He said these private cars were in addition to the over 25,000 commercial taxis that will have to be converted to CNG as per the court orders. The National Green Tribunal (NGT) had ordered all diesel taxis plying in the capital to convert to CNG by March 31. “Odd-even has given an impetus to CNG sales. There is a 7-8% overall increase in sales from January this year. In order to better infrastructure and increase capacity, we have already commissioned 50 stations to be in use soon.

It includes developments in the policy, regulatory and operational framework of the industry since the previous edition was published in July 2017. The New Zealand gas industry continues to make a significant contribution to New Zealand’s energy supply and is performing well against Government policy and consumer expectations. However, as Gas Industry Co has been signalling for some time, the role of gas in New Zealand has been changing. This has particularly been driven by three interrelated factors: development of new energy technologies and associated consumer preferences; low upstream investment in a low oil price environment over recent years, with resulting impacts on gas reserves; and developing responses to climate change. The key additional factor which will drive further change is the developing policies of the new Labour- led Coalition Government. Climate change policies included in the new Government’s list of priorities will undoubtedly be a significant influence on upstream and other investment. Coalition agreements provide for introducing a Zero Carbon Act and an independent Climate Commission, based on the recommendations of the Parliamentary Commissioner for the Environment, and for gradual inclusion of the agriculture sector in the Emissions Trading Scheme. The Labour/Greens Agreement includes requesting the Climate Commission to plan the transition to 100 percent renewable electricity by 2035 in a normal hydrological year. For the moment, gas contributes around 22 percent of New Zealand’s primary energy, and provides over 277,000 New Zealand homes and businesses with secure and affordable energy.

To investigate the influence of water saturation on gas flow behavior, this study conducted the gas relative permeability with water saturation and the flow rate with the pressure gradient at different water saturations. As the two dominant tight gas-bearing intervals, the Upper Paleozoic Taiyuan and Shihezi Formations deposited in Ordos Basin were selected because they are the target layers for holding vast tight gas. Median pore radius in the Taiyuan Formation is higher than the one in the Shihezi Formation, while the most probable seepage pore radius in the Taiyuan Formation is lower than the one in the Shihezi Formation. The average irreducible water saturation is 54.4% in the Taiyuan Formation and 61.6% in the Shihezi Formation, which indicates that the Taiyuan Formation has more movable water. The average critical gas saturation is 80.4% and 69.9% in these two formations, respectively, which indicates that the Shihezi Formation has more movable gas.

EXECUTIVE SUMMARY INTRODUCTION An assessment of the “highest and best use” (“HBU”) of the Philadelphia Gas Works (“PGW”) examines the potential and credible use of PGW’s assets to increase their value for its customers, owner, employees, and the citizens of Philadelphia. These assets include an underground network of distribution pipes and related facilities, liquefied natural gas (“LNG”) facilities, an experienced workforce, existing customer relationships with a large proportion of Philadelphia households and businesses, and access to attractive markets. PGW’s core business, the sale and delivery of natural gas, has a substantial price and environmental advantage over distillate and residual fuel oils that are used in residential, commercial and industrial applications. PGW has also begun selling its surplus LNG inventories into transportation and other emerging markets based on a competitive advantage over diesel oil. PGW can also leverage the various strengths of the City of Philadelphia, including its location within a large and diverse Northeast/Mid-Atlantic metropolis, access to well-developed road, rail, and marine infrastructure, outstanding higher education and medical institutions, and most recently, proximity to the Marcellus Shale, one of the largest natural gas developments in the
