Title: APPROVAL FOR FRESH LEASE OF LAND MEASURING 7.3173 ACRES FOR THE PURPOSE OF HOCKEY STADIUM AND 1.0613 ACRES FOR THE PURPOSE OF PARKING FACILITY AT SURVEY NO. 198, KARACHI CANTT. Reference: (i). CBR No. 09 dated 22.12.2009. (ii). CBR No. 06 dated 05.08.2010. (iii). GHQ, QMG Branch Qtg & Lands Dte, Rawalpindi letter No. 5631/273/71/Land-1-2SPXTY dated 11.08.2017. (iv). Station HQ, Karachi letter No. 2118/RQ-2- dated 26.12.2019. Requirement: It is to apprise to the Board that Govt. of Pakistan, Ministry of Defence vide letter No. 18/3/L/D5(C)/61, dated 20.06.1962 accorded sanction under Rule-9 of the Cantt Property Rules, 1957 to lease by private treaty of 14.37 acres of land comprising Survey No. 198, Karachi Cantonment to Pakistan Hockey Federation for the construction of a Stadium, Swimming Pool & Shops for the period of (30) years from 15.02.1963 to 14.02.1993 on Schedule-IX of CLA Rules, 1937. ML&C Department vide letter No. 30/47/Lands/79/6028/D- 12/ML&C/92 dated 23.11.1992 conveyed sanction of President of Pakistan for renewal of lease of land measuring 14.37 acres comprising Survey No. 198, Karachi Cantonment on similar terms & conditions in favor of Pakistan Hockey Federation with effect from 15.02.1993. Subsequently Station HQ, Karachi vide letter No. 2118/256/Q-2 dated 24.07.1995 and letter dated 26.08.1995 raised objection that extension of lease period was approved by the Board without getting prior NOC from Station HQ, Karachi and request to stop the process of extension of lease. To resolve the issue Ministry of Defence convened Meeting on 24.10.2009 in the Conference Room of Karachi Cantonment and taken following decisions:- (a) Pakistan Hockey Federation will eject their all existing tenants who have established auto-workshop, furniture manufacturing unit and printing press in the shops and give these shops to new Page 3 of 49 corporate clients after obtaining security clearance from Station HQs Karachi. (b) New lease agreement will be signed for 30 years with Pakistan Hockey Federation for 7.3173 acres of land for Hockey Stadium and commercial activities i.e. for giving the shops to rent out corporate offices only. The shops will be creating security problems in the area. The shops will be rented out to new offices after obtaining security clearance from Station HQ, Karachi. (c) 1.0673 acres of land will be leased to Pakistan Hockey Federation for parking facility only through a separate lease agreement. Pakistan Hockey Federation will be responsible for its maintenance and cleanness of this area. This land will not be utilized for any other purpose except parking. However, both lease agreement will be signed with Pakistan Hockey Federation after they have ejected their tenants from the shops of the Stadium, which are creating the security problems. (d) 2.8919 acres of land on which roads have been constructed around the Stadium, will be transferred to Karachi Cantonment for maintenance purposes and this land will remain as Cat. ‘C’ land. (e) The land 3.0995 acres of land where QMG’s Branch has constructed flats for Pak Army and ISI will be re-classified from ‘C’ type of land to ‘A-1’ land and will be handed over to QMG’s Branch, GHQ, Rawalpindi. The minutes of above said meeting placed before the Board in its meeting held on 22.12.2009 and the Board vide CBR No. 9 dated 22.12.2009 after detailed deliberation resolved as under:- “Considered and deliberated at length Board resolved to approve the minutes of meeting of the committee and ensuring therein that area of 1.083 reserved for car parking will only be utilized for specific purpose and no construction of any type of building or other use is allowed. Board further resolved that NOC will only be granted if all KCB dues are cleared, encroachment on roadside is removed and observance of all municipal / rent laws applicable within the area of Jurisdiction of KCB by the Hockey Club of Pakistan/PHF”. It is pertinent to mention here that Board subsequently in Resolution No. 06, dated 05.08.2010 further resolved as under:- Page 4 of 49 “Considered at length and resolved that NOC to reclassification of the land measuring 3.0995 acres from ‘C’ to ‘A-1’, be issued but the land required for / utilized in car parking may not be leased out to Pakistan Hockey Club in any case. The land for the parking area is to be retained by the Board for earning finances to cater to the development and maintenance of services in the area. The Govt. of Pakistan is the Ministry of Defence may be requested accordingly”. Now GHQ, QMG Branch Qtg. & Lands Dte vide letter No. 5631/273/11/Karachi/Lands-1-TFPL1D dated 18.12.2019 and Station HQ, Karachi vide letter No. 2118/R Q-2- dated 26.12.2019 asked Cantonment Board Karachi to