RECOGNITION - MAYOR'S CITY BUILDER AWARD

Mayor Jim Watson and Councillor presented the Mayor’s City Builder Award to Helen Synek in recognition of her 30 years of volunteer work at the Caldwell Family Centre in .

PRESENTATION - CITY MANAGER’S AWARD FOR EXCELLENCE

City Manager Kent Kirkpatrick presented the 2015 City Manager’s Award for Excellence (CMAE). The annual CMAE is comprised of four categories and represents the highest distinction employees can receive through the City’s corporate recognition program.

Mr. Kirkpatrick presented the award in the category of Making People a Priority to the team responsible for the ’s website. The team is recognized for creating and managing a citizen-centric approach to ottawa.ca that aims to transform how the City of Ottawa engages with and provides services and information to clients.

In the category of Demonstrating Leadership, the award was presented to Steven Hiscox, a Facilities Supervisor at Peter D. Clark Long-Term Care Home, for his engaging leadership style and ability to inspire and motivate co-workers through his strong communication skills and willingness to share and exchange knowledge and ideas.

The award in the internal category of Turning Ideas into Results was presented to Robin Souchen for expertly managing a complex workload involving the acquisition of real property, appraisal of City-owned properties, and the negotiation and execution of leases. Mr. Souchen was honoured for his knowledge and skill in managing and negotiating complex multi-party deals.

For Turning Ideas into Results in the community category, Zlatko Krstulic received the CMAE for leading high-profile cycling-related projects in Ottawa and for his dedication to developing and implementing sustainable transportation projects that improve the mobility of Ottawa residents.

2. COMPREHENSIVE ZONING BY-LAW 2008-250: OMNIBUS ZONING BY-LAW AMENDMENTS

PLANNING COMMITTEE AND AGRICULTURE AND RURAL AFFAIRS COMMITTEE RECOMMENDATIONS AS AMENDED

1. That Council approve amendments to Zoning By-law 2008- 250, as shown in Document 1 and detailed in Documents 2 and 4, with the following amendment to Document 2:

• Add a row to the table as follows:

Amend Section 9 by adding the following subsection:

“(X) If a “completed application” for any one or more of a:

(i) Committee of Adjustment approval;

Transition (ii) site plan control approval, including an extension Clause of site plan control approval;

(iii) part lot control approval;

(iv) building permit; or

(v) approval of draft plan or subdivision

was received after June 9, 2013 and before June 10, 2015, the complete application, as well as any

(a) For purposes of subsection (X) above a “completed application” means an application which would have been approved or granted on June 9, 2015, had it been processed or disposed of on that day.

(b) Subsection 9(X) is repealed in its entirety on June 9, 2017.”

6. OFFICIAL PLAN AND ZONING BY-LAW AMENDMENTS – 4401 FALLOWFIELD ROAD

COMMITTEE RECOMMENDATIONS AS AMENDED

That Council approve:

1. An amendment to the Secondary Plan for South Nepean Urban Areas 9 and 10, as detailed in Document 2, to allow a business park development consisting of three to 12-storey buildings at 4401 Fallowfield Road;

2. An amendment to Zoning By-law 2008-250 for 4401 Fallowfield Road to allow a business park development consisting of three to 12-storey buildings, as detailed in Document 3;

3. That a covenant be registered on title of all lands located at 4401 Fallowfield Road to require the completion of a transportation impact assessment for all future site plans to examine transportation issues, including but not limited to, the total trip generation from the subdivision, and all future transportation impact assessments shall consider a 15% alternative transportation model split maximum, including transit, walking and cycling; and

4. That there be no further notice pursuant to Section 34 (17) of the Planning Act.

7. LOCAL COMMERCIAL STUDY: CITY-INITIATED ZONING BY-LAW AMENDMENTS FOR LOCAL SHOPS AND SERVICES IN RESIDENTIAL AREAS

COMMITTEE RECOMMENDATIONS AS AMENDED

That Council:

1. Approve amendments to Zoning By-law 2008-250 to permit local shops and services in residential areas for multiple properties, as shown in Document 1 and detailed in Document 2; and

