IT is hereby notified that the Minister of Public Service, Labour and Social Welfare has, in terms of section 80(1) of the Labour Act [Chapter 28:01], approved the publication of the Collective Bargaining Agreement set out in the schedule which is registered in terms of section 79 of the Act.

Schedule NATIONAL EMPLOYMENT COUNCIL FOR THE TEXTILE MANUFACTURING INDUSTRY Further Agreement This further agreement made and entered into in accordance with the provisions of the LabourAct [Chapter 28.01 ], as amended, between the Zimbabwe Textile Manufacturers Association (hereafter referred to as “the employer” or the employers organisation”), of the one part, and the Zimbabwe Textile Workers Union (hereafter referred to as “the employee” or “the trade union”), of the other part, being parties to the National Employment Council for the Textile Manufacturing Industry, shall be read as one with the agreement published in Statutory Instrument 147 of 2018, as amended by Statutory Instrument 111 of 2019 and Statutory Instrument 233 of 2019 (hereafter referred to as “the principal agreement”). 1. Clause 7 sub-clause (3) is amended by the deletion of the whole sub-clause 7(3) and substituted by the following— “(3) On or before the 1st day of each month, every employer shall transfer or deposit to the Council’s Bank Account the NEC Levy and Employer Contributions payable in accordance with the provisions of sub-clauses 7(1) and (2) and shall forward the remittances to the Council Secretary in respect of the previous month’s contributions and deductions completed on a prescribed form of the First Schedule.”. 2. Clause 9 of the principal agreement is amended by the deletion of the whole of sub clause (3) and the substitution of— “(3) A cost of living adjustment of 30% was awarded on the basic minimum wages effective from the 1st of July, 2019 across

261 Collective Bargaining Agreement: Textile Industry the board and a further cost of living adjustment of 30% on the basic rates was also awarded effective from the 9th of August, 2019, across the board as well. A hardship allowance of RTGS$150.00 and a 20% cost of living allowance was awarded across the board as standalone from the basic minimum wages effective from the 18th of October, 2019. The minimum wage/salary was further reviewed to RTGS$767,23 per month effective from 1st of January, 2020, and a further increase of 186.7458% was effected from 19th March, 2020 which was further adjusted by an increase of 15.8973% effective from the 1st of April, 2020, to align with the national minimum wage. A cost of living allowance of 80% of the basic minimum per level was awarded across the board effective from 1st of July, 2020, and shall be reviewed based on the changed circumstances. The minimum wage/salary agreement is inclusive of Housing and Transport and is applicable as follows —

Classification of occupation

Quality Controller Collective Bargaining Agreement: Textile Industry

Skilled worker category

Skilled workers as defined in this agreement shall be graded as per the prevailing parent industry agreement.

Learners

On promotion within the company Not less than the wage earned prior to the promotion.

On first employment from outside Not less than the wage applicable to the level immediately below the Classification of the job being learned.

In addition to the foregoing rates of pay, Alternating- shift workers shall be paid a premium of not less than 4 xsabove the current minimum specified for their occupation. It should be noted that all employees currently receiving wage/salary above the minimum for their level should maintain their actual dollar difference.

Notwithstanding the above requirements, employers may apply the new increase on the actual weekly or monthly basic earnings of the individual employee, and the provisions of Clause 3 of the principal agreement shall, mutatis mutandis, apply throughout the life of this agreement.”.

Declaration The employers and the employees, having arrived at the agreement set forth herein, the undersigned hereby declare that the forgoing is the agreement arrived at, and affix their signatures hereto.

Road Traffic (Licensing of Drivers) (Amendment) Regulations, 2021 (No. 34)

IT is hereby notified that the Minister of Transport and Infrastructural Development has, in terms of section 81 of the Road Traffic Act [Chapter 13:11], amended the Road Traffic (Licensing of Drivers) (Amendment) Regulations, 2020 (No. 33), published in Statutory Instrument 295 of 2020, as follows — In section 5 by the insertion of “(d)” and “(e)” after (c) — “(d) a duplicate driver’s licence, a fee of one thousand two hundred Zimbabwean dollars (ZWL$1 200,00); (e) an urgent driver’s licence, whether original or duplicate, a fee of four thousand Zimbabwean dollars (ZWL$4 000,00).”.
