Friday, 19 May, 2017 STATEMENT ON THE FUTURE OF THE MELBOURNE REBELS The Victorian Government welcomes the Melbourne Rebels’ commitment to remain part of the Super Rugby competition and not sell its licence. A Super Rugby franchise in Melbourne is crucial for the growth of the game in Victoria, which is why the Government is working with the Melbourne Rebels, the Victorian Rugby Union and the Australian Rugby Union to ensure the club remains in the competition going forward. The Victorian Government believes any decision to withdraw the Melbourne Rebels from the Super Rugby competition would be a retrograde step by the Australian Rugby Union. Since the Melbourne Rebels were established in 2011, Victoria’s rugby union participation rates have increased by 97 per cent. In 2016, participation rates increased by 38 per cent to reach 15,829. Melbourne has the fastest growing population in Australia and will soon become the nation’s most populous city. If the Australian Rugby Union wants to grow the game across the nation, Victoria and the Melbourne Rebels is an essential cornerstone of its strategy. The governing body regularly turns to Melbourne for the big blockbuster events, such as British and Irish Lions tours and the Bledisloe Cup. Victoria has played a pivotal role in the evolution of the sport, so it would seem incongruent to withdraw the presence of ongoing, professional rugby from the State. Rugby Union has made a tremendous contribution to the Victorian community. The VRU Pacific Island Emerging Leaders Program helps players with a Pacific Island background in areas of personal development, welfare and education. Victoria is the sporting capital of the world and the nation’s leader for major events. Australian Rugby Union can only lay claim to being a truly national code in an international competition if Victoria is a key component of its plans. Jarryd Baker Our Premier League team were in a strong pool against Essendon-Kelior, Bendigo 2018 Dandenong Stingrays SSC and Catherine McAuley. All 3 games were hotly contested but saw Hallam lose U16 Representatives all of them by less than 20 points.

SUBMISSION TO SENATE INQUIRY: THE FUTURE OF RUGBY UNION IN AUSTRALIA This submission broadly covers the following Terms of Reference: (a) Australian Rugby Union (ARU) deliberations leading to the decision to reduce Australian teams from 5 to 4 in the national competition; (d) Corporate governance arrangements; and (f) Other related matters. SUMMARY In a document titled, “Supporting Documentation – the Future of Super Rugby” published on 5 September 2017, the ARU cited cost as the principal reason for removing one of the five Super Rugby teams. It said there was a clear causal link between the ARU’s “financial problems” and the decline in Super Rugby team performance and lack of Wallabies success in the period 2006 to 2017. It even went so far as to say that the ARU was facing insolvency if it continued to fund all five teams through to 2020. The information I have set out in this submission outlines my view that it is the actions of the ARU, and the ARU alone, that are responsible for the national body’s parlous financial position and for the decline in the quality of, and support for, the Australian rugby product. It is my contention that the ARU has been nefarious and iniquitous in its dealings for many years, has failed to meet fundamental objects of its Constitution, and has been reckless in its governance. This has been to the severe detriment of the innocent players, coaches, staff and families of the Western Force, and of the game in general. In my view, it is to the ARU’s shame that rugby continues to languish way behind all other sports in Australia’s winter sporting landscape.

Sparks Reserve 1 PRESIDENT’S WELCOME It is with great pleasure that I welcome all members of the Victorian Rugby Community to the 2014 Grand Final Day at Box Hill. On behalf of the Board of the Victorian Rugby Union, I like to congratulate the Victorian Rugby Community, in all its divisions, for the standard of competition across all grades during the Competition this year. Again we see a good spread of clubs represented by teams participating in the final series. Some clubs have participated with great distinction in getting numerous teams through to finals and into grand finals. Congratulations to Harlequin Rugby Club winning four Minor Premierships in senior Rugby in 2014 All clubs obviously did their utmost to comply with the competition rules this season and to promote this sport amongst their playing members. It remains important that, the administration of clubs ensure that the game is played in the correct spirit and in compliance with the Laws of the Game. The Board also wishes to congratulate all those referees who have been awarded the right to referee the Finals and to thank all referees for their efforts during the year. In addition the Board expresses its appreciation to the Box Hill Rugby Union Football Club for its ongoing support and for hosting the whole Union at this Grand Final day. We should recognize the fact that this Club has assisted the Union in tendering for and hosting the Grand final day for well over a decade.

Physical abuse includes, but is not limited to: Punching or striking with hand or arm (including stiff-arm tackle) Elapsed time in match when offence occurred: 64th minute SANZAAR NEWS RELEASE Andrew Ready suspended for 3 weeks The SANZAAR Foul Play Review Committee has accepted a guilty plea from Andrew Ready of the Force for contravening Law 9.12: Striking, after he was Red Carded during a Super Rugby AU Match at the Weekend. Ready has been suspended from all forms of the game for 3 weeks, up to and including 26 March 2021. The incident occurred in the 64th minute of the match between the Waratahs and Force played at Bankwest Stadium in Sydney on 5 March 2021. The SANZAAR Foul Play Review Committee of Adam Casselden SC (Chairman), Stefan Terblanche and Mike Mika assessed the case. In his finding, Foul Play Review Committee Chairman Adam Casselden SC ruled the following: "Having conducted a detailed review of all the available evidence, including all camera angles and additional evidence, including from the player and submissions from his legal representative, Michael Tudori, the Foul Play Review Committee upheld the Red Card under Law 9.12" "With respect to sanction the Foul Play Review Committee deemed the act of foul play merited a mid-range entry point of 6 weeks due to the World Rugby instructions that dictate any incident of foul play involving contact with the head must start at a mid-range level.
