    Mill Creek Preserve The Mill Creek Preserve boasts a variety of upland and wetland habitats, most notably, a regionally significant 102-acre forested Mill Creek MetroParks wetland complex. In 2009, a large wetland 2009 Annual Report restoration project was undertaken in an area of the Preserve that had been highly impacted by sod and crop farming. The project restored wetland functions and habitats to the Mill Creek floodplain and provided a buffer to the existing forested wetlands. Invasive plant species were removed and native species were planted. In time, visitors will be able to walk through the restoration area on elevated terraces and observe the various wetland habitats and the wildlife using them. The MetroParks acquired 100% funding through a grant for this wetland restoration project. Director's Report Each and every year since 1891, Mill Creek MetroParks has changed and grown. The year 2009 was no exception. History was made this year when the Board of Park Commissioners passed a resolution requesting that Probate Court Judge Mark Belinky, the appointing authority of the board, increase the number of commissioners from three to five. This resolution, in accordance with the Ohio Revised Code, was passed at the October board meeting. The new appointments were scheduled to take place in early January 2010. Another major change that impacted the MetroParks this past year was the resignation of the Executive Director on August 31. Tom Bresko, Director of Recreation, was appointed Interim Director immediately, and assumed his duties September 1. Attorney Carl Nunziato, who served on the MetroParks Board of Commissioners from 2003 to 2009, retired as a Board member effective December 31.

His last two years at Boardman he worked at Ohio Edison and learned bookkeeping, a talent which payed off when he got to college Tom attended Youngstown College from 1955 to 1960 when he graduated with a B S in Business Administration He was still working at Ohio Edison at this time, and it was a job that helped him to grow up very quickly He eventually quit his job because it was greatly affecting his college studies at the time He then began attending classes full time and joined the Sigma Phi Epsilon Fraternity He also then got a job on campus in the Business Office Tom joined the army in 1961 and was discharged in 1964. HACKETT Mark is the son of Ronald and Roseann Hackett of 4409 Rush Boulevard in Youngstown, Ohjo. He has one other sibling, hjs sister Renee who is a senior Telecommunicatjons major at Youngs­ town state University. Mark was born at Saint Elizabeth Hospital in Youngstown and has been a resident of the city all of his life. He attended Saint Dominic's School from grades one through eight. Mark Hackett attended Cardinal Mooney High School where he says he earned a bit of a reputation as a class clown. Mark felt that the Catholic schools he attended gave him an excellent education and helped to prepare him for college. Mark attended Youngstown State University for five years until 1990 when he graduated with his Bachelors degree in Tele­ communications in the spring of that year. Mark was not greatly involved with any campus organizations but in his final years of school he became greatly involved with the programming at WYSU/FM the University radio station. He worked mainly as a morning and evening disc jockey for this classical music station, but he also did the news and various broadcast features. Today Mark is employed by W. N. Broadcasting which is a sub­ sidiary of a larger broadcasting firm. Mark helps to prepare on air promotions and advertising as well as doing occasional disc jockey work on the air. H. 667 DAN EAKINS Interviewed by Joseph Drobney on October 19, 1985 DANIEL EAKINS Dan Eakins was born on January 16, 1915 in Windber, Pennsylvania. Mr. Eakins, who was one of four children, moved to the Youngstown area with his family during the early 1920's. He left school after the eighth grade and entered the work force in Youngstown. During the late 1930's and early 1940's, Dan Eakins worked for a variety of employers in the Youngstown area. He was an employee of the Atlas Powder Company of Ravenna, Ohio, which produced armaments for the u.S. military forces during the Second World War. Also during World War II, Mr. Eakins and his wife (he is now divorced) lived in the government funded Westlake Terrace Housing Project. After World War II, Dan Eakins again held a variety of jobs. He lived, for a short time, outside the state of Ohio. Mr. Eakins is now retired, and lives in a Youngstown Metropolitan Housing Authority apartment complex on the city's east side. O. Until now, economic geography has largely viewed the divergent trajectories of local and regional economies as a either a process of evolutionary selection or the byproduct of localized institutional structures. However, this thesis proposes a new framework to synthesize the two, conceptualizing geographical inequality as the result of agent-driven equilibrium selection within an evolving complex system. Using a post-industrial community in eastern Ohio as a case, three studies demonstrate the usefulness of this approach. First, an historical survey traces the rise, stagnation, and decline of the Youngstown area’s economy as the result of changing competitive landscapes and the (in)ability of local institutions to coordinate a response. Second, a quantitative analysis relates initial community characteristics to outcomes following the Great Recession. Here, neighborhood economic norms and membership effects offered the most compelling explanation for why some communities were resilient in the face of the shock while others fared poorly. Third, a mixed-methods approach combines qualitative fieldwork with non- cooperative game theory and illustrates how institutional coordination failure has trapped much of the Mahoning Valley in a sub-optimal state of development. The overwhelming evidence from these studies leads to the conclusion that for place economies, evolutionary fitness should be considered synonymous with institutional fitness. That is, norms around cooperation and economic activity are the driving forces behind local development outcomes amidst macroeconomic change.
