Cooperation between the two nations is crucial as both governments work to stem the flow of illegal drugs and undocumented migration, and to ensure a stable and secure North American region. Against this backdrop, the Center for the United States and Mexico conceived the idea for the Mexico Country Outlook, an annual program on the political, economic, regulatory, social, and security issues that will affect the process of doing business in Mexico in the coming year. The 2020 outlook also includes an analysis of current trends and expected developments, as well as insights on the U.S.-Mexico relationship during a period of heightened tensions. The First 150 Days of Vicente Fox Rocío Ramos de Villarreal Abstract At the beginning of the twenty-first century, Mexico, the twelfth-largest economy in the world and the second-largest trading partner of the US, finds itself undergoing profound transformations. After more than seven decades with a hegemonic party exercising presidential power, the country is now immersed in a full-fledged democratic process, after a ‘silk transition’. Politically, there has been a fundamental transformation in the scope of presidential rule and the relationship between the president and Congress. Whereas the legislative branch was subordinate to the executive for over half a century, Mexico’s new democracy has ushered in a Congress that is more powerful and independent, and the president now needs to lobby and negotiate with it. In this context, the ability to pass reform measures requires not only expertise in technical design or instrumental consistency but, foremost, skillfultactical management in the political arena. The purpose of this paper is to present an overview of Mexico’s evolution toward electoral democracy and to analyze President Fox’s leadership and the decision-making process he employed in his efforts to attain two major policy reforms in his first 150 days as president: the tax reform and the Indigenous bill.

This chapter aims to provide an overview of the government’s communication features during the 2000–12 democratization period in Mexico. In this chapter, we will use the typology for the study of transitional processes proposed by O’Donnell, Schmitter and Whitehead (1988). They define liberalization as the opening and transformation process of an authoritarian regime, and democratization as the birth of democratic practices and institutions. While the reform agenda is largely supported by the masses, these measures have met a strong, multifaceted and relentless reaction from the social and political interests being affected, couched in a right-wing discourse. This opposition, carried out either by individual actors or by coalitions of organized interests, has been sarcastically dubbed TUMOR (“Todos unidos contra Morena”, All United against Morena, the party in power) by 4T supporters. This article aims at mapping and analyzing the right-wing movement of resistance to the 4T, identifying its main individual and collective actors, their strategies and their international allies. It tests the hypothesis suggested in Kevin Middlebrook’s theory about conservatism and the right in Latin America: when economically and socially privileged actors feel deprived of political power to protect their interests, they resort to whatever means and strategy is at their disposal to regain the lost influence.

El ascenso de los cárteles del narcotráfico y la vulneración del Estado mexicano ante la cantidad de homicidios, feminicidios, secuestros y extorsiones principalmente. Se analizó de acuerdo con la variable de seguridad la poca efectividad que representan las instituciones de seguridad púbica locales y el cómo se formuló una estrategia para combatir la inseguridad en el país, siendo una estrategia reformada sexenio con sexenio y con resultados poco o nada favorables. ABSTRACT Briefly, this essay was based on the lived de-democratizing period of security from the six-year term of Felipe Calderón, Enrique Peña Nieto and ends with the first two years of government of the Fourth Transformation. The rise of drug cartels and the violation of the Mexican State in the face of the number of homicides, feminicides, kidnappings and extortion mainly. The lack of effectiveness represented by local public security institutions was analyzed according to the security variable and how a strategy was formulated to combat insecurity in the country, a reformed strategy being six-year with six-year and with little or no favorable results.

Along its path to overwhelming success, Morena presented a vision of a historic transformation of a thoroughly corrupted Mexican state. Morena’s opponents viewed its emergence with anxiety, as a radical, populist, leftist force. But the new regime has been extremely cautious, affirming existing geopolitical and security commitments and pursuing conservative macroeconomic policies. Working within these constraints, the Lopez Obrador government has largely focused on a moral transformation of the state. The context of Morena’s victory was the ongoing collapse in the Mexican state’s monopoly of force and its historic complicity with criminal and paramilitary violence.
