Minutes 15.04.14 LLANDDYFNAN COMMUNITY COUNCIL MINUTES OF THE MEETING HELD ON TUESDAY April 15, 2014 ,Talwrn Hall at 7:30 pm PRESENT :Councillors O Davies , M Lees , C McGregor , D Morgan , D Pritchard , W Vaughan , A Williams , G D Williams , W Williams , A Wyn APOLOGIES :Cllr D Roberts , D ap Robert , M Huws , N Roberts ( County Council ) 1 The meeting was chaired by the Chairman Cllr W Vaughan . The Chair welcomed everyone . 2 DECLARATION OF INTEREST - Cllr G D Williams matter 5.4 ACCEPTANCE OF MINUTES Minutes of the meeting of February 18, 2014 . These were accepted as a true and complete record. Cllr C McGregor proposing and seconded by Cllr D Pritchard 4 MATTERS ARISING FROM THE MINUTES 4.1 Speeding Talwrn and Llangwyllog - A report was read following the Llangwyllog investigation . The Council has passed the matter to the Police . it was resolved that the Clerk contact the County Council re the current situation The Clerk is awaiting a response regarding speeding at Talwrn . 4.2 Maes y Coed ( tree cutting ) - A response was read from the County Council. they do not see any danger at present 4.3 Litter Talwrn - The County Council has cleared the litter 4.4 Ditches Slieve Donard / Penterfyn - The County Council have completed the work 4.5 County Council policy ( holes / ditches ) - A response from the County Council said that the Council confirms that the Highways Inspector will make every effort to respond to dangerous holes as soon as possible 4.6 grass cutting cemeteries - The Clerk reported that the newspaper required £ 90 for the advertisement . The Clerk has advertised on the Council's website and has received one quote from Gareth Hughes £580 pounds for both cemeteries for 2014 and 2015 . It was decided to accept the price 4.7 Glendale (tree cutting near Bryn Ffynnon ) - the owner of Bryn Ffynnnon has done the work 5 CORRESPONDENCE Anglesey Council Planning 5.1 23C307B Full application for modification and extension at Sarn , Maenaddwyn - the Council supports the application . 5.2 23C317 Full application for the demolition of the existing store as well as modification and alterations in Bodneithior , Talwrn - no comments apart from will it be possible to repair the road as part of the development ? 5.3 23C318 Outline application for a dwelling with all matters be kept back on land near Graiglwyd , Capel Coch - no comment 5.4 23C268C Full application for change of use and extension to existing outbuilding to form dwelling together with the installation of package treatment plant Uwch y Gors, Mynydd Bodafon - the Council supports the application Finance 5.5 Grants to Voluntary Organisations - The Clerk was asked to send the document on to Cllr W Williams for the Playground Committee to consider the matter 6 ADDITIONAL CORRESPONDENCE 6.1 Grass cutting - see 4.6 MONEY MATTERS It was resolved to pay the following : Cllr C McGregor proposing and seconded by Cllr A Wyn : 7.1 Clerk Costs £ 97.20 7.2 Anglesey Computer Solutions £ 520.00 7.3 H Hughes £ 66.40 7.4 H Hughes £ 36.40 8 OTHER MATTERS 8.1 Apologies for absence - The Clerk reported that the Council had failed to hold a meeting last month because there was no quorum . Everyone was asked to apologize if not able to attend. The Clerk will then be able to cancel the meeting 8.2 CoRWM - ( Committee on Radioactive Waste Management) Cllr Morgan said the public meeting will be held on Thursday 4th September 6:30 to 8:00 p.m. at Tresysgawen Hall . The " plenary " meeting will be on Friday Sept 5 9:30 to 15:00 . The Clerk was asked to re- send the email to the members and place the matter on the agenda next month . 8.3 Pavement - Cllr W Williams mentioned the dangers to school children without pavements in the village . It was decided to ask the County Council to consider placing pavements from Talwrn Square to the council houses and from the square to Bodlondeb . 8.4 Sign - Cllr W Williams stated that the sign " slow " near Halfway is too high for motorists to see. The Clerk will ask the County Council to consider lowering the sign to make it more visible . 8.5 Street Light - A street lamp number 7A ( Talwrn ) is constantly on. The Clerk will bring the matter to the attention of the County Council 8.6 Bus Service - Cllr Lees said that bus times have changed recently in the Talwrn area without any consultation with the public . The first bus leaves Talwrn at 10 am and the last bus back at 3 in the afternoon . This impacts on health and wellbeing and make things very difficult for example - for patients to get appointments . The Clerk will bring the matter to the attention of the County Council 8.7 Kissing Gate - Cllr McGregor said that the kissing gate was broken on the public footpath that goes through Llanffinan Cemetery . The Clerk will contact the County Council . 8.8 Cllr Ieuan Williams - The Council has received a request from Councillor Ieuan Williams ( Lligwy Ward ) to be invited to meetings of the Council Signature ............................... INTRODUCTION AND BACKGROUND On 05/07/2016 an e-mail was received from the Welsh Local Government Association (WLGA) with a link to the Public Services Ombudsman for Wales’ new video on YouTube. Although the video is intended for new members following the May 2017 elections, it was felt that it contains information which is also relevant to current members. On 21/07/2016, a copy of the WLGA’s e-mail was sent to the Elected Members of the Isle of Anglesey County Council with a request that they watch the video, which is only about 5 minutes long. Also, on 21/07/2016, a copy of the WLGA’s e-mail was sent to Town and Community Council Clerks with a request that they bring the video to the attention of their elected members. It was suggested that they could perhaps watch the video during their next meeting. Town and Community Council Clerks were asked to confirm whether or not they had watched. See Appendix 1, a table summarising the responses received. 2. RECOMMENDATION A. The Committee is requested to note the contents of this report and the responses noted in Appendix 1.

