OBRAZLOŽENJE FINANCIJSKOG PLANA HRVATSKIH AUTOCESTA ZA 2020. GODINU I PROJEKCIJA PLANA ZA 2021. I 2022. GODINU UVOD Trgova čko društvo Hrvatske autoceste d.o.o. osnovano je temeljem Zakona o izmjenama i dopunama Zakona o javnim cestama, (NN br. 27/01.), Odlukom Vlade Republike Hrvatske o podjeli i preoblikovanju Hrvatske uprave za ceste (HUC) u društva Hrvatske autoceste d.o.o. (HAC) i Hrvatske ceste d.o.o. (HC). Društvo je osnovano s ciljem upravljanja, gra đenja i održavanja autocesta u Hrvatskoj, a zapo čelo je s obavljanjem djelatnosti 11. travnja 2001. godine. Hrvatske autoceste d.o.o. su u 100%-tnom vlasništvu Republike Hrvatske koja svoja prava u Skupštini Društva ostvaruje putem Vlade Republike Hrvatske. Hrvatske autoceste d.o.o. upravljaju autocestama, grade ih, rekonstruiraju i održavaju, osim onih autocesta kojima upravlja koncesionar prema odredbama Zakona o cestama. Predmet poslovanja – djelatnost Društva: − projektiranje te isho đenje lokacijske, gra đevinske i uporabne dozvole za autoceste − otkup zemljišta i objekata, ustupanje radova gra đenja autocesta i cestovnih objekata s naplatom cestarine − organizacija stručnog nadzora i kontrole gra đenja − redovno i izvanredno održavanje autocesta i cestovnih objekata, zaštita autocesta − osiguranje uklanjanja ošte ćenih i napuštenih vozila, ophodnja − priprema za dodjelu koncesije − odlu čivanje o korištenju cestovnog zemljišta i obavljanju prate ćih djelatnosti − organizacija sustava naplate cestarine − organiziranje financiranja gra đenja i održavanja autocesta − obavješ ćivanje -

