As the public record shows, and an investigation will confirm, the NRSC and a series of ostensibly nonprofit, nonpartisan groups have undertaken a significant and sustained effort to funnel "soft money101 into federal elections in violation of the Federal Election Campaign Act of 1971, as amended or "the Act"), 2 U.S.C. 5s 431 et seq., and the Federal Election Commission (peFECt)Regulations, 11 C.F.R. 85 100.1 & sea. THE FACTS IN TBIS CABE On November 24, 1992, the state of Georgia held a unique runoff election for the office of United States Senator. Georgia law provided for a runoff if no candidate in the regularly scheduled November 3 general election received in excess of 50 percent of the vote. The 1992 runoff in Georg a was a hotly contested race between the Democratic incumbent Wyche Fowler, and his Republican opponent, Paul Coverdell. Joining the World of Journals Welcome to the nation’s first and, to our knowledge, only undergraduate research journal in communi- cations. We discovered this fact while perusing the Web site of the Council on Undergraduate Research, which lists and links to the 60 or so undergraduate research journals nationwide (http://www.cur.org/ugjournal. html). Some of these journals focus on a discipline (e.g., Journal of Undergraduate Research in Physics), some are university-based and multidisciplinary (e.g., MIT Undergraduate Research Journal), and some are university-based and disciplinary (e.g., Furman University Electronic Journal in Undergraduate Mathematics). The Elon Journal is the first to focus on undergraduate research in journalism, media and communi- cations. The School of Communications at Elon University is the creator and publisher of the online journal. The second issue was published in Fall 2010 under the editorship of Dr. Byung Lee, associate professor in the School of Communications. The three purposes of the journal are: • To publish the best undergraduate research in Elon’s School of Communications each term, • To serve as a repository for quality work to benefit future students seeking models for how to do undergraduate research well, and • To advance the university’s priority to emphasize undergraduate student research. The Elon Journal is published twice a year, with spring and fall issues. Articles and other materials in the journal may be freely downloaded, reproduced and redistributed without permission as long as the author and source are properly cited. Special Counsels, Independent Counsels, and Special Prosecutors: Options for Independent Executive Investigations name redacted Legislative Attorney June 1, 2017 Congressional Research Service 7-.... www.crs.gov R44857 Special Counsels, Independent Counsels, and Special Prosecutors Summary Under the Constitution, Congress has no direct role in federal law enforcement and its ability to initiate appointments of any prosecutors to address alleged wrongdoings by executive officials is limited. While Congress retains broad oversight and investigatory powers under Article I of the Constitution, criminal investigations and prosecutions have generally been viewed as a core executive function and a responsibility of the executive branch. Historically, however, because of the potential conflicts of interest that may arise when the executive branch investigates itself (e.g., the Watergate investigation), there have been calls for an independently led inquiry to determine whether officials have violated criminal law. In response, Congress and the U.S. Department of Justice (DOJ) have used both statutory and regulatory mechanisms to establish a process for such inquiries. These responses have attempted, in different ways, to balance the competing goals of independence and accountability with respect to inquiries of executive branch officials. Under the Ethics in Government Act of 1978, Congress authorized the appointment of “special prosecutors,” who later were known as “independent counsels.” Under this statutory scheme, the Attorney General could request that a specially appointed three-judge panel appoint an outside individual to investigate and prosecute alleged violations of criminal law. These individuals were vested with “full power and independent authority to exercise all investigative and prosecutorial functions and powers of the Department of Justice” with respect to matters within their jurisdiction. -

ABSTRACT POLITICAL (IN)DISCRETION: HILLARY CLINTON’S RESPONSE TO THE LEWINSKY SCANDAL by Kelsey Snyder Through an examination of gender, politics, and media during the time of the Lewinsky scandal, this project shows that conversations about the first lady shifted throughout 1998. Just after the allegations were made public, the press and American people fought against the forthright position that Hillary took; the expectations of traditional first ladies they had known before were not met. After facing backlash via the press, the first lady receded to more acceptably defined notions of her actions, based largely in late 20th century conservative definitions of appropriate gender roles. By the end of 1998, consideration of a run for the Senate and increased public support for her more traditional image provided a compromise for Hillary Rodham Clinton’s public image. Having finally met the expectations of the nation, the press spoke less of the first lady in comparison to family values and almost exclusively by means of her political abilities. Peachman† INTRODUCTION Forty-six years ago, the Supreme Court ruled that a woman had a fundamental legal right to decide whether to end her pregnancy under substantive due process protection. Yet today, that right sometimes appears to remain no more solidified than it did in 1973 with the decision of Roe v. Wade. This country has remained extremely divided on the issue of abortion, and courts and state legislatures continue to erode the effectiveness of the right given by Roe and limit the opportunities women have to exercise control over their own bodies. -

Freedom of Choice Act (FOCA) Following the Supreme Court’s closely divided decision to uphold the first-ever federal ban on abortion in 20071, it became clear that the stakes changed and the right to choose was facing a new level of assault. That’s why the pro-choice community supports the Freedom of Choice Act (FOCA) – a measure that would codify Roe v. Wade’s protections and guarantee the right to choose for future generations of women. Recognizing that a woman’s right to choose is being chipped away both by the courts and state lawmakers, the pro-choice community – led by Sen. Barbara Boxer (D-CA) and Rep. Jerry Nadler (D-NY) – has been working to enact a federal law2 that would restore the right to choose as expressed in 1973 in Roe v. Wade. Since Roe v. Wade was decided, a woman’s right to choose has been systematically eroded by anti-choice legislators in states around the country. In fact, between 1995 and 2015, states enacted over 870 anti-choice measures3, essentially rolling back this fundamental right for many women. With a woman’s right to choose already in a precarious state, Former President Bush’s appointment of John Roberts (2005) and Samuel Alito (2006) to the Supreme Court further threatens the constitutional protection for reproductive rights – a threat immediately made evident in the court’s ruling in Gonzales v. Carhart, Gonzales v. Planned Parenthood Federation of America, McCullen v. Coakley, and Burwell v. Hobby Lobby Stores, Inc. In the Carhart decision, the newly reconfigured court – with Bush’s appointees Roberts and Alito casting decisive votes – upheld the first-ever federal ban on a safe abortion method – with criminal penalties for doctors.4 More troubling, the decision effectively reversed Supreme Court precedent and rolled back key protections that were guaranteed by Roe v. -

A Coalition to Protect and Grow National Service Membership Overview About Voices for National Service PARTNERING TO PROTECT AND EXPAND NATIONAL SERVICE Voices for National Service is a coalition of national, state and local service organizations working together to build bipartisan support for national service, develop policies to expand and strengthen service opportunities for all Americans, and to ensure a robust federal investment in the Corporation for National and Community Service (CNCS). Voices for National Service was founded in 2003 in the wake of a successful campaign to save AmeriCorps from sudden and significant proposed cuts. The national service field organized and launched a successful “Save AmeriCorps” campaign that ultimately restored--and in fact increased--federal funding for CNCS and AmeriCorps within one year. Following the successful 2003 Save AmeriCorps campaign, the national service community established Voices for National Service, a permanent field-based coalition dedicated to protecting and growing the federal investment in national service. City Year serves as the organizational and operational host of Voices for National Service and the coalition’s work is guided by a Steering Committee of CEOs of service organizations and leaders of state service commissions. The work of Voices for National Service is made possible through membership dues, philanthropic grants and gifts, and annual support from co- chairs and members of Voices for National Service’s Business Council and Champions Circle.
