At present, it brings together 394 research centers and over 650 post-graduate programs in Social Sciences and Humanities (master and doctorate studies) located in 25 countries in Latin America and the Caribbean, United States and Europe. The Council aims at promoting and developing research and training in Social Sciences; as well as strengthening exchange and cooperation among organizations and researchers from in and outside the region. It further encourages active dissemination of the knowledge produced by social scientists among social movements, popular organizations and civil society entities. We want to dedicate this book to Maura Patricia, Sandra Milo and all persons who collaborate with the Open Access movement, pro- duction and use of academic journals made ​​in Latin America. 9 FOREWORD LATIN AMERICA IS THE MOST ADVANCED REGION in the world when it comes to adopting open access to their scientific and scholarly journals, which, for the most part, are available full text on the Web at no cost to either the reader or the author, significantly increasing the visibility and accessibility to scientific production in the region. This movement of open access to journals in the region was driven primar- ily by regional initiatives: SciELO; RedALyC; Latindex, the Portal of Portals (PPL); and, recently, journal collections in institutional open access digital repositories. These institutional repositories collabo- rate in national repository systems for science and technology that cooperate regionally under the Federated Network of Institutional Re- positories of Scientific Publications ‘La Referencia’ (Red Federada de Repositorios Institucionales de Publicaciones Científicas), a movement endorsed by advances at domestic legislation level in favor of open ac- cess to scientific information through digital repositories. Latin America distinguishes itself from other regions of the world by considering the scientific information as a common good. All the above initiatives are publicly funded and managed by the same academic community that publishes scientific journals, unlike in Eu- rope and the United States, where much of the scientific communica- tion — mainly journals — has been outsourced and commercialized. 11 MADE IN LATIN AMERICA The book presented here provides the results of exploratory research and different perspectives on achievements, detected problems and challenges the region will be facing in the future, in relation to access, visibility, and scientific and social impact of research published in journals in Latin America, the evaluation of these journals by assess- ment systems and incentives for academic and scientific careers in the region. The coordinators of this initiative, Juan Pablo Alperin (PKP) and Gustavo Fischman (FLACSO), provide recommendations to ad- dress the paradoxes detected by the authors of the studies and essays, which are the result of the project Quality in Open Access Scholarly Communication in Latin America, coordinated by FLACSO-Brazil and a team of researchers from Latindex, Public Knowledge Project (PKP), RedALyC, and SciELO-Brazil, funded by the International De- velopment and Research Center (IDRC)-Canada. For CLACSO — an academic network of 380 research and teaching centers in 25 countries, with 15 years of experience in open access advancement and initiatives in Latin America and the Carib- bean, including the main digital repository of social sciences in the region — it is an honor to present this book, which provides new in- sights for reflection and discussion on academic and scientific com- munication in our region and contributes to the dialogue with other regions of the ‘Global South’. In these discussions, two highly polarized perspectives are often debated. One group highlights the current malaise due to what is missing — ap- propriate budgets, technical training, senior researchers, and other re- sources. ORCID id: 0000-0002- 5752-7060, [email protected] Latin America has historically led a firm and rising Open Access movement and represents the worldwide region with larger adoption of Open Access practices. Argentina has recently expressed its commitment to join Plan S, an initiative from a European consortium of research funders oriented to mandate Open Access publishing of scientific outputs. Here we suggest that the potential adhesion of Argentina or other Latin American nations to Plan S, even in its recently revised version, ignores the reality and tradition of Latin American Open Access publishing, and has still to demonstrate that it will encourage at a regional and global level the advancement of non-commercial Open Access initiatives. Plan S is an initiative from a European consortium of research funders, with the intention of becoming international, oriented to mandate Open Access publishing of research outputs funded by public or private grants, starting from 2021. Launched in September 2018 and revised in May 2019, the plan supported by the so-called cOAlition S involves 10 principles directed to achieve scholarly publishing in “Open Access Journals, Open Access Platforms, or made immediately available through Open Access Repositories without embargo” [1]. cOAlition S, coordinated by Science Europe and comprising 16 national research funders, three charitable foundations and the European Research Council, has pledged to coordinately implement the 10 principles of Plan S in 2021.

During the last semester, there were changes in Chairs of both ESFRI and e-IRG, whereas, both an e-IRG blue paper (requested by ESFRI) and ESFRI TWG documents have been produced, to support decision making procedures, which will significantly move RIs forward, despite the worldwide economic crisis. The presentations and discussion held during the International Conference on RIs in Rome (http://www.euroris-net.eu/News/project_news) highlight - among other issues - the socio-economic benefits stemming from Research Infrastructures, built with a global perspective and requiring an international cooperation setting, fully aligned with the European Research and Innovation Strategy. Siderca initiated its activities during the import substitution phase in Argentina and later achieved international market leadership. The explanation for this breakthrough onto the global stage is to be found in the arrival of a new and young group of middle managers who were promoted from within the corporation. This pattern is consistent with the literature on the role of middle management in the design and implementation of strategic change. The transformations in this company also influenced the rest of the activities of the Techint Group. Any region that is concerned by agglomeration may then benefit from a taxable agglomeration rent and gain from tighter economic integration. On the empirical side, there are very few papers that try to test the theoretical predictions of such a literature. Most papers provide evidence of the existence of a taxable agglomeration rent by analysing either the governments’ behaviour when setting their local tax rate or 69 the location choices of new plants. La nueva geografía económica, usando modelos de competencia monopolística, ofrece una predicción acerca del juego de la competencia fiscal, distinta de la visión estándar que venía ofreciendo la literatura. Algunas regiones que pertenecen a un área de aglomeración pueden beneficiarse de las rentas gravables de aglomeración y ganar así con la integración económica. Conocer e indagar el uso del software en las revistas publicadas por universidades peruanas es necesario para identificar la vigencia y actividad en la que se encuentran. Este, es un estudio exploratorio que tiene una muestra conformada por 54 universidades peruanas, en la que se encontró 324 títulos, que evidenció la totalidad de revistas en acceso abierto; 71% son publicadas por universidades particulares; 27 títulos no tiene ninguna publicación en la plataforma; la versión 2.0 es utilizada por el 73%; la versión 3.0 la utilizan solo 74 revistas.
