4. Minutes of the meeting held on 25 November 2020 and 1 February 2021 The minutes of the meeting held on 25 November 2020 were accepted by the Council as a true and accurate account of the meeting and signed by the Chair.

5. Borough and County Council Matters a) Pavement Bank Earthworks The pavement work is due to be started w/c 19 April 2021, the work is expected to take three weeks, during which time temporary traffic lights will be in place. b) Clearing the drains at the corner of Main Street Cleansing of the gulley has been requested. c) Raising road by the drain in the church car park This has been logged and is in the process of being investigated by Via/Highways.

Other County Council matters to report: - The hole at the side of the road on Leake Lane near Barn Farm has been coned off by Via/Highways and is pending a repair. - A 40mph speed limit on the A6006 outside Stanford Hall has been approved, as have average speed cameras along the A6006 between and Zouch.

Page 21/27 - Cattle crossing signs have been installed on Leake Lane for use by Underhill Farm. - Cllr Brown announced he is retiring in May from his position at Nottinghamshire County Councillor. The Chair expressed her thanks on behalf of the parish council for all the help received from Cllr Brown over the years.

Cllr Shaw and Cllr Thomas provided an update on Borough Council matters. - The cabinet meeting of Rushcliffe Borough Council agreed to the recommendation that Rushcliffe firework events should use quiet fireworks. - The updated Planning Enforcement Policy has been adopted by Rushcliffe Borough Council. - An electoral review is currently taking place, two extra councillors are required and ward boundaries will likely change. - Rushcliffe Borough Council are appealing against the allocation of housing for Nottingham City Council being passed to the borough and district councils. - The results from the Greater Nottinghamshire Strategic Plan are yet to be analysed due to problems with responses from the initial consultation. A further consultation is likely to take place in September. It is unlikely that Rushcliffe will need a large-scale site such as R17 as have a sufficient allocation of housing, subject to the borough not having to pick up a proportion of the allocation from Nottingham City Council. - The Rushcliffe Borough Councillors’ Community Fund will open for applications again in April if there are any suitable projects within the village. - Rushcliffe Borough Council have outsourced fly tipping, litter picking and dog fouling, all of which can be reported through the website and the company are proactively fining offenders. - Rushcliffe Borough Council meetings are available to view on YouTube.

6. Planning • 21/00270/AGRIC - Erection of 5 temporary shipping containers -Barn Farm, Leake Lane – Application withdrawn • 21/00223/FUL - Proposed agricultural building and improved access - Fox Hill Farm, Normanton Lane – No objection from PC, awaiting RBC decision. • 21/00186/PAR - Change of use of existing Granary barn from Agricultural use to B1 - Barn Farm, Leake Lane – RBC response, prior approval not required, conditions around hours of operation imposed. • 20/03224/AGRIC - Proposed erection of steel framed barn - Barn Farm, Leake Lane – RBC response, prior approval not required. • 20/02903/VAR - Application for Variation of Condition 4 (Extension of temporary planning consent for 2no. cabin units and associated access ramp in front of energy centre) of planning permission 18/02678/FUL - Stanford Hall, Melton Road – RBC application permitted. • 20/02883/VAR - Variation of Condition 2 (Change approved plans from AL(0)02 839 REV B to AL(0)02 839 REV C to improve access and appearance) and Condition 3 (Materials of external walls and roof alternative materials to be used) of planning permission 16/02983/FUL - Land South Of Merrymead, Leake Lane – RBC Application permitted. • 20/02272/FUL - The positioning of 10 shipping containers for storage purposes - Barn Farm, Leake Lane – RBC planning permission refused.

7. Finance a) To Agree Contribution to Zoom Subscription Councillors agreed to making a contribution of 50% (£60) to Rempstone Parish Council for shared use of the Clerk’s Zoom subscription for the parish council meetings. b) Bank Reconciliation The bank reconciliation had been circulated prior to the meeting and was accepted by the Council.

8. Environment a) Litter Pick Streetwise had carried out a litter pick along Leake Lane which is now looking much better. Cllr Leggett agreed to arrange a village litter pick once covid-19 rules were eased. The litter pickers the parish council has are either on loan to villagers or are no longer working. Clerk would obtain a price for replacements.

b) Bridleway Diversion The temporary diversion of the bridleway has been extended for a further six months. It was agreed the Clerk would contact the Rights of Way Officer over concerns about the condition of the diversion.

9. Rural Gigabit Broadband Voucher Scheme – Community Fibre Partnership Cllr Butler had facilitated a scheme to bring fibre broadband to the properties in Stanford Hills. At present 14 properties had signed up, which is 27% of the target. Cllr Butler was unhappy that a large proportion of the properties on the list provided by Openreach no longer existed, having been part of Stanford Hall or two properties which had been converted into one. Cllr Butler was going to door knock the houses she believed had not yet signed up ahead of the deadline of 31 March 2021.

10. Correspondence a) Rushcliffe Borough Council Wildflower Seeds This scheme had been extremely popular, the borough council are honouring all requests which had been made for the wildflower seeds, however, these would now been sent to parish councils in the new financial year. Clerk to liaise with Cllr Lambert when the seeds arrive.

11. Date of Next Meeting and Meeting Dates for 2021 As meetings can only be held virtually until 7 May 2021 and there is a requirement to hold the Annual Parish Meeting before 1 June 2021 when rules around gatherings are still likely to be in place, it was agreed to bring forward the Annual Meeting of the Parish Council and the Annual Parish Meeting to Thursday 6 May 2021. Cllr McKim would circulate a newsletter to village residents in late April with a village update and information about the Annual Parish Meeting.

Cllr Lambert suggested that the Parish Council consider setting up a Facebook page to be able to communicate with residents. There were mixed views on this or whether an email mailing list would be better, it was agreed to discuss at the next meeting.
