Abstract Internationalisation has been identified as one of the major dimensions of firm growth (Peng and Delios, 2006). Karadeniz and Gocer, (2007) argue that exporting activities, for instance, increase profitability, improve trade balances, and help eradicate poverty and unemployment in both developed and developing countries. SMEs are becoming increasingly international and have been reported to contribute between 25-35% of the world’s exports in manufacturing (Andersson and Flores, 2008). However, available literature suggests that there are still many SMEs in both developing and developed countries that do not export, or do not contemplate doing so. Although, it is worth pointing out that exporting is not that financially intense and involves fewer financial and commercial risks as a foreign markets’ entry mode compared to some forms of direct investment (Lages and Montgomery, 2004; Agndal and Chetty, 2007). In this regard, many researchers (Lu and Beamish, 2001; Oviatt and McDougall, 1994) have recognised the important role played by SMEs in international markets. There is strong advocacy for support for SMEs in the area of export assistance by a section of researchers’, policy makers and corporate entities. The European Commission report (2015) indicates resource constraints put SMEs at a disadvantage within international markets. The Commission maintains that few SMEs in Europe export beyond the EU. The Commission argues that increasing the internationalisation of SMEs and helping them to access markets outside the European Union is crucial for Europe’s competitiveness, economic growth and innovation. In Ghana and many developing countries, SMEs dominate the economic environment; hence, such assistance to small businesses will go a long way to boost the fortunes of the country. It is by this notion that governments all over the world implement export promotion programmes, (EPPs) in order to provide support to augment the internal capability of SMEs. However, a review of the theoretical and empirical literature reveals that, for various reasons most SMEs are not making use of the promotion services for various reasons, even though the service is actually instituted for them. Some researchers have argued that EPOs in developing countries such as Ghana do not have free hands to operate and that political party cronies and a few companies with government connections are those most able to access export promotion facilities and services. This study investigated and analysed 42 qualitative interviews conducted in Ghana to provide a clear understanding of the role of such assistance in the exporting activities of Ghanaian SMEs in the Non- Traditional Export sector. The qualitative data collected from 30 SMEs and 12 key organisations associated with export promotion and SMEs development in Ghana shows that export promotion has had a positive impact on SMEs internationalisation, performance and growth. However, the challenges faced by EPOs affect service delivery as well as the diversity of the service. Moreover, lack of effective coordination and integrated approach of rendering services by organisations such as the Ministry of Agriculture, the Ghana Standard Authority and the various EPOs has resulted in numerous challenges and sometimes prevention of fruit and vegetables from Ghana entering the international market. The study suggests that, effective coordination of these organisations and together with government commitment to support service providers are vital for annexing market share in the developed European Union (EU) and the US markets. Unfortunately, two of our speakers - Professor Alexander Kwapong and Professor Bede Okigbo cannot be with us today. Professor Kwapong, a classics scholar and a former Vice-Chancellor of the University of Ghana, and subsequently one of the first Vice-Rectors of UNU: for institutional planning and resource development, cannot be with us today as he is in hospital in London. We wish him a full and speedy recovery. I know that Dr. Kwapong wanted very much to be here. I also know that as Chair of this session, I would have had a difficult task of trying to keep him within his time limit. He has much to tell about the setting up of UNU-INRA and he is a born raconteur. It begins with the two and a half years I served as Private Secretary to the Minister for Africa from 1971 - 1974. I was also dealing with the other subjects, European and economic, for which the Minister was responsible. These are recorded separately. My next involvement with Africa was as High Commissioner to Ghana from 1989 - 1992, when I was also accredited as HM Ambassador to Togo. From Ghana I returned to London as Assistant Under Secretary of State (AUSS) for Africa and the Commonwealth from 1992 - 1995. The memoir is divided into two parts as follows: Part 1 covers my main responsibilities as Private Secretary, High Commissioner to Ghana, Ambassador to Togo and AUSS.

The June Four Movement (JFM) and the National Democratic Movement (NDM), in particular, became very influential in 1982–1983. 2. Stool or customary lands are lands held in trust by chiefs (sometimes a head of family) of traditional states for their communities. Stools symbolize the authority of chiefs in southern Ghana. The deposition of a chief is called “destoolment.” In northern Ghana, the symbol of chiefly authority is the skin of an animal. According to Abdulai and Ndekugri (2007), over 90 percent of the total land area of Ghana is under the control of customary landholding institutions. Three The Achievements and Limitations of Economic Reform 1. This replaced the old cash or chit system. Until now, produce-buying clerks had held back payments, sometimes for many months, abused funds, and paid farmers with phony checks. Under the new system, farmers promptly received checks that could be cashed at any bank. 2. Despite the importance of the IMF in the economic and political life of its borrowers, we have, at best, an incomplete understanding of the roots of the institution’s behavior. This dissertation attempts to answer some important questions about the IMF’s lending activities, namely: why is there so much variation in the IMF’s treatment of its borrowers? I argue that the IMF is best viewed as a purposive actor driven by a set of economic ideas. These ideas shape the way the institution’s staff and management make decisions about the use of its resource in complex and unsettled political and economic circumstances. The IMF has political preference for policy teams composed of likeminded officials. I use new data to test the argument on three aspects of IMF treatment; the cross-national evidence shows that governments with a higher proportion of neoliberal policymakers receive larger loans with fewer binding conditions and are more likely to receive waivers for missed policy targets. Further, I show that the ability of top neoliberal economic officials to deliver better treatment from the IMF enables them to extend their time in office.
