Victoria Community Rugby Grand Final 2014 VICTORIA COMMUNITY RUGBY GRAND FINAL 2014 Saturday 16th August Box Hill R.H.L. Sparks Reserve 1 PRESIDENT’S WELCOME It is with great pleasure that I welcome all members of the Victorian Rugby Community to the 2014 Grand Final Day at Box Hill. On behalf of the Board of the Victorian Rugby Union, I like to congratulate the Victorian Rugby Community, in all its divisions, for the standard of competition across all grades during the Competition this year. Again we see a good spread of clubs represented by teams participating in the final series. Some clubs have participated with great distinction in getting numerous teams through to finals and into grand finals. Congratulations to Harlequin Rugby Club winning four Minor Premierships in senior Rugby in 2014 All clubs obviously did their utmost to comply with the competition rules this season and to promote this sport amongst their playing members. It remains important that, the administration of clubs ensure that the game is played in the correct spirit and in compliance with the Laws of the Game. The Board also wishes to congratulate all those referees who have been awarded the right to referee the Finals and to thank all referees for their efforts during the year. In addition the Board expresses its appreciation to the Box Hill Rugby Union Football Club for its ongoing support and for hosting the whole Union at this Grand Final day. We should recognize the fact that this Club has assisted the Union in tendering for and hosting the Grand final day for well over a decade. The VRU would like to acknowledge the work undertaken by the Melbourne Rebels administration and players in assisting clubs and schools through the 5 Star Program. The Melbourne Rising will compete in the newly created National Rugby Championship from August and the Board encourages all members of the Rugby Community to support the Rising and attend their four home matches. The squad was recently announced with a wonderful representation of Community players in the squad. The Rising’s first home game is Sunday 24 August at AAMI Park, commencing at 2.00pm I hope you all have a great day at the Finals and I convey my congratulations to those teams participating. T.J.     SUBMISSION TO SENATE INQUIRY: THE FUTURE OF RUGBY UNION IN AUSTRALIA This submission broadly covers the following Terms of Reference: (a) Australian Rugby Union (ARU) deliberations leading to the decision to reduce Australian teams from 5 to 4 in the national competition; (d) Corporate governance arrangements; and (f) Other related matters. SUMMARY In a document titled, “Supporting Documentation – the Future of Super Rugby” published on 5 September 2017, the ARU cited cost as the principal reason for removing one of the five Super Rugby teams. It said there was a clear causal link between the ARU’s “financial problems” and the decline in Super Rugby team performance and lack of Wallabies success in the period 2006 to 2017. It even went so far as to say that the ARU was facing insolvency if it continued to fund all five teams through to 2020. The information I have set out in this submission outlines my view that it is the actions of the ARU, and the ARU alone, that are responsible for the national body’s parlous financial position and for the decline in the quality of, and support for, the Australian rugby product. It is my contention that the ARU has been nefarious and iniquitous in its dealings for many years, has failed to meet fundamental objects of its Constitution, and has been reckless in its governance. This has been to the severe detriment of the innocent players, coaches, staff and families of the Western Force, and of the game in general. In my view, it is to the ARU’s shame that rugby continues to languish way behind all other sports in Australia’s winter sporting landscape.

Ready has been suspended from all forms of the game for 3 weeks, up to and including 26 March 2021. The incident occurred in the 64th minute of the match between the Waratahs and Force played at Bankwest Stadium in Sydney on 5 March 2021. The SANZAAR Foul Play Review Committee of Adam Casselden SC (Chairman), Stefan Terblanche and Mike Mika assessed the case. In his finding, Foul Play Review Committee Chairman Adam Casselden SC ruled the following: "Having conducted a detailed review of all the available evidence, including all camera angles and additional evidence, including from the player and submissions from his legal representative, Michael Tudori, the Foul Play Review Committee upheld the Red Card under Law 9.12" "With respect to sanction the Foul Play Review Committee deemed the act of foul play merited a mid-range entry point of 6 weeks due to the World Rugby instructions that dictate any incident of foul play involving contact with the head must start at a mid-range level.

In years gone by, this report would be prepared as a reflection on the past season as all enjoyed decent break before focusing on the requirements for the next year. It appears those days are now well behind us, as the season grows inexorably longer – as I write this report, well into November, around 60 – 80 referees are still being appointed on a weekly basis for both 7s and 15s competitions. This a matter of concern for the QRRA, as it places a heavy additional burden on our administrators, Appointments Officers and particularly on our long suffering referees (some of even the most dedicated of our members have needed to declare unavailability so that they can recover from injuries or preserve their bodies for the year ahead).

'There is a history in all men's lives' William Shakespeare Although a generation apart, two men who were to make a major contribution to Victorian Rugby shared much in common, not least that both came anointed with the mystical oil of Welsh Rugby, specifically of the Newport variety, though not of a 1st XV vintage. Nevertheless, both made their mark early in the city of that name, not only in rugby but in other sports, notably aquatic. Both were born in England, but were living in Newport by the age of ten, both commenced employment before joining the Territorials and then seeing active service in the British Army before coming to Australia where they later became deeply involved in the organisation and management of Rugby Union in Victoria. The big difference between them lay in their ages, Griffyth George (Griff) Hunt being born in 1911, the same year in which Herbert Garfield (Bert) Penwill, then aged thirty-one, left England for Australia. But as a closer look soon reveals, there were other differences, not least those associated with the social, economic and technological developments of the times. Their service to the State Union covered the beginning and end of its first fifty years and the following accounts inevitably include comment on those times and on the development of the Victorian Rugby Union (VRU) over that period. Before then, successive Unions in the Colony of Victoria had arranged rugby matches against British, New Zealand and New South Wales teams, but organised club competition had been spasmodic.
