levy 72 of 1999 from $3,210,575.19 to $2,860,575.19. CARRIED OTTAWA CITY COUNCIL 10 MINUTES 13 WEDNESDAY, 10 JUNE 2015 PLANNING COMMITTEE REPORT 8 6. OFFICIAL PLAN AND ZONING BY-LAW AMENDMENTS – 4401 FALLOWFIELD ROAD COMMITTEE RECOMMENDATIONS AS AMENDED That Council approve: 1. An amendment to the Secondary Plan for South Nepean Urban Areas 9 and 10, as detailed in Document 2, to allow a business park development consisting of three to 12-storey buildings at 4401 Fallowfield Road; 2. An amendment to Zoning By-law 2008-250 for 4401 Fallowfield Road to allow a business park development consisting of three to 12-storey buildings, as detailed in Document 3; 3. That a covenant be registered on title of all lands located at 4401 Fallowfield Road to require the completion of a transportation impact assessment for all future site plans to examine transportation issues, including but not limited to, the total trip generation from the subdivision, and all future transportation impact assessments shall consider a 15% alternative transportation model split maximum, including transit, walking and cycling; and 4. That there be no further notice pursuant to Section 34 (17) of the Planning Act. CARRIED OTTAWA CITY COUNCIL 11 MINUTES 13 WEDNESDAY, 10 JUNE 2015 7. LOCAL COMMERCIAL STUDY: CITY-INITIATED ZONING BY-LAW AMENDMENTS FOR LOCAL SHOPS AND SERVICES IN RESIDENTIAL AREAS COMMITTEE RECOMMENDATIONS AS AMENDED That Council: 1. Approve amendments to Zoning By-law 2008-250 to permit local shops and services in residential areas for multiple properties, as shown in Document 1 and detailed in Document 2; and 2. Direct staff within the Planning and Growth Management Department to conduct a phase two study for Local Commercial uses for the urban area not covered by the recommendations in this report, within the current Term of Council, as amended by the following changes to the staff report: a. That Document 2 – Details of Recommended Zoning of the staff report be amended by adding the following provision to the list of provisions applicable to all non-residential uses permitted within areas subject to the Residential Neighbourhood Commercial suffix: “A permitted non-residential use may only be located on the ground floor, basement or both of a residential use building.” b.