execute Fresh Lease Agreement with Pakistan Hockey Federation for 7.3173 acres of land for Hockey Stadium and 1.0613 acres of land for parking facility only. It is further apprise that previous lease was executed for (30) years and under Rule 9 of Cantt Property Rules, 1957 sanction of the Competent Authority is required in case the lease executed for a term exceeding (10) years. The lease period was expired on 14.02.1993 and since then the land measuring 14.37 acres is under the occupation of Pakistan Hockey Federation. All connected papers are placed on the table. Page 5 of 49 Resolution: Considered and resolved to forward the case to Competent Authority for approval. Item No: 03. Title: AGENDA FOR TRANSFER OF LAND MEASURING 2.891 ACRES TO KARACHI CANTONMENT BOARD OUT OF AN AREA 14.37 ACRES SITUATED AT SURVEY NO. 198, KARACHI CANTT. Reference: CBR No. 06 dated 05.08.2010. Requirements: To consider para-4(d) of GHQ, QMG Branch Qtg & Lands Dte, Rawalpindi letter No. 5631/273/71/Land-1-2 SPXTY dated 11.08.2017 for segregation of an area 2.8919 acres of land out of 14.37 acres situated at Survey No. 198, Karachi Cantt and transferred to Karachi Cantonment Board for the purpose of roads. It is to apprise the Board the land measuring 14.37 acres is ‘C’ Land and leased to Pakistan Hockey Federation for the specific purpose of construction of Hockey Stadium, Swimming Pool & Shops. As such the land is already class ‘C’ Land therefore no question of transfer of land is arise however change of purpose 2.891 acres be change for “Roads”. It is further apprise that that Board vide CBR No. 06 dated 05.08.2010 has already given NOC for reclassification of land measuring 3.0995 acres from Class ‘C’ to Class ‘A-1’ Land out of 14.37 acres ‘C’ Land situated at Survey No. 198, Karachi Cantt. Resolution of the Board is reproduced hereunder:- “considered at length and resolved that NOC to reclassification of the land measuring 3.0995 acres, from ‘C’ to ‘A-1’, be issued but the land required for/utilized in car parking may not be leased out to Pakistan Hockey Club in any case.

MEHD1 HASAN JEWEL Combined Military Hospital (CMH), Dhaka, Bangladesh 'Armed Forces Medical College. Dhaka. Bangladesh Abstract The present study was carried out from 1st August 2011 to 31 January 2012 to identify mescu::; species inhabiting in and around the Dhaka Cantonment. In all 5632 samples size -.ere collected from 88 different spots. Important three genera such ns Anopheles, Cu.tx sac Aedes were found and distribution was as Culex 5581 (99.09%), Aedes 30 i j 5c':* anc Anopheles 21 (0.37%). Among the Culex species C. quinquefasciatus dominated and having 69.37% of Culex family. Other identified species were C. fuscocephala \ 14 89%), C. tritaeniorhynchus (09.07%) and C. vishnui (06.67%). The sex distnbunon of the sampled mosquitoes revealed that female dominated and male femile ratio was 34:66. There was predominance of C. quinquefasciatus in all collect: DO points. Anopheles was identified 21 (12 female) in number of which An phiiiptnensis *is 17 and An. aconitus only 04 and they were collected from four spots ofZia cc and COD areas. Ae. aegypti was identified 30 (22 female) in number of which -is aegypti were 23 and the rest 07 were Ae. albopictus and they were collected from se-er. .-pots of COD, Senapolli, Moinul Road and DOHS Mohakhali but its density .ery insignificant and below the critical level of disease transmission. Nur Salam, Md.Farhan Hasan, Md. Akhlak Bin Aziz Department of Nuclear Science and Engineering, Military Institute of Science and Technology, Mirpur Cantonment, Dhaka,Bangladesh. Abstract— Water samples collected from five different points near under construction Rooppur Nuclear Power Plant were tested in this work to assess the availability of nuclear grade water. The average value of pH was found to be 8.02, mean value of Electrical Conductivity (EC) was found 430 µS/cm, Total Dissolve Solid (TDS) 215 ppm, Salinity 0.8, total Alkalinity 79.6 ppm, total hardness 149 ppm and Chloride Content was found 16.87ppm. The Biochemical Oxygen Demand (BOD), Chemical Oxygen Demand (COD) and Dissolved Oxygen (DO) of water were founded to be 0.15 ppm, 31 ppm and 8.85 ppm respectively. Among the heavy metals the amount of Cr, Pb, As, Mn, Fe, Mn, Cd, Co, Ni were found to be 0.0041 ppm, 0.00602 ppm, 0.0088 ppm, 0.02 ppm, 0 ppm, 0.00099ppm, 0 ppm and 0.00182 ppm respectively by using atomic absorption spectrophotometer. The pH meter (HANNA Instrument HT 2002-0, S/N CO316002) was used to determine the pH. Total dissolved solids (TDS) and EC were determined by digital TDS meter and EC meter (HANNA -2003-02, S/N: CO1271A1) and to determine the chemical properties of the samples water various tests were done.
