Минск, Республика Беларусь ПРАКТИЧЕСКАЯ РЕАЛИЗАЦИЯ ЗАДАЧ ПО ОХРАНЕ ЖИВОТНОГО И РАСТИТЕЛЬНОГО МИРА В РЕСПУБЛИКЕ БЕЛАРУСЬ Реализацию задач по охране растительного и животного мира можно расценивать как деятельность особого характера не только с юридической точки зрения. Нарушение целостности растительного и животного мира ве- дет как к экологическим, экономическим, так и к социальным проблемам. Нарушение состояния окружающей среды – это вред самому себе, как шаг к самоубийству. Европейские страны имеют обширную практику по предотвращению и расследованию преступлений, свя- занных с нанесением ущерба окружающей среде. Например, Environmental Investigation Agency (EIA), European Environmental Bureau, Environment Agency (EA) и т.д. Цель данных организаций – раскрытие и предотвращение преступлений связанных с окружающей средой и пропаганда сохранения природы. Деятельность данных орга- низаций доступна средствам массовой информации. В нашем государстве действует Государственная инспекция охраны животного и растительного мира при Президенте Республики Беларусь (далее – Государственная инспекция). Государственная инспекция являет- ся специально уполномоченным государственным органом, осуществляющим в пределах своей компетенции государственный контроль за охраной и использованием диких животных, относящихся к объектам охоты и рыболовства, древесно-кустарниковой растительности и иных дикорастущих растений, лесного фонда, земель под дикорастущей древесно-кустарниковой растительностью (насаждениями), обеспечением рыбоводными ор- ганизациями сохранности рыбы, содержащейся в прудах этих организаций. Управление оперативного реагирования Государственной инспекции охраны животного и растительного мира является первой линией защиты от браконьеров. Подразделение специализируется на патрулировании территорий находящихся под охраной и оснащено оружием и техникой для перехвата нелегальных охотников или рыболовов. В арсенале группы снегоходы, внедорожники, моторные лодки, оружие и специальное обмундирование на любую пору года. За последние пять лет можно констатировать уменьшение правонарушений, совершаемых браконьерами. Безусловно, все указанные организации не могут предотвратить, расследовать и исправить все нарушения, однако в рамках своих государств они стараются устранить, или хотя бы минимизировать проблемы нарушения права окружающей среды, вызванные бурным ростом и развитием человечества. PRACTICAL IMPLEMENTATION OF THE TASKS FOR THE PROTECTION OF FLORA AND FAUNA IN THE REPUBLIC OF BELARUS The violation of the integrity of flora and fauna is not only to environmental, economic, and social problems. The violation of the environment is harmful to himself, as a step towards suicide. European countries have an extensive practice to prevent and investigate crimes related to environmental damage. Our country has a State Inspectorate for Protection of Fauna and Flora under the President of the Republic of Belarus. Беленкова О. А. Уфимский государственный нефтяной технический университет, г. Уфа, Российская Федерация МЕХАНИЗМ ФОРМИРОВАНИЯ УПРАВЛЕНЧЕСКИХ ИННОВАЦИЙ Определяющим условием модернизации экономики стран СНГ, в том числе Российской Федерации и Ре- спублики Беларусь, является максимально возможная активизация инновационной деятельности во всех сферах общественного производства, но, прежде всего, в сфере их организационно-управленческих отношений. Переход экономики этих стран к инновационно ориентированному высоко технологичному производству должен осуществляться не только благодаря технологическим, но и управленческим инновациями, формирую- щимся на основе управленческой культуры. Управленческая культура социума охватывает те элементы надби- ологических социальных программ (обычаи, традиции, нравственность, религия, искусство, а также политика и право), в которых аккумулировались в процессе исторического развития трудовых отношений отдельных эт- носов культурные достижения, обладающие организационно-управленческим потенциалом. Однако, эти соци- окультурные ценности, формирующие нормативную базу производственной, социально-экономической, поли- тической и любой другой социально значимой деятельности, обеспечивающих функционирование современной техногенной цивилизации, могут реализовываться только в рамках организационно-управленческой деятельно- сти, осуществляемой государственными и социально-экономическими институтами, которые конкретизируют их применение в социальном управлении в качестве его методов и средств. Мы считаем, что управленческая культура должна рассматриваться как связующее звено между культурой общества и его социально-экономи- ческими отношениями, в рамках которых люди, используя достижения как мировой духовной культуры, так и культуры своих этносов, создают адекватный этим культурам тип цивилизации. Современной техногенной цивилизации соответствует высоко рационализированная управленческая культу- ра, стимулирующая инновационное развитие всей системы общественного производства на основе постоянно соз- даваемых инноваций, которые являются результатом взаимодействия науки, образования, производства и бизнеса. В условиях постоянно возобновляемого инновационного процесса задачи управленческой культуры определяются утверждением и предельно широким распространением в социуме тех форм управленческой культуры, которые нацеливают личность, а также общество в целом, на сохранение духовных ценностей, позволяющих обеспечить, во- первых, целостность общества и стабильность его эволюционного развития и, во-вторых, права и свободы каждого человека.     