2. Direct staff within the Planning and Growth Management Department to conduct a phase two study for Local Commercial uses for the urban area not covered by the recommendations in this report, within the current Term of Council, as amended by the following changes to the staff report:

a. That Document 2 – Details of Recommended Zoning of the staff report be amended by adding the following provision to the list of provisions applicable to all non-residential uses permitted within areas subject to the Residential Neighbourhood Commercial suffix:

“A permitted non-residential use may only be located on the ground floor, basement or both of a residential use building.”

b. That Table 37, Map 37 be amended by removing the address “1200 Gladstone”;

c. That Document 1 - Maps Illustrating

 Add a new Urban Exception [xxxx] with provisions similar in effect to the following;

o All non-residential uses permitted by suffix “-c” are subject to the holding symbol (-h) and the holding symbol shall not be lifted until one of the following is undertaken to the satisfaction of the General Manager of Planning and Growth Management;

WHEREAS Report ACS2015-PAI-PGM-0064 recommends various zoning by-law amendments for local commercial uses in residential neighbourhoods; and

WHEREAS Planning Committee recommended approval of the proposed zoning by-law amendments; and

WHEREAS the Community Association objects to the proposed amendments as it relates to 1046 and 1052 Brookfield Road; and

WHEREAS the neighbourhood is served by commercial uses within walking distance along Bank Street; and

WHEREAS 1046 and 1052 Brookfield Road are residential homes in which the owners have no desire to permit commercial uses;

THEREFORE BE IT RESOLVED that Council amend the report by deleting Map 50 from Document 1 and by removing Table 51 and proposed Urban Exception [xx14] from Document 2, and;

BE IT FURTHER RESOLVED THAT pursuant to the Planning Act, subsection 34(17) no further notice be given.

8. SANDY HILL HERITAGE STUDY

COMMITTEE RECOMMENDATION AS AMENDED

That Council:

1. Approve the creation of the Sandy Hill Heritage Character Area for the area shown in Document 2; and,

a. Approve that staff be directed to review the boundary of the Sandy Hill Heritage Character Area in cooperation with Action Sandy Hill and the University of Ottawa, and in consultation with the Chairs of the Planning Committee and Built Heritage Sub- committee, to determine if the boundary should be amended to include these properties;

b. Approve that staff report back to the Built Heritage Sub-committee, Planning Committee and City Council with a recommendation regarding these boundaries in October, 2015;

2. Adopt the Sandy Hill Cultural Heritage Character Area Guidelines, attached as Document 3;

3. Adopt the Heritage Conservation District Plans, attached as Documents 4 through 8, for the five existing Heritage Conservation Districts in Sandy Hill; identified as King Edward Avenue, Wilbrod/Laurier, Stewart/Wilbrod, Daly Avenue and Sweetland Avenue, according to Section 41.1 of the Heritage Act;

4. Approve the addition of the buildings listed in Document 9 to the City of Ottawa Heritage Register according to Section 27 of the Ontario Heritage Act; and

9. O’CONNOR STREET BIKEWAY (WELLINGTON STREET TO FIFTH AVENUE) – RECOMMENDATION

COMMITTEE RECOMMENDATIONS AS AMENDED

That Council approve the functional plan and direct staff to design and implement the O’Connor Street Bikeway from Wellington Street to Fifth Avenue as described in this report, subject to approval of the Strategic Initiatives envelope of the Capital Budget, as amended by the following:

1. That Staff be directed to revise the O’Connor Street Bikeway plan to include bike lanes on O’Connor Street (as proposed by staff at the April 2015 open house) for the section between Strathcona Avenue and Glebe Avenue, with the exception between Patterson Avenue and Monkland Avenue where shared-use lanes will be provided;

2. That Staff be directed to investigate the feasibility of revising the O’Connor Street Bikeway plan to include bike lanes on O’Connor Street between Glebe Avenue and First Avenue, including the provision of an “advisory lane” on the east side to accommodate the school bus loading zone;

3. That Staff be directed to investigate the feasibility of providing additional traffic calming features, and if possible, to include them in the design on the sections of O’Connor Street where a shared-use environment will be implemented;

4. That Staff be directed to assess the feasibility of modifying the existing bulb-outs on O’Connor Street to better accommodate cyclists and to adjust the recommended design accordingly; and

5. That Staff be directed to review the opportunity to designate O’Connor Street as a 30km/hr zone from Pretoria Avenue to Holmwood Avenue.

