Refer to MCO P1020.34G for further guidance. Competition Day: The service specific uniform for participants, graders, scorers, referees, and observers during nearly all events on competition day shall be United States Marine Corps (USMC) Woodland Marine Pattern (MARPAT) utilities with 8-point covers and United States Navy (USN) Working Uniform (NWUs) with 8-point covers (See itemized list below). One primary exception shall be the endurance phase of the competition, where male participants shall wear black or blue colored swim trunks or USN/USMC issued physical training (PT) shorts and female participants shall wear a black or blue colored, one-piece swimsuit. Reference the rules and guidelines for other minor uniform modifications for the endurance phase (event specific). a. (1) Utility 8-Point Cover (Service Specific Digital) b. (1-2) Appropriate collar Insignia (as required) 2 Revised 21 Jan 2013 2013 Great Plains NROTC Competition Informational Summary of Events The events associated with the 2013 Great Plains NROTC Competition (GPNC) shall be held from 1-2 March 2013. The following is a short, informational description of each event. See below for specific dates and times of each event. Social Event: A pre-competition social event shall be held between all units on 1 March 2013. The social event is designed to be a friendly, professional gathering, where members from all units meet, greet, and converse with each other during a mass, buffet style meal. This social gathering shall be located in a private room, floor, and bar at a popular dining establishment in downtown Lincoln, NE, within walking distance of the University of Nebraska-Lincoln (UNL) and most billeting accommodations. The Old Chicago Restaurant (826 P St Lincoln, NE 68508 Second floor area; 402-477-2277) in the historic Haymarket district of downtown, shall be the location of the pre-competition social event. See the maps below for more information on walking and driving directions. Individual units shall cover the cost of their own meals. The UNL NROTC shall be ordering a pizza/pasta buffet for all its attendees to include pizzas with various toppings, assorted pastas and salads, dessert, and non-alcoholic beverages (water, tea, coffee etc.). The buffet is offered at $11.95 per person (includes both a 20% gratuity and 7% sales tax). For a team of 25 individuals, this amounts to roughly $300. Attendees may pay as individuals or as a team. For either style of payment, please contact the UNL AMOI before 20 Feb 2013 (Master Sergeant Criswell (843)-822-6992) with your final number of attendees and your planned method of payment (individual vs team; cash vs check). This event is not mandatory, but highly encouraged; timely numbers enable UNL NROTC to order the correct amount of chow. The authorization for the consumption of alcohol shall be unit specific. However, all attendees shall follow the USN’s policy on the consumption of alcohol; refer to the Navy Alcohol and Drug Abuse Prevention (OPNAV 135F) program for more information on this policy. The competition OIC (UNL NROTC MOI) shall lead the meeting, reviewing all events, rules, regulations, confirming participants from all teams, and noting any changes (i.e. weather, chow, transportation, etc.). He shall also introduce all key personal, to include graders, scorers, and referees. A detailed safety brief shall be provided, along with an assessment of the local weather. In the event the weather does not support the outdoor phases of the competition, the final decision shall be made during this meeting to execute the inclement weather plan (indoor competition operations). Finally, a question and answer period shall be offered to all attendees prior to the end of the meeting. Note: Two UNL Midshipman Liaisons shall accompany each guest unit throughout the day to provide support identification and direction when needed. They shall attend this meeting to link up with unit leaders. Unit Inspection Phase: Each participating command shall execute a formal uniform and knowledge inspection, conducted by USMC NCOs and Staff NCOs from the greater Lincoln, NE Recruiting Area and Omaha Reserve Company. The inspection shall be executed in the UNL Campus Recreational Center indoor football field (Cook Pavilion). The inspection shall be “squad sized” and form into a single column of individuals, with a fixed total of 13 participants, with each member possessing an inert/demilitarized rifle. The squad shall consist of one unit leader and 12 squad members, one of which shall be female. In the event that a unit cannot supply the required number of students for this event, then they need to contact the UNL AMOI immediately (Master Sergeant Criswell (843)-822-6992). Authorized rifles for the competition are standard military type such as the M-1, M-14, M-16, and Springfield M1903. A guide shall carry a standard eight-foot (8’) staff with unit guide-on. The unit commander shall carry a sword. The team and the individual to receive the highest score shall receive an individual award for the inspection. The inspection shall count for 25% of the schools overall score.