THE SACRED LAKES OF THE DVINA REGION (NORTHWEST BELARUS) ULADZIMER LOBACH BALTICA 15 BALTICA Abstract The subject of research is the sacral geography of the Dvina region (in northwest Belarus), the sacred lakes situated in this region, and place-legends about vanished churches relating to these lakes. The author bases his research on the analytical method, and interprets folkloric sources, historical facts and data collected during ethnographic field trips. The main con- clusion of the article attests to the fact that place-legends about a vanished church (they relate to the majority of the lakes) ARCHAEOLOGIA indicate the sacrality of these bodies of water. In the past, sacrality might have contained two closely interrelated planes: an archaic one, which originated from pre-Christian times, and that of the Early Middle Ages, related to the baptism of the people of the Duchy of Polotsk. The advantages of the region are its relief, nature, clean air and wonderful people. Next to the Baltic Country of Lakes lies a country with a poetic name “Bella Dvina”. This country is located in the area where the river Dvina – Daugava flows, which is well known since ancient times for the trade route “from Varangians to Greeks”. Looking at the map, one can conclude, that inhabitants of three countries – Russia, Belarus and Latvia – can consider the Western Dvina for their own. Its flow begins in Russia, and goes through Belarus. As it flows into Latvia, it is no longer Dvina, but rather Daugava, which then flows into the Baltic Sea. Active tourism throughout the year, fascinating cultural events, and picturesque sceneries – all of this comprises a unique mosaic, which provides true visual and aesthetical enjoyment. It aims at addressing trafficking in human beings (THB) and abuse by: strengthening and expanding the means of assistance to victims of trafficking (VoTs) and abuse and prevention activities among youth who are at risk of being trafficked through a joint effort between Belarus RC Icelandic Red Cross (IRC) and IFRC. Project objectives and expected results Overall objective: To combat trafficking and abuse through prevention and increased support to Victims of Trafficking in Belarus by building capacity of Belarus RC and involving civil society organisations and government authorities. Specific objective: Awareness raising, support and re-integration of victims of trafficking and abuse with strengthening capacities of and cooperation between Belarus RC and relevant state and non-state actors. Expected results: 1) Improved access to re-integration, psycho-social support, education and legal services for victims of trafficking and abuse in Belarus. 2) Improved awareness of potential victims of THB and abuse through preventive actions such as peer education and community based initiatives developed by volunteers. 3) Enhanced exchange and cooperation between Red Cross, civil society and authorities to combat trafficking, abuse and promote best practices.

The cultural life in Belarus never slows down at any time of the year, that is why, event tourism is considered off- season. The international festival "Slavyanskiy bazar" in Vitebsk became one of the most significant events known far beyond the country. Participation in this event is considered to be quite prestigious not only for young performers from all over the world, but for well-heeled variety artists as well. Hundreds of viewers are attracted by the film festival "Listopad" held in Minsk, where globally acknowledged directors present their films. Numerous festivals of classic, chamber, spiritual, and jazz music and folklore fests are not less interesting. The 125th birthday of Marc Chagall, probably one of the most famous artists, who was born in Vitebsk and glorified the city on his paintings, will be celebrated on July 7, 2012. Special place in event tourism is taken by so-called "fan-tourism" or tourism for supporters visiting different sport events. Numerous competitions of different difficulty levels, World and Europe cup and championship stages are held in Belarus. That is why, for many fans, a trip to Belarus becomes one of the brightest moments of their lives. It is not a surprise, that in 2014, Belarus will host the World Ice Hockey Championship. Festivals of rural tourism, which have already crossed the borders of local events and started to attract more and more guests from abroad, represent an integral part of the cultural life of the country.
