Nga zhvillimit të parqeve dhe inkubatorëve të përvoja e shteteve të zhvilluara kuptohet biznesit si dhe ndikimin e tyre ekonomik në se funksionimi i zonave ekonomike ka qenë komunat përkatëse. Po ashtu janë ofruar edhe një element i rëndësishëm në zhvillimin e një varg rekomandimesh për Projektligjin e ri gjithëmbarshëm të vendit. Dhe kjo praktikë për Zonat Ekonomike që pritet të miratohet do të duhej të ishte e dobishme edhe për gjatë viti 2012. GAP eBULETINI është publikim i përmuajshëm i Institutit GAP gapebuleti n rreth aktiviteteve të përditshme të këtij instituti Raporte: qershor - gusht Letërnjoftimi i Komunave 2012 Instituti GAP që nga muaji qershor 2012 ka filluar të publikojë Letërnjoftimet e Komunave të Kosovës 2012 Letërnjoftimi i Komunave 2012 është projekt i Institutit GAP i cili jep një pasqyrë të qeverisjes lokale në 32 komuna të Kosovës. “Letërnjoftimet e Komunave” masin zhvillimet në nivel lokal në fushën e arsimit, shëndetësisë, administratës, shërbimeve për qytetarë, investimeve publike, transparencës, realizueshmërisë së premtimeve, shpenzimit të parasë publike, procedurat tenderuese, etj. Projekti ka nisur në muajin maj 2012 dhe realizohet në bashkëpunim me Rrjetin Ballkanik për Gazetari Hulumtuese (BIRN) dhe Qendrën e Trajnimeve dhe Burimeve për Avokim (ATRC). Rezultatet e hulumtimeve të GAP për qeverisjen komunale janë debatuar me kryetarët e komunave në emisionet “Jeta në Kosovë”. Që nga qershori i këtij viti deri në gusht, GAP ka publikura nëntë Letërnjoftime të Komunave: 1. Letërnjoftimi i Komunës së Prishtinës, 2. Letërnjoftimi i Komunës së Novobërdës, 3. Letërnjoftimi i Komunës së Kamenicës, 4. Letërnjoftimi i Komunës së Shtërpcës, 5. Letërnjoftimi i katër komuanve të reja: Gracanica, Ranillugu, Parteshi dhe Kllokoti, 6. Letërnjoftimi i Komunës së Prizrenit, 7. Letërnjoftimi i Komunës së Dragashit, 8. Letërnjoftimi i Komunës së Hanit të Elezit dhe 9. Letërnjoftimi i Komunës së Fushë Kosovës. Konferencë për media - qershor KOSID kundër shtrenjtimit të energjisë Më 21 qershor 2012 u mbajt konferenca për media nga Konsorciumi i Kosovar i Shoqërisë Civile për Zhvillim të Qëndrueshëm – KOSID Dokufest, Forumi për Iniciativa Qytetare – FIQ, Më 8 shkurt 2012, përmes një konference për media Grupi për Studime Juridike dhe Politike – GLPS, organizatat e lartshënuara të shoqërisë civile kanë Instituti për Studime të Avansuara – GAP, Instituti i kundërshtuar kërkesën e Korporatës Energjetike Prishtinës për Studime Politike – PIPS, Instituti për të Kosovës (KEK) për shtrenjtim të çmimit të Politika Zhvillimore – INDEP, Internews Kosova, energjisë elektrike për 23%, duke filluar nga 1 prilli Nisma e të Rinjve për të Drejtat e Njeriut – YIHR dhe 2012. GAP dhe GLPS kërkuan nga ana e Kuvendit të Kosovës, përkatësisht Komisionit Parlamentar për Buxhet dhe Financa, që të procedojnë ndryshimin, përkatësisht heqjen, e amendamentit të Ligjit mbi Menaxhimin e Financave Publike dhe Përgjegjësitë që i jep të drejtë Qeverisë së Kosovës të bëj reduktimin e buxhetit, përkatësisht ndryshimin e linjave financiare në rast të tronditjeve makroekonomike, pa pasur lejen apo miratimin e Kuvendit të Kosovës.     On Opposite Sides of the Wall: Reporting Crisis in Kosovo By Isuf Berisha 1. Introduction This report examines an episode in relations between Serbs and Albanians in Kosovo, one in a long series of political crises. This particular episode had a very concrete conception in the form of the wall erected on 7 December 2016 in the town of Mitrovica, right at the line of delimitation between the two ethnic communities – an event that rubbed salt into still open wounds. In this study, we analyse some of the patterns of media reporting on this particular controversy, both through content analysis and interviews. The results indicate that the media in Kosovo and Serbia often tended to deepen sharp ethnic divides when reporting about the wall dispute, but that some media also displayed a certain, although limited, ability to step away from the divide. 1.1 The ongoing crisis in Kosovo-Serbia relations Kosovo’s post-war transition has been slow, controversial and painful. This is understandable if we bear in mind the heavy losses that Kosovo suffered during the war of 1998–1999. More than 13,000 people were confirmed dead or missing1, more than 20,000 women were raped2 and at least 188,000 houses and other structures, including 358 schools and 215 mosques, were destroyed or damaged.3 Rebuilding houses and infrastructure has been more or less successful mainly thanks to private initiative by Kosovars, but the healing of other wounds has been much more difficult. Kosovar society is still dealing with the painful legacy of the war in that ethno-national fragmentation still dominates social and political life.

A mapping of the disinformation and counter-disinformation landscapes in the region in the period from 2018 through 2020 reveals three key disinformation challenges: external challenges to EU credibility; disinformation related to the COVID-19 pandemic; and the impact of disinformation on elections and referenda. While foreign actors feature prominently – chiefly Russia, but also China, Turkey, and other countries in and near the region – the bulk of disinformation in the Western Balkans is produced and disseminated by domestic actors for domestic purposes. Further, disinformation (and information disorder more broadly) is a symptom of social and political disorder, rather than the cause. As a result, the European Union should focus on the role that it can play in bolstering the quality of democracy and governance in the Western Balkans, as the most powerful potential bulwark against disinformation. Muhamet Mavraj University of Pristina Abstract The title is the text locomotive. It draws all the other compositions behind. Newspaper texts are termed as productions or reproductions of reality but are oft en denied their literary feature. It seems to be hasty denial. Endless examples show that news headlines have extraordinary power of expression. The transition from printed journalism to online journalism is degrading the stylistic power of news headlines. This article explains some of the types of degradation and the reasons related to the new concepts imposed by online journalism. The main factor that is degrading the title is clickbait, and it is not the only one. The titles either consist of two or three words, followed by reticence... to robbing clicks or being transformed into novels. Consequently, the title competence is vanishing. The measurements of the words in newspaper headlines at diff erent times and in two ideological blocks signal that the titles are being totalitarianized. Meanwhile, the competence of the locomotive is being transferred to wagons. Keywords: style, headline, newspaper, click, clickbait, empty calories of information. Introduction If the headline is a coherent, natural title, it looks like a head in its body, however, the fi rst identifying sign of a nature. It has many functions. Three of them are: the headline summarizes the news, it shows the importance of writing and pulls the reader to turn it into active.
