Box 1346 Ann Arbor, Ml 48106- 1346 2 ABSTRACT World War II, by unleashing new forces, had precipitated a reappraisal of B ritis h policy towards Malaya; i t also afforded B ritis h planners an opportunity to rationalise the pre-war structures which had kept Malaya constitutionally disunited and racially divided. Isolated in their offices in Whitehall, Colonial Office officials devised the Malayan Union p o licy, embracing in a "union" a ll the Malay States and including, from the Straits Settlements, Penang and Malacca but excluding Singapore, which developed as a separate constitutional entity although the possibility of a future "fusion" with the proposed Malayan Union was not discounted; the new arrangements envisaged also the creation of a form o f "common citizenship" that would confer political rights to Malaya's non-Malay population. When the war ended, the B ritis h proceeded, as planned, to implement the Malayan Union scheme in April 1946 only to replace it with the Federation of Malaya in February 1948; the provisions for citizenship were also significantly "tightened" by 1948 to include only a smaller number of non-Malays. The decision to scrap the Malayan Union, however, was taken by early July 1946, barely three^months a fte r its inception. This study traces the origins of the Colonial Office's plans for "union" and "citize n ship ", examines the assumptions which had guided B ritis h planners and how these had been overturned by post-war developments, and discusses the interaction of historical forces which led eventually to the demise of the Malayan Union and the creation of the Federation in 1948. Social and recreational club libraries are not included, and school libraries are not extensively covered. Although it is possible to trace the history of Malaysia's libraries back to the first millenium of the Christian era, there are few written records pre-dating World War II. The lack of documentation on the early periods of library history creates an emphasis on developments in the modern period. This is not out of order since it is only recently that libraries in West Malaysia and Singapore have been recognized as one of the important media of mass education. Lack of funds, failure to recognize the importance of libraries, and problems caused by the federal structure of gc,vernment are blamed for this delay in development. Hinderances to future development are the lack of trained librarians, problems of having to provide material in several different languages, and the lack of national bibliographies, union catalogs and lists of serials. Irschick Spring 2012 Speculative Modern: Urban Forms and the Politics of Property in Colonial Hong Kong Copyright 2012 by Cecilia Louise Chu 1 Abstract Speculative Modern: Urban Forms and the Politics of Property in Colonial Hong Kong Cecilia Louise Chu Doctor of Philosophy in Architecture University of California, Berkeley Professor Nezar AlSayyad, Chair This dissertation traces the genealogy of property development and emergence of an urban milieu in Hong Kong between the 1870s and mid 1930s. This is a period that saw the transition of colonial rule from one that relied heavily on coercion to one that was increasingly “civil,” in the sense that a growing number of native Chinese came to willingly abide by, if not whole-heartedly accept, the rules and regulations of the colonial state whilst becoming more assertive in exercising their rights under the rule of law. Long hailed for its laissez-faire credentials and market freedom, Hong Kong offers a unique context to study what I call “speculative urbanism,” wherein the colonial government’s heavy reliance on generating revenue from private property supported a lucrative housing market that enriched a large number of native property owners. Although resenting the discrimination they encountered in the colonial territory, they were able to accumulate economic and social capital by working within and around the colonial regulatory system.

    Political Managements and Policies in Malaysia Darurat di Tanah Melayu: Peristiwa dan Pengajaran Untuk Generasi Masakini Dalam Konteks Ketahanan Nasional Zulhilmi bin Paidi & Rohani Hj Ab Ghani Abstrak Kemerdekaan negara ini dicapai dengan bangganya pada 31 Ogos 1957. Kemerdekaan ini tercapai adalah hasil perjuangan rakyat negara ini yang bukan mudah dan ianya penuh dugaan dan cabaran. Di antara dugaan terhebat yang dialami negara ini dalam perjalanan ke arah kemerdekaan ialah peristiwa darurat iaitu pemberontakan Parti Komunis Malaya (PKM) terhadap pentadbiran British di Tanah Melayu. Darurat hampir meragut peluang negara ini untuk mengecapi kemerdekaan. Ia sering diingati sebagai cerita yang tersirat dalam apa yang tersurat kerana ianya berlaku seiring dengan jalan ke arah kemerdekaan negara ini. Darurat diisytiharkan secara rasmi bermula pada tahun 1948 oleh Sir Edward Gent dan telah diisytiharkan berakhir pada 1960 oleh Yang di- Pertuan Agong. Selama 12 tahun pemberontakan bersenjata oleh PKM telah mengakibatkan keadaan huru-hara yang tidak terhingga di negara ini. Walau bagaimanapun pemberontakan PKM ini telah menemui kebuntuan dan pada akhirnya terpinggir dari arus perkembangan negara. Kegagalan PKM ini memberi ruang dan jalan untuk penamatan Darurat di Malaya dan sekali gus menikmati kemerdekaan dari pentadbiran British. Kegagalan PKM sering dilihat sebagai isyarat kejayaan dasar pertahanan dan keselamatan yang dilancarkan oleh pihak British dan kemudiannya kerajaan Persekutuan Tanah Melayu. Biarpun peristiwa penting ini telah berlalu sejak 60 tahun yang lepas tetapi parut dan lukanya masih lagi dirasai. Maka oleh itu adalah penting buat mereka yang ada pada hari ini merenung kembali peristiwa yang berlaku agar ianya dapat memberikan pengajaran kepada generasi masa kini dan yang 13 Seminar on National Resilience akan datang.