FINANCE AND ECONOMIC DEVELOPMENT COMMITTEE REPORT 5

A. CAPITAL ADJUSTMENTS AND CLOSING OF PROJECTS – CITY TAX AND RATE SUPPORTED

COMMITTEE RECOMMENDATIONS

That Council:

1. Authorize the closing of capital projects listed in Document 1;

2. Approve the budget adjustments as detailed in Document 2;

4. Permit those projects in Document 3 that qualify for closure, to remain open; and

5. Receive the budget adjustments in Document 4 undertaken in accordance with the Delegation of Authority By-law 2013- 17, as amended, as they pertain to capital works.

WHEREAS following a brief illness, Ken Ross passed away prematurely in March 2015 and, in response to the community’s desire to remember and honour Ken in a meaningful and significant way, I, , Councillor for Ward 3 – Barrhaven, brought forward a Commemorative Naming application to commemorate Ken Ross by renaming South Nepean Park, at 600 Longfields Drive, “Ken Ross Park”;

AND WHEREAS this proposal has been through the usual commemorative naming process insofar as Commemorative Naming Committee review and public

AND WHEREAS a community event is planned in early July at South Nepean Park at 600 Longfields Drive and the community would like to take advantage of this event to commemorate Ken Ross by publicly and officially announcing the renaming of the Park;

AND WHEREAS having this proposal go through the normal Standing Committee and Council process would result in Council’s approval being finalized to late to have everything in place for the community event;

THEREFORE BE IT RESOLVED that Council, at its meeting of June 10, 2015, approve the proposal to rename South Nepean Park, located at 600 Longfields Drive, “Ken Ross Park”.

WHEREAS for more than ten years, Charlie Bowins dedicated much of his time and energy to Ottawa’s skateboarding community by working as a skateboarding instructor and participating in various skateboard-related charitable and fundraising initiatives; and

WHEREAS, Charlie Bowins passed away prematurely in March 2015 and in April 2015, the Ottawa Skateboard Community Association brought forward a proposal to commemorate him by naming the new skateboard park at the McNabb Community Centre the “Charlie Bowins Skateboard Park”;

AND WHEREAS this proposal has been through the usual commemorative naming process insofar as Commemorative Naming Committee review and public consultation and the public feedback received during the public consultation phase was entirely in support of the proposal;

AND WHEREAS the new skateboard park at the McNabb Community Centre is scheduled to officially open in early summer of 2015;

AND WHEREAS having this proposal go through the normal Standing Committee and Council process would result in Council’s approval being finalized too late for everything to be in place for the official opening;

WHEREAS a committee of local residents, spearheaded by the Carp BIA, was founded in 2011 to construct a West Carleton War Memorial to honour the men and women of the West Carleton area who have died for their country; and

WHEREAS the West Carleton War Memorial Committee has identified the site for the West Carleton War Memorial to be the City-owned property at the junction of Donald B. Munro Drive and Falldown Lane, subject to the approval of a road closure application and park dedication; and

WHEREAS Public Works has determined that this space is not required for their operational needs and on April 29, 2015, City Council formally consented to the use of this site for the West Carleton War Memorial; and

WHEREAS the City has supported this project through the Rural Community Building Grant Program; and

WHEREAS the West Carleton War Memorial Committee has a scheduled completion and commemoration date for Remembrance Day, November 11th, 2015; and

WHEREAS a road closure application is required in order to dedicate this space as City parkland and staff has advised the fees for this road closure will amount to $9,421; and

WHEREAS staff do not have the delegated authority to waive these fees, even where the land will ultimately be City parkland;

