G.N. 5417 Road Traffic (Traffic Control) Regulations G.N. 5417 TRANSPORT DEPARTMENT ROAD TRAFFIC (TRAFFIC CONTROL) REGULATIONS (Chapter 374) RESTRICTED ZONES IN SHAM SHUI PO In exercise of the powers vested in me under regulation 14(1)(b) of the Road Traffic (Traffic Control) Regulations, Chapter 374, I hereby direct that with effect from 10.00 a.m. on 31 August 2001, the following road sections in Sham Shui Po will be designated restricted zones from 7.00 a.m. to 10.00 a.m. and 4.00 p.m. to 7.00 p.m. daily (except Sundays and Public Holidays):— (a) The section of the northern kerbside lane of Berwick Street from its junction with Shek Kip Mei Street to a point about 50 metres west of the same junction; (b) The section of the southern kerbside lane of Berwick Street between Shek Kip Mei Street and Nam Cheong Street; (c) The section of the western kerbside lane of Shek Kip Mei Street between Woh Chai Street and Berwick Street; (d ) The section of the eastern kerbside lane of Shek Kip Mei Street from its junction with Berwick Street to a point about 20 metres north of the same junction; (e) The section of Shek Kip Mei Street between Berwick Street and Yiu Tung Street; ( f ) The section of the northern kerbside lane of Tai Po Road from a point about 25 metres west of its junction with Pak Tin Street to a point about 50 metres east of the same junction; (g) The section of the northern kerbside lane of Tai Po Road from a point about 20 metres east of its junction with Pei Ho Street to its junction with Nam Cheong Street; (h) The section of the northern kerbside lane of Tai Po Road between Nam Cheong Street and Shek Kip Mei Street; (i) The section of Castle Peak Road between Yen Chow Street and Kiu Kiang Street; ( j) The section of Castle Peak Road between Kiu Kiang Street and Camp Street; (k) The section of Castle Peak Road between Camp Street and Pratas Street; (l) The section of the southern kerbside lane of Castle Peak Road northbound between Tai Po Road and Yen Chow Street; (m) The section of the northern kerbside lane of Castle Peak Road northbound between Tai Po Road and slip road leading to Tai Po Road; (n) The section of the eastern kerbside lane of Camp Street between Castle Peak Road and Shun Ning Road; (o) The section of the western kerbside lane of Camp Street between Po On Road and Shun Ning Road; ( p) The section of Un Chau Street between Nam Cheong Street and Pei Ho Street; (q) The section of Un Chau Street from its junction with Pei Ho Street to a point about 80 metres west of the same junction; (r) The section of the northern kerbside lane of Un Chau Street from a point about 5 metres west of its junction with Kweilin Street to a point about 70 metres west of the same junction; (s) The section of Un Chau Street between Yen Chow Street and Kiu Kiang Street; (t) The section of Un Chau Street between Kiu Kiang Street and Camp Street; (u) The section of the northern kerbside lane of Un Chau Street between Camp Street and Pratas Street; (v) The section of the southern kerbside lane of Un Chau Street from its junction with Camp Street to a point about 30 metres west of the same junction; (w) The section of the southern kerbside lane of Un Chau Street from its junction with Pratas Street to a point about 40 metres east of the same junction; (x) The section of the eastern kerbside lane of Kiu Kiang Street between Fuk Wing Street and Fuk Wa Street; (y) The section of the northern kerbside lane of Fuk Wa Street between Yen Chow Street and Kiu Kiang Street; (z) The section of Cheung Sha Wan Road between Kweilin Street and Yen Chow Street; and (aa) The section of Cheung Sha Wan Road between Yen Chow Street and Kiu Kiang Street. Within the restricted zones, drivers of all motor vehicles, except those with permits issued by the Commissioner for Transport, will be prohibited from:— (a) picking up or setting down passengers; or (b) loading or unloading goods. The extent of the restricted zones will be indicated by appropriate traffic signs. At the same time, the existing 7.00 a.m. to 10.00 a.m. and 4.00 p.m. to 7.00 p.m. daily restricted zones on the above road sections will be rescinded. Robert FOOTMAN Commissioner for Transport.

    My grandmother and I walked along Kweilin Street in Kowloon, near the Sham Shui Po rail station, where the open-air market was a scene of controlled chaos. Along a stretch of five or six blocks, vendors selling everything from wristwatches to dish towels to pirated DVDs began their operations on the sidewalk and bled into the street. Hun- dreds of people walked along the street as if it was a pedestrian promenade, which it isn’t — every now and again a car would patiently maneuver through. In Hong Kong, the market rules. The former British colony has thrived as an economic power- house under the “one country, two systems” policy developed under Deng Xiaoping. The result is one of the most fiercely competitive, densely populated, commerce-driven cities in the world. It’s also one of the most astonishingly expensive. On a recent visit, though, I was able to manage a fairly economical stay, all while enjoying the food, attractions and electric environment that the “fragrant harbor” (the literal translation of Hong Kong) has to offer. I focused my energy on the Kowloon peninsula, which is a bit grittier and less touristy than Hong Kong Island, just a few thousand feet away across Victoria Harbor. The biggest expense when staying in Kowloon will inevitably be housing. I confess that I cheat- ed, as I have family members who live about an hour out of the city center, and with whom I stayed for most of my trip. I did spend a night at the Silka West Kowloon Hotel, paying $157 for a double room.
