REQUEST FOR INFORMATION RFI-18-001-CN

The Maryland Transit Administration is inviting the contracting community, especially manufacturers of Special Trackwork materials and Trackwork installers, prime and sub-contractors, and bus service providers to a briefing of the upcoming MTA State of Good Repair Trackwork projects for the Metro Rail System and the Light Rail System. The projects are scheduled to occur between Winter 2018 to Fall 2019. The total cost for these projects is estimated to be between $30M to $50M, including for material advanced procurement, installation contracts, and bus bridges during the outage. The MTA proposed projects for reconstruction of the Metro and Light Rail systems are as follows:

Advanced Material Procurement:

MTA will be issuing multiple contracts for procurement of following materials:

Metro: Consists of Two Interlockings

1) Special Trackwork, Direct Fixation Fasteners, Concrete Ties and Switch Operating Layouts 2) Traction Power and Signal Cables Associated with Systems Engineering 3) Contact Rail & Miscellaneous Materials • Anticipated Advertisement Date: Spring 2018 • Anticipated NTP Date: Summer 2018 • Anticipated Manufacturer/Contractor Deadline to Deliver the Materials: May 2019

Light Rail: Consists of Three Interlockings

1) Special Trackwork, Direct Fixation Fasteners and Concrete Ties 2) Traction Power and Signal Cables Associated with Systems Engineering 3) Switch Machines and Switch Operating Layouts 4) Switch Heaters • Anticipated Advertisement Date: Spring 2018 • Anticipated NTP Date: Summer 2018 • Anticipated Manufacturer/Contractor Deadline to Deliver the Materials: April 2019

Construction:

MTA will be issuing five contracts for installation/reconstruction of interlockings and rehabilitation works to the Metro and Light Rail Systems.

The Baltimore Metro and Light Rail Systems projects will consist of the demolition and reconstruction of six interlockings and rehabilitation work.

Metro: The Metro System projects will include the reconstruction of 3-interlockings located in tunnel Section, including:

1) Johns Hopkins Station • Materials have already been procured for this interlocking (only) • Anticipated Advertisement: Spring 2018 • Anticipated NTP: Summer 2018 • Anticipated Metro Station shutdown: Winter 2018 for 3-weeks

2) Station and State Center Station • Anticipated Advertisement: Fall 2018 • Anticipated NTP: Spring 2019 • Anticipated Metro Station shutdown: 7/12/19 – 8/30/19

3) Replacement of deteriorated rail and IJ’s on main track, resurfacing and bridge end alignment, replacement of concrete ties, fasteners between Owings Mills and Mondawmin Metro Station and replacement of deteriorated timber ties at Old Court and Milford Mills • Anticipated Advertisement Date: Fall 2018 • Anticipated NTP Date: Spring 2019 • Anticipated Metro shutdown for Construction: 7/12/19 – TBD

Light Rail: The Light Rail System projects will include the reconstruction of 3-interlockings and rehabilitation of 3-curves in the Central Business District and curves rehabilitation and timber replacement at the South End.

1) Central Business District (Falls Road to Camden Yard) • Reconstruction of North Avenue North Interlocking, North of North Avenue Station • Reconstruction of North Avenue South Interlocking, South of North Avenue Station • Reconstruction of Mount Royal Interlocking • Rail & Curve Rehab at Various locations from North Avenue to Linthicum Station o Anticipated Advertisement Date: Summer 2018 o Anticipated NTP Date: Spring 2019 o Anticipated Metro shutdown for Construction: 6/14/2019 – 7/5/2019

2) South End Projects (Camden Yard to BWI Thurgood Marshall Station) • Reconstruction of Rail and Curve Rehab, Timber Replacement on Patapsco Bridge o Anticipated Advertisement Date: Summer 2018 o Anticipated NTP Date: Spring 2019 o Anticipated Metro shutdown for Construction: 6/14/2019 – 7/5/2019 o

Future Metro and Light Rail projects are planned for 2020/2021.

On March 28, 2018, from 1:00 PM to 3:00 PM, project staff will hold a briefing in the MTA 7th floor Conference Room, at 6 St. Paul Street, Baltimore, Maryland 21202 to provide an overview of the Project. The purpose of this briefing is to provide industry outreach on MTA procurement and installation contracts. The briefing and discussion will include the technical approach, identification of potential risks, means and methods, and potential innovative cost saving ideas to improve the solicitation package. Information regarding the documents for the Request for Information will be discussed at the same meeting under proposed solicitations. Request for Information Questions: General: • Please describe your firm’s experience and background in major transit projects. • Please describe your firm and what role you might play in a solicitation for each section. • Please comment on the sample solicitation schedule for each Project listed above. o Is this a reasonable timeframe to prepare a proposal for each Project? o What do you consider to be the main risk towards the realization of the sample solicitation schedule? o Can your firm handle this kind of schedule at the present time? Material Procurement (Manufacture/Supplier): • Is there any limitation in your production schedule which may affect the delivery of materials? • A Special Trackwork (SPTR) contract may include Direct Fixation Fasteners, Switch Layouts, and Concrete ties. o Do you prefer to have the SPTR contract broken out for each of these materials for procurement? o Can your firm handle more than one contract or do you prefer combined packages? o Is there any limitation regarding the contract size for your firm? o Does Buy America affect your delivery time? o How will you achieve your promise for on-time delivery of materials? Construction: • Do you prefer to procure the main project materials, such as SPTR or do you prefer that the Administrator supply the materials in advance? • Is there any limitation regarding the contract size for your firm? • Can you handle more than one project or do you need to team up with others? • How do you team up with others? • Do you bid on all of the IFB? If you happen to become a low bidder in multiple contracts, how do you handle multiple contracts all at the same time? • Does teaming with others affect the schedule? Can you meet the requirements? • Do you need to inspect fabrication of SPTR layout at the manufacturer facility? • Do you need to inspect SPTR materials on delivery at the Baltimore sites?