THEREFORE BE IT RESOLVED that City Council approve that the fees for the road closure at the junction of Donald B. WHEREAS in 2010 City Council approved the Action Plan (ORAP) consisting of 17 projects aimed at protecting the health of the Ottawa River; and

WHEREAS the largest ORAP project is the Combined Sewage Storage Tunnel (CSST) which will help reduce the number of combined sewer overflows, improve the water quality of the Ottawa River and fully comply with provincial regulations; and

WHEREAS the total project cost for the CSST is $232.2 million; and

WHEREAS City Council approved funding for the CSST through the budget process; and

WHEREAS the City of Ottawa sought federal and provincial funding for the CSST; and

WHEREAS on April 7, 2015 the Government of Canada and the Province of Ontario announced funding for the City to proceed with the construction and commissioning of the CSST; and

WHEREAS the City is working closely with our federal and provincial counterparts, as well as other interested stakeholders, to finalize all necessary approvals; and

WHEREAS the construction of the CSST will be coordinated with the 2017 Celebrations and infrastructure works including, planned Ministry of Transportation projects and LRT construction; and

WHEREAS pending all necessary approvals construction of the CSST will commence in 2016 with commissioning in 2019; and

WHEREAS Infrastructure Canada has requested the City provide delegated authority to proceed with the funding agreement;

THEREFORE BE IT RESOLVED that delegated authority be given to the City Manager to approve and execute the federal funding agreement and the provincial funding agreement, and any future federal and provincial amending agreements consistent with Council budget approval, for the Combined Sewage Storage Tunnel should there not be an ability to bring forward the agreements to Environment Committee and Council due to the legislative agenda timetable; and

AND BE IT FURTHER RESOLVED that should the City Manager be required to approve and execute the agreement due to legislative agenda timelines, that Members of Council be advised that the agreements are available for their review prior to the City Manager’s approval.

WHEREAS the Council of the City of Ottawa passed a resolution in 1905 regarding approval of the placement of the Henry Harper Memorial within the boulevard on the north side of Wellington Street facing the head of Metcalfe Street; and

WHEREAS the Henry Harper Memorial has stood in this place since November 1905; and

WHEREAS the Department of Canadian Heritage has inquired about the ability to place temporary interpretative signage to provide additional information in respect of the Henry Harper Memorial; and

WHEREAS such signage would be placed within the City of Ottawa right-of-way at that location;

THEREFORE BE IT RESOLVED that the General Manager, Public Works and Services, in consultation with the City Clerk and Solicitor be delegated the

WHEREAS the Nepean Council on July 11, 1985 passed a by-law (By-law 127-85) prohibiting train whistling at Greenbank Road crossing at Mileage 5.10; and

WHEREAS the City, during the construction of the widening of Greenbank Road as part of the grade separation project, has been required to construct a temporary road detour grade crossing at Mileage 5.07 (Temporary Road Detour) of the Smiths Falls Subdivision railway line; and

WHEREAS on March 31, 2015, the Temporary Road Detour was opened to rail and road traffic and VIA Rail Canada Inc. recommenced train whistling in that area due to the shift of the Greenbank Road crossing from Mileage 5.10 to Mileage 5.07; and

WHEREAS given the disturbance to area residents caused by the train whistling in this area, VIA Rail Canada Inc. is willing to follow the Transport Canada process and the City desires to have train whistling cease at the Temporary Road Detour on Greenbank Road until the Temporary Road Detour is no longer in use and the new grade separation has opened in or around Q4 2017; and

WHEREAS the City is required to provide public notice of its intention to pass a train whistle cessation resolution declaring it agrees that train whistles are prohibited at theTemporary Road Detour;

THEREFORE BE IT RESOLVED THAT City Council hereby gives public notice of its intention to pass a train whistling cessation resolution declaring it agrees that train whistles be prohibited at the Greenbank Road Temporary Detour railway grade crossing located at Mileage 5.07 on Smith Fall Subdivision including delegating to the City Manager to provide proper notification to the relevant organizations as required.