    Isle of Anglesey County Council Election Results 1995-2008 Colin Rallings and Michael Thrasher The Elections Centre Plymouth University The information contained in this report has been obtained from a number of sources. Election results from the immediate post-reorganisation period were painstakingly collected by Alan Willis largely, although not exclusively, from local newspaper reports. From the mid- 1980s onwards the results have been obtained from each local authority by the Elections Centre. The data are stored in a database designed by Lawrence Ware and maintained by Brian Cheal and others at Plymouth University. Despite our best efforts some information remains elusive whilst we accept that some errors are likely to remain. Notice of any mistakes should be sent to [email protected]. The results sequence can be kept up to date by purchasing copies of the annual Local Elections Handbook, details of which can be obtained by contacting the email address above. Front cover: the graph shows the distribution of percentage vote shares over the period covered by the results. The lines reflect the colours traditionally used by the three main parties. The grey line is the share obtained by Independent candidates while the purple line groups together the vote shares for all other parties. Rear cover: the top graph shows the percentage share of council seats for the main parties as well as those won by Independents and other parties. The lines take account of any by- election changes (but not those resulting from elected councillors switching party allegiance) as well as the transfers of seats during the main round of local election.

    ISLE OF ANGLESEY COUNTY COUNCIL COMMITTEE : County Council DATE: 14 MEDI 2010 14 SEPTEMBER 2010 TITLE OF THE REPORT : To report on the publication of the Local Government Boundary Commission's final report for the Isle of Anglesey County Council Electoral Arrangements. REPORT BY: The Interim Managing Director as Electoral Registration Officer (ERO) PURPOSE OF REPORT : The Final Proposals of the Commission have been presented to the Welsh Assembly Government for consideration on 31 August 2010. ACTION : The County Council may wish to make further representations concerning the matters in the report and these should be submitted to the Welsh Assembly Government before the 12 October 2010. Background: The Local Government Boundary Commission for Wales (LGBCW) have a duty under section 57 of the Local Government Act 1972 to review the electoral arrangements for every principal council in Wales at intervals of not less than 10 and not more than 15 years for the purpose of considering whether or not to make proposals to the Welsh Assembly Government for a change in those arrangements. The LGBCW were directed to undertake this periodic review in January 2009 and guidance was provided by the Minister. The Commission gave a presentation to the County and Community Councils during May 2009 and invited proposals. Draft Proposals were published on 25 January 2010 with an invitation to comment. The Council, and others, subsequently considered the Draft Proposals and made observations earlier this year. The Final Proposals are now with the Welsh Assembly Government for consideration and there is a final opportunity to comment before the deadline of 5 October 2010.

    PENDERFYNIAD DRAFFT AR OSOD Y DRETH GYNGOR 2021/22 - - - - - - DRAFT RESOLUTION ON SETTING THE COUNCIL TAX 2021/22 DRAFT COUNCIL TAX RESOLUTION 1. RESOLVED (a) Pursuant to the recommendations of the Executive, to adopt the 2021/22 Budget at Section 9, as a Budget Strategy within the meaning given by the Constitution, and to affirm that it becomes part of the budget framework with the exception of figures described as current. (b) Pursuant to the recommendations of the Executive, to adopt a revenue budget for 2021/22 as shown at Table 4, Section 9 of the 2021/22 Budget Report Appendix 1 and Appendix 3. (c) Pursuant to the recommendations of the Executive, to adopt a capital budget as shown in the Capital Budget Report 2021/22 report. (ch) To delegate to the Director of Function (Resources)/Section 151 Officer the power to make adjustments between headings in the Final Budget Proposal 2021/22 at Appendix 3 in order to give effect to the Council’s decisions. In addition, to delegate to Director of Function (Resources)/Section 151 Officer the power to transfer up to £50k per item from the general contingency. Any item in excess of £50k will require the approval of the Executive before any transfer from the general contingency is made.
