New Westminster—Burnaby North Island—Powell River House of Commons House of Commons 180 Wellington, Suite 203 Justice Building, Suite 900 Ottawa, ON K1A 0A6 Ottawa, ON K1A 0A6 Dear Mr. Julian and Ms. Blaney: Thank you for your letter of August 31, in which you request that the House Administration “…immediately undertake the necessary steps, including testing remote voting […] to ensure that when Parliament resumes, we are in a position to enact a model which allows all parliamentary powers as well as remote participation of some Members.” While I am confident in the ability of the Administration to provide this support in a timely way, such measures require the approval of the House. As Speaker, I am duty-bound to follow the rules, conventions, practices and traditions of the House. Therefore, it must be following a decision of the House that I would direct the Administration to undertake the activities you request. The technological innovations and procedural adaptations the Administration implemented last spring and through this summer were at the order of the House. The motions allowing these initiatives were set to expire on September 21 but have now lost any force or effect as a result of prorogation. The reports of the Standing Committee on Procedure and House Affairs proposing other measures to facilitate the House’s ability to function more fully during the pandemic have not been debated, let alone adopted. With prorogation, these reports have lapsed and are no longer before the House. …/2 -2- As always, the Administration stands ready to carry out any decision taken by the leadership and the House. I therefore encourage you to pursue discussions with your counterparts in the other parties. If a consensus can be reached about how the House should operate once it returns on September 23, I would be pleased to entrust the Administration with implementing any agreement. Sincerely, Hon. RCMP VETERANS’ ASSOCIATION VANCOUVER DIVISION WEBSITE: http://www.rcmpveteransvancouver.com/ JUNE 2020 GENERAL MEETINGS: In normal times, we would not hold Division General Meetings in the months of July, August and September, so you could say that we are back to normal for the next three months. We are still hopeful that under the phased approach to reopening, being taken by Provincial Health Authorities, we will be able to resume our General Meetings in some form in October. PRESIDENT’S MESSAGE: These past few months have been a big challenge to all of us. Our whole way of life has basically changed. We now have to take huge measures to protect ourselves from a virus that could take our lives. I know when I make my weekly trip to the grocery store that I will see seniors not practicing social distancing. It concerns me when people don’t listen to the experts in doing something that is so simple. To this end I hope all of our members are taking these precautions and as our Chief Medical Officer says, “Be Safe, be careful and be kind”. To protect our members, the association has suspended our regular lunch meetings until such time as they can be done in safety. We will review this decision again in September and adhere to the advice of our Chief Medical Officer Bonnie Henry. The world itself has been turned upside down with the death of George Floyd in Minneapolis. I would not have thought for a minute that an incident in the US could so profoundly affect our country.

Leader of the Government in the House of Commons House of Commons Ottawa, Ontario K1A 0A6 Dear Minister Rodriguez, As civil society organizations concerned with environment and health, we call on you to place Bill C-28 on the House agenda for debate at the earliest opportunity and to work with the House Leaders of other parties to enable a vote at second reading before World Environment Day, June 5, 2021. Next month will mark four years since the House Standing Committee on Environment and Sustainable Development of the 42nd Parliament presented to the House its report, Healthy Environment, Healthy Canadians, Healthy Economy: Strengthening the Canadian Environmental Protection Act: Strengthening the Canadian Environmental Protection Act, 1999. The report followed a comprehensive, year-long review of CEPA. The committee held 28 meetings, heard from 56 witnesses and received 66 written briefs. All parties agreed that CEPA needs to be modernized. Parliament has been slow to act on the committee’s core recommendations, and it has now been more than two decades since CEPA entered into force. Pollution sources have shifted and scientific understanding of risks has evolved over this time. CEPA needs to be updated to better protect human health and the environment from current toxic threats. A modernized CEPA is needed as the backbone of a green and just recovery from COVID-19. Canadians have twice petitioned the House of Commons to act on the committee’s 2017 recommendations. Petition e-1659, presented to the House by MP Deb Schulte on October 2, 2018, garnered 11,109 signatures.
