Introduction No country has a greater impact on the daily lives of Americans than Mexico. Binational trade now exceeds $700 billion per year, encompassing the energy, manufacturing, agriculture, tourism, service, and retail industries. As many as 5 million U.S. jobs depend on America’s commercial relationship with Mexico. Cooperation between the two nations is crucial as both governments work to stem the flow of illegal drugs and undocumented migration, and to ensure a stable and secure North American region. Against this backdrop, the Center for the United States and Mexico conceived the idea for the Mexico Country Outlook, an annual program on the political, economic, regulatory, social, and security issues that will affect the process of doing business in Mexico in the coming year. The 2020 outlook also includes an analysis of current trends and expected developments, as well as insights on the U.S.-Mexico relationship during a period of heightened tensions. The content for the program draws on the expertise of center scholars, all of whom have lived and worked in Mexico for decades and whose perspectives are informed by rigorous, on-the-ground research and a network of academic, government and private-sector experts in Mexico and the United States. -

Working Paper 47 Observatori de Política Exterior Europea On Friday May 16, the Ministry of Foreign Affairs of Cuba summoned the newly-appointed charge- d’affairs of the European Commission in Havana and announced the withdrawal of the application procedure for membership in the Cotonou Agreement of the Africa, Caribbean, and Pacific (ACP) countries, and in fact renouncing to benefit from European development aid.1 In a blistering note published in the Granma official newspaper of the Cuban Communist Party, the government blamed the EU Commission for exerting undue pressure, its alleged alignment with the policies of the United States, and censure for the measures taken by Cuba during the previous weeks.2 In reality, Cuba avoided an embarrasin flat rejection for its application. This was the anti-climatic ending for a long process that can be traced back to the end of the Cold War, in a context where Cuba has been testing alternative grounds to substitute for the overwhelming protection of the Soviet Union. I. An overall assessment3 In April 2003 an extremely serious crisis affected Cuba’s international relations, and most especially its link with Europe. It was the result of the harshness of the reprisals against the dissidents and the death sentences imposed on three hijackers of a ferry. -

Sweden: cool and cold”… a Stryker McGuire (Newsweek, January 9th 2006), praising Sweden and the Swedish model. The Swedish model is a concept internationally well known and justly admired. The Swedish model The model was a model of negotiation between the social actors. The Swedish Trade Union Confederation (Landsorganisationen, LO) and the Swedish Employers’ Organisation (Svenska Arbetsgivarföreningen, SAF) had reached an important goal. Solidarity in wage policy An important contribution to the complex of the Swedish model is the so-called Rehn-Meidner model. The LO Congress 1951 dealt with a report called “The Trade Unions and Full Employment”. The report was a joint work at the analysis department of LO. It prevents rises in wages in highly profitable companies” (Erixon, 2003, page 104). High profits in highly productive companies would produce growth and a good economy. Many companies in low-profit companies would not be able to pay the high wages and would be forced to disappear. The redundant workforce should be helped to new jobs through an active labour market policy. Why did the model fail? “There is a mixture of causes why the model failed.” (Elmbrant, 1993, page 324). The basis of human values has changed. We no longer look for standard solutions; we want more freedom of choice. There is a rising scepticism towards the authorities. The link to Social Responsibility and Sustainable Reporting The Swedish model indicates that the social actors have clear-cut roles. -

The First 150 Days of Vicente Fox Rocío Ramos de Villarreal Abstract At the beginning of the twenty-first century, Mexico, the twelfth-largest economy in the world and the second-largest trading partner of the US, finds itself undergoing profound transformations. After more than seven decades with a hegemonic party exercising presidential power, the country is now immersed in a full-fledged democratic process, after a ‘silk transition’. Politically, there has been a fundamental transformation in the scope of presidential rule and the relationship between the president and Congress. Whereas the legislative branch was subordinate to the executive for over half a century, Mexico’s new democracy has ushered in a Congress that is more powerful and independent, and the president now needs to lobby and negotiate with it. In this context, the ability to pass reform measures requires not only expertise in technical design or instrumental consistency but, foremost, skillfultactical management in the political arena. The purpose of this paper is to present an overview of Mexico’s evolution toward electoral democracy and to analyze President Fox’s leadership and the decision-making process he employed in his efforts to attain two major policy reforms in his first 150 days as president: the tax reform and the Indigenous bill. -

RFC-03-2 The European Union Perception of Cuba: From Frustration to Irritation* Joaquín Roy EXECUTIVE SUMMARY Fidel Castro dramatically selected the commemoration of the 50th anniversary of his failed attack against the Moncada Barracks in Santiago de Cuba on July 26, 1953, for his rejection of any kind of humanitarian assistance, economic cooperation, and political dialogue with the European Union (EU) and its member states, signalling one of the lowest points in European- Cuban relations.1 Just days before the anniversary of what later history would recognize as the prelude of the Cuban Revolution, the European Union’s Foreign Relations Council issued a harsh criticism of the regime’s latest policies and personal insults against some European leaders (notably, Spain’s José María Aznar), in essence freezing all prospects of closer relations. The overall context was, of course, the global uncertainty of the U.S. occupation of Iraq in the aftermath of the post-September 11 tension. Having survived the end of the Cold War and the perennial U.S. harassment, the Castro regime seemed to have lost its most precious alternative source of international cooperation, if not economic support. Some of the related topics discussed, such as governmental and police corruption and anti–money-laundering laws, may also apply in part to the three TBA countries in general in addition to the TBA. This is unavoidable because the TBA cannot be discussed entirely as an isolated entity. Based entirely on open sources, this assessment has made extensive use of books, journal articles, and other reports available in the Library of Congress collections. It is based in part on the author’s earlier research paper entitled “Narcotics-Funded Terrorist/Extremist Groups in Latin America” (May 2002). It has also made extensive use of sources available on the Internet, including Argentine, Brazilian, and Paraguayan newspaper articles.
