Gordon∗ ABSTRACT Scholarly work on atrocity-speech law has focused almost exclusively on incitement to genocide. But case law has established liability for a different speech offense: persecution as a crime against humanity (CAH). The lack of scholarship regarding this crime is puzzling given a split between the International Criminal Tribunal for Rwanda and the International Criminal Tribunal for the former Yugoslavia on the issue of whether hate speech alone can serve as an actus reus for CAH-persecution. This Article fills the gap in the literature by analyzing the split between the two tribunals and concluding that hate speech alone may be the basis for CAH- persecution charges. First, this is consistent with precedent going as far back as the Nuremberg trials. Second, it takes into account the CAH requirement that the speech be uttered as part of a widespread or systematic attack against a civilian population. Basketball diplomacy is also a lens to observe the evolution of American power from 1893 through present day. Basketball connects and permeates foreign cultures and effectively disseminates American influence unlike any other form of soft power, which is most powerfully illustrated by the United States’ basketball relationship with China. American basketball diplomacy will become stronger and connect with more countries with greater influence, and exist without relevant competition, until the likely rise of China in the indefinite future. -

The Statute of the Office of the United Nations High Commissioner for Refugees was adopted by the General Assembly on 14 December 1950 as Annex to Resolution 428 (V).n I this Resolution, reproduced on page 4, the Assembly also called upon the Governments to cooperate with the High Com- missioner in the performance of his or her functions concerning refugees fall- ing under the competence of the Office. In accordance with the Statute, the work of the High Commissioner is humanitarian and social and of an entirely non-political character. The functions of the High Commissioner are defined in the Statute and in various Resolutions subsequently adopted by the General Assembly. -

It appears that on the 19th instant, the day after the local elections were finished^ Dr. Rauschning wrote to the 8Bnati a long letter stating that he was prepared to return to office if his policy, which be outlined, would be followed. Mr. Rauschning had declared to Mr. Forster that he would only re- tire if and when the Party in power withdrew its confidence and that the lack of confidence must be declared not by the Gauleiter but by the National Socialist parliamentary fraction itself. lir. Rauschning refrained from any action during the electoral campaign but in his letter of the 19th instant he declared that his health was no obstacle to returning to his post, but before doing so the Party would have to declare it- self in accord with his policy. He underlined first the diver- gences with Mr. Forster with regard to economic and financial situation in Danzig, and on matters relating to the conduct of internal affairs. With regard to the financial and economic position the difference with Forster would appear to be that on the one side Forster counted on the continuation of German financial support, and on the other Mr. Rauschning doubted .if this would be possible and held that in any case Danzig should endeavour to solve its difficulties without external help. -

New York parley to discuss plight of Jewish refugees michal lando, jerusalem post correspondent , THE JERUSALEM POST Nov. 5, 2007 Delegates from around the world who convened in New York on Sunday for a two-day conference on the rights of Jewish refugees from Arab countries are concerned that despite promises from Israeli government officials, their cause will not be made a priority at the upcoming Annapolis peace summit. The mission of Justice for Jews from Arab Countries (JJAC), which has brought together 40 delegates from 10 countries, is to ensure that any official mention of Palestinian refugees should be accompanied by a similar mention of the nearly one million Jews from Arab countries who were forced to flee in 1948. JJAC is expected to criticize Israeli inaction over the refugee issue, sources told The Jerusalem Post . Israeli prime ministers dating back to Menachem Begin have ensured that this issue would be on the international political agenda. In 1993, former prime minister Yitzhak Rabin said in an interview with the Jerusalem Arabic daily Al-Quds that "when there is a committee that deals with the problem of refugees, we will claim that there are two problems - the problem of the Palestinian refugees and the problem of the Jewish refugees from the Arab countries." The cabinet reiterated its commitment in 2002 and 2003, in decisions calling for efforts to gather information on Jewish property in Arab countries. But several statements in the last few months by Prime Minister Ehud Olmert and Foreign Minister Tzipi Livni have JJAC concerned they might not be as committed to the cause as the group had hoped. -

APRIL 2018 SCHEHEREZADE FARAMARZI ome fifteen million of Iran’s eighty million people are Sunni Muslims, the country’s largest religious minority. Politically and economically disadvantaged, these Sunnis receive relatively lit- tle attention compared with other minorities and are concen- Strated in border areas from Baluchistan in the southeast, to Kurdistan in the northwest, to the Persian Gulf in the south. The flare up of tensions between regional rivals Saudi Arabia and Iran over Lebanon, Syria, Iraq, and Yemen would seem to encourage interest in the state of Iranian Sunnis, if only because the Saudis present them- selves as defenders of the world’s Sunnis, and Iran the self-appointed champion of the Shia cause. So how do Iran’s Sunnis fare in a state where Shia theology governs al- most every aspect of life? How have they been affected by this regional rivalry? Are they stuck between jihadist and other extreme regional Sunni movements on the one hand, and the Shia regime’s aggres- sive policies on the other? Is there a danger that these policies could push some disgruntled Iranian Sunnis toward militancy and terrorism? A tour of Turkmen Sahra in the northeast of Iran near the Caspian Sea, and in Hormozgan on the Persian Gulf in 2015 and 2016 revealed some of the answers. More recent interviews were conducted by phone and in person in the United Arab Emirates (UAE) and with European-based experts. “Being a Sunni in Iran means pain, fear, anxiety, restrictions,”1 said a young The Atlantic Council’s South woman in a southern Hormozgan village. -