CROATIA NATIONAL REPORT 2007 I Network The total length of motorway network, as completed by the end of 2007 in Croatia, amounts to 1163.5 km. In 2007, 75,9 km of new motorways and 3,8 km of semi motorways were built (as compared to 43 km that were built in 2006), and 15,7 km of existing roads were upgraded to the full motorway profile: On the Motorway A1: Zagreb - Split - Ploče; Dugopolje-Bisko-Šestanovac Sections (37 km) - opened to traffic in full profile in 06/2007 On the Motorway A2: Zagreb - Macelj Krapina-Macelj Section (17.2 km) –13,4 km was completed as full motorway and 3,8 km as semi motorway On the Motorway A5: Beli Manastir-Osijek-border with Bosnia and Herzegovina Sredanci-Đakovo Section (23 km) – opened to traffic as full motorway in 11/2007 On the Motorway A6: Zagreb - Rijeka - on the Vrbovsko-Bosiljevo Section (8,44 km) – upgrade to the full motorway profile of the viaduct Zeceve Drage, tunnel Veliki Gložac, viaduct Osojnik and viaduct Severinske Drage together with corresponding motorway segments in 06/2007 - on the Oštrovica-Kikovica Section (7,25 km) - upgrade to the full motorway profile in 11/2007 On the Motorway A11: Zagreb – Sisak On the Jakuševec-Velika Gorica South Section – completion of the interchange Velika Gorica South and 2,5 km of a motorway segment in 5/2007 and in 09/2007 In Croatia, motorways are operated by 4 companies, i.e. by Hrvatske autoceste d.o.o. Reforma Cestovnog Sektora
Republika Hrvatska REFORMA Ministarstvo mora, CESTOVNOG prometa i infrastrukture SEKTORA RH Reforma cestovnog sektora Pregled ključnih projekata i izvješće o Projektu modernizacije i restrukturiranja cestovnog sektora Republike Hrvatske Europska unija 2 Vrijeme novog uzleta S ciljem smanjivanja duga i povećavanja efikasnosti poslovanja javnih trgovačkih društava, Vlada Republike Hrvatske 2017. godine donošenjem Pisma sektorske politike i Strategije prometnog razvoja RH za razdoblje 2017 – 2030. pokrenula je reformu cestovnog sektora. Time je započet višegodišnji proces financijskog i operativnog restrukturiranja cijeloga sektora, koji je krajem 2017. bio opterećen s više od pet milijarda eura duga, što je predstavljalo gotovo 13 % javnog duga RH. U dva kruga financijskog restrukturiranja izdavanjem međunarodnih obveznica i refinanciranjem kod grupe domaćih banaka uz povoljne uvjete Vlada je početkom godine uspješno završila prvi i najzahtjevniji korak pri provedbi reforme. Refinanciranjem oko 60 % ukupnog duga i godišnjim uštedama, koje samo na kamatama iznose više od 50 milijuna eura, uspjeli smo postići financijsku održivost cestarskog duga koji će oko 2033. godine biti gotovo u cijelosti isplaćen. Istodobno, u skladu s prethodno iskazanom voljom velikog dijela građana, hrvatske su autoceste kao jedan od najvrjednijih infrastrukturnih resursa i nacionalno blago ostale u vlasništvu države i njezinih građana. Cilj je financijskog restrukturiranja optimiziranje udjela duga koji sektor može otplaćivati iz vlastitih sredstava, progresivno smanjenje razine godišnje otplate duga te smanjenje mogućih utjecaja sektora na javne financije. U dijelu operativnog restrukturiranja povećat ćemo efikasnost poslovanja javnih cestarskih tvrtki uz istodobnu provedbu visokih EU standarda održavanja i sigurnosti. Zahvaljujući provedenim mjerama već danas bilježimo povećanje prihoda uz smanjenje operativnih troškova. U društvima smo ostvarili povećanje prihoda za gotovo 300 milijuna kuna, odnosno 90 % više od plana, uz smanjenje broja zaposlenih za 30 % više od plana. -

I Z J A V A Izjavljujem da sam završni rad pod nazivom „CESTOVNI PROMET U FUNKCIJI GOSPODARSTVA LIČKO -SENJSKE ŽUPANIJE“ izradila samostalno, pod nadzorom i uz stručnu pomoć mentora Ivice Bakovića, dipl. ing., višeg predavača. ____________________ (potpis studenta) SAŽETAK Cestovni promet je proces premještanja, odnosno prijevoza osoba i/ili stvari vožnjom po ulicama tj. cestama. Osnovna podjela cestovnog prometa se dijeli na putnički (promet ljudi) i teretni (promet tereta) promet. Ličko-senjska županija u ukupnom prostoru Republike Hrvatske ima izuzetno značajan geoprometni položaj, a samim time ima sve potrebne preduvjete da preuzme važnu spojnu ulogu unutar prostora Hrvatske. Županija je infrastrukturno razvijena, a korištenjem vlastitih prirodnih i ljudskih resursa, uz očuvan okoliš te prirodno, povijesno i kulturno naslijeđe, postoje preduvjeti i da doživi uzlazni gospodarski razvitak kojim bi njeni građani ostvarili trendove napretka jednake prosječnom hrvatskom građaninu. Posljednjih 10-ak godina podignut je standard i gustoća cestovne mreže i približio se razini prosjeka gustoće cestovne mreže u Republici Hrvatskoj (500 [m/km2]), što izrazito pozitivno utječe na gospodarstvo same županije. Razvoj cestovnog prometa i cestovna povezanost je svakako jedan od ključnih elementa za razvoj gospodarstva u Republici Hrvatskoj, a samim time i u Ličko-senjskoj županiji. -

(operates motorway A6, part of A1 and A7, the Krk Bridge and part of D6 State Road from Novigrad to Netretić) • Autocesta Zagreb-Macelj d.o.o.
