The late professor Cecil Lawson planted the initial spark within me through his clear enthusiasm for Japanese culture and love for the Japanese people, which he displayed in his freshman studies class “Sword, Silk, and Silicon.” This interest was nurtured by professor Holly Holliday, my Japanese language instructor at St. Edward’s, who opened my mind to one of the world’s most complex and beautiful languages and, in turn, to the entire country of Japan. I would like to express my most profound gratitude to both of these instructors, because without them, I never would have gone down this richly rewarding path that led me to this thesis. To professor Holliday, I can only apologize that I have not maintained my language skills as well as I should have. I am especially thankful for the steadfast support of Dr. Peter Siegenthaler. As my first contact at Texas State University, his mentoring helped direct my studies towards the bakumatsu and early Meiji eras, which took my broad interest in Japanese history and transformed it into meaningful and specific scholarly inquiry. INTRODUCTION A History of Conflict? One of the great international conflicts of the twentieth century was between the United States and Japan. Both nations were upstart powers in a changing world that was less dominated by Europe, and from the beginning of the century, the two clashed over control of the Pacific. Initially, this took the form of traded barbs regarding racial tension and immigration. However, after World War I, Japan took a more militaristic approach to the Asia-Pacific region, seizing territory as the great powers squabbled.1 In order to counter this threat, the US aligned with those same great powers and cut Japan off economically.

    View metadata, citation and similar papers at core.ac.uk brought to you by CORE The Rutgers Network in Early Meiji Japan Fernanda Perrone In the mid-nineteenth century, Rutgers College in New Brunswick, New Jersey, was a small private all-male institution with less than two hundred students. Founded in 1766, its original purpose was to train ministers for the Dutch Reformed Church. Only in 1855 did the college and the New Brunswick Theological Seminary become separate, although they remained neighboring and closely cooperating institutions. And only in 1864 with federal funding through the Morrill Act, did Rutgers establish a scientific school under the leadership of pioneering state geologist George H. Cook. It was to this rather obscure college, however, that some of the first ryugakusei-Japanese overseas students-came to study during the Bakumatsu period. And it was from Rutgers that some of the first oyatoi gaikokujin-foreign teachers-made their way to Japan to work under the new Meiji government. Why Rutgers? The college’s longstanding affiliation with the Dutch Reformed Church meant that the early Dutch missionaries in Japan, particularly Guido Verbeck, were familiar with Rutgers. Born in Zeist in the Netherlands in 1830, Verbeck was trained in Utrecht as an engineer before emigrating to the United States in 1852. He worked briefly as an engineer in the United States before entering Auburn Seminary in western New York. Graduating in 1859, he was commissioned in that year as one of pioneer Reformed Church missionaries bound for Japan.1 Many of the early ryugakusei initially studied with Verbeck in Nagasaki; when they sought further educational opportunities abroad he referred them to John M.

On 5 November 1823, the Adjutant General in Washington ordered Lieutenant Colonel George Mercer Brooke of the Fourth Infantry to take four companies from Cantonment Clinch near Pensacola to Tampa Bay for the purpose of building a military post. Exactly three months later, Brooke reported from the Tampa Bay area that he had arrived and work on the post was under way. A study of this troop movement and the construction of the cantonment later called Fort Brooke gives some insight into the problems the army faced one hundred and fifty years ago. At that time the population of the country was only ten million and the immigration flood of the nineteenth century was as yet only a trickle. Only the Dutch traders could under strict restrictions enter the port of Nagasaki. This policy of so-called sakoku (isolation) was one of the cornerstones of the Tokugawa bakufu. However, since the turn of the 18th and 19th century the ships of the western pow- ers started to gain interest in the seas around Japan. The ruling Tokugawa regime was nevertheless anxious of the internal consequences of the opening of the country and turned away any effort of western Great Powers to open Japan to foreign trade. This policy was not however backed by military ability to repulse the foreigners if they came and tried to open Japan by force. The arrival of powerful fleet of Commodore Perry in 1853 therefore compelled the bakufu to sign a first treaty opening its ports to western country. Treaties with other countries followed soon and at the end of the 50s Japan had to sign a series of unequal treaties under the pressure of the Great Powers. This was a start of a whole new period of Japanese history. [Japan; Great Britain; United States; Russia; France; diplomacy; international relations; trade] Japan1 had always been an isolated and insular country due to its remote location. Foreign relations were limited to its relatively close neighbours in Asia. Trade agreements concluded in the 15th century with Korea and China led to the brisk exchange of goods, which was, however, accompa- nied by increased activities of Japanese pirates (wako¯) and Chinese smug- glers on the Chinese-Korean coast.2 Traders also sailed from Japan to Vietnam, Thailand and the Philippines.

  • Japan Has Always Held an Important Place in Modern World Affairs, Switching Sides From
    Japan has always held an important place in modern world affairs, switching sides from WWI to WWII and always being at the forefront of technology. Yet, Japan never came up as much as China, Mongolia, and other East Asian kingdoms as we studied history at school. Why was that? Delving into Japanese history we found the reason; much of Japan’s history was comprised of sakoku, a barrier between it and the Western world, which wrote most of its history. How did this barrier break and Japan leap to power? This was the question we set out on an expedition to answer. With preliminary knowledge on Matthew Perry, we began research on sakoku’s history. We worked towards a middle; researching sakoku’s implementation, the West’s attempt to break it, and the impacts of Japan’s globalization. These three topics converged at the pivotal moment when Commodore Perry arrived in Japan and opened two of its ports through the Convention of Kanagawa. To further our knowledge on Perry’s arrival and the fall of the Tokugawa in particular, we borrowed several books from our local library and reached out to several professors. Rhoda Blumberg’s Commodore Perry in the Land of the Shogun presented rich detail ​ ​ into Perry’s arrival in Japan, while Professor Emi Foulk Bushelle of WWU answered several of our queries and gave us a valuable document with letters written by two Japanese officials. Professor John W. Dower’s website on MIT Visualizing Cultures offered analysis of several primary sources, including images and illustrations that represented the US and Japan’s perceptions of each other.

I show that, following negotiations with Commodore Perry, the bakufu recognized the importance of claiming Japanese control over the Ryukyus. This study clarifies the changing nature of Japanese diplomacy regarding the Ryukyus from Bakumatsu in the late 1840s to early Meiji. According to his journal, when Commodore Matthew C. Perry demanded that the Ryukyu Islands be opened to his fleet in 1854, the Tokugawa shogunate replied that the Ryukyu Kingdom “is a very distant country, and the opening of its harbor cannot be discussed by us.”2 The few English-language studies3 of this encounter interpret this reply as evidence that 1 16 | 17 | 3 APJ | JF the bakufu was reluctant to become involved in and American sources relating to the discussions about the international status of negotiations between Perry and the bakufu in the Ryukyus; no further work has been done to 1854, I show that Abe did not draft his guide investigate the bakufu’s foreign policy toward immediately before, but rather after the Ryukyus between 1854 and the early Meiji negotiations were held at Uraga in 1854/2.
