The article is part of the research results on the beliefs around Naga in Nongkhai province, Thailand. The research aimed to study the history of the belief in Naga, and the area in Nongkhai province where the belief is still prominent, through non-participatory observation, non-structured interviews, and the study of the related documents and research. The study revealed the Nongkhai people have been passing down the myth and the belief of Naga, through storytelling from their ancestors to the current generation, as a way to maintain their faith in Buddhism and to draw the connection between the belief and their settlements. Currently, the myth is being passed on to the tourists who show an interest in knowing more about the tradition and culture. The "Naga fireballs" phenomenon, which had become a majestic festival that reflects the identity of the children of the City of Nagas, is also being passed on this way. -

INTRODUCTION 1.1 Purpose of Survey It is estimated that more than 1000 diverse species of fish make their habitats in the watershed of the Mekong River. It is also said that approximately 60% of the protein consumed on a daily basis by people living in the region comes from fish. Thus, there is a close relationship between people's livelihood and fish. In spite of this fact, there is surprisingly little scientific data about the fish in the Mekong River and their habitats. On the other hand, villagers who make their living from fishing every day in the Mekong Basin have a lot of knowledge not only about the fish and their behavior, but also about the relationship between fish migration and changes in water level. -

Woraya Som-in and Savitri Gadavanij Hydropower Dam and Development, Whose Development and for Whom?: A Lesson Learnt from Pak Mun Dam Woraya Som-in* and Savitri Gadavanij** Abstract Pak Mun hydropower dam is one of several government’s development projects in which emerged from the claim of national security and rural development. Due to the long and continuing protests against Pak Mun Dam, the project is one of the most outstanding cases that capture the interest of the civil society in local, national and international context. The case is also considered as one of the longest social movements by grassroot people in Thailand and the world. In 1991 since the dam was built and up until now, the requests and protests of the Assembly of the Poor (affected people) against Pak Mun dam have continued for more than two decades due to the dam’s severe impact to thousands of livelihoods and the ecology of the Mun River and many local communities at large. Our thanks to Ubon Ratchathani University for welcoming us to gather on their campus and to meet and work with their faculty and students during the symposium. 2 Overview of the Symposium The Tracking Change… research program developed to advance knowledge through community- university research activities in the Mackenzie River Basin, Canada with emerging projects in the lower Mekong River Basin (Mun River), Thailand and in the lower Amazon Basin (Tapajos River), Brazil. A global knowledge symposium was held in Thailand from 20-25 February 2017 in the city of Ubon Ratchathani. Research team members, including graduate students, community/partner representatives and faculty/academics (36 participants from Canada, 4 from Brazil, and 6 from Thailand) were hosted at Ubon Ratchathani University and in the local fishing village of Baan Kanpuay. The meeting created opportunities for presentations (oral/poster) by community members, students, academics, policy-makers and partners, placed-based learning about fishing livelihoods in the Ubon Ratchathani Province of Thailand (particularly related to the Pak Mun River Dam), critical discussion with the ultimate aim of mobilizing knowledge being created through Tracking Change.. -

CHAPTER 6 REGIONAL DEVELOPMENT OF THE GOLDEN AND EMERALD TRIANGLE AREAS: THAI PERSPECTIVES Nucharee Supatn INTRODUCTION Regarding international cooperation in the Greater Mekong Sub-region, two triangle areas of the three bordering countries also exist in Thailand. The first is known as the “Golden Triangle” of Myanmar, Lao PDR, and Thailand. It was known as the land of opium and the drug trade in a previous era. The second, the “Emerald Triangle,” includes areas of Cambodia, Lao PDR, and Thailand. In addition, there is also the “Quadrangle Area” of China, Lao PDR, Myanmar, and Thailand which is an extension of the Golden Triangle. Though there is no border between China and Thailand, there is cooperation in trading, drug and criminal control, and also the development of regional infrastructure, especially in the North-South Economic Corridor (NSEC) and the 4th Thai-Laos Friendship Bridge which is currently under construction. Figure 1 shows the location of the two triangles. The circled area indicates the Golden Triangle, which is located in the upper-north of Thailand, whereas the Emerald Triangle is in the northeastern region of the country. However, as these two triangles are located in different regions of Thailand with different characteristics and contexts, the discussions of each region are presented separately. -

Scope and history The Mun River Basin includes all the basins of the Mun's tributaries, for example, Chi River, Phong River, Pao River, Yang River, Scybai River and the like. These areas are called by a geographic name Aeng Khorat or the Khorat Basin. They make up the majority of the Khorat Plateau. At present it is the Northeastern Thailand. In the former times, before the development of the communication and transportation between this region and the inner cities, this region was geographically isolated from other parts of Siam. The communication and transportation between this region and other parts of Siam were impeded by very many obstacles including the high chains of mountains which separate this region from other parts of Siam. In addition, the route between Nakhon Ratchasima and Saraburi, which is the nearest way to get connected with the inner cities, is full of malaria and the route itself is difficult to make use of. -

The environmental and social impacts associated with blocking important fish migrations between the mainstream Mekong River and the Mun River Basin are particularly well known. Fishers, non-governmental organisations and academics have advocated for opening the gates of the dam either year-round or at least for an extended period, and especially at the beginning of the rainy season when a large number of fish migrate upstream. Crucially, however, the damʼs gates are not always opened at the beginning of the rainy season as required by previous agreements. Water management issues associated with opening the Pak Mun Dam have become increasingly complex and fraught because of additional challenges relating to the construction of new infrastructure such as irrigation dams on tributaries, and because of an increasing demand for piped domestic water to supply urban dwellers in Ubon Ratchathani City. -

Fifteen tourist attractions are examined in seven categories: transportation, food, accommodation, souvenirs, information services, activities and marketing. Both cultural and natural attractions have similar problems. The attractions have poor access roads, weak identities, a lack of information and inadequate services. A set of suggestions are made to combat the problems that can be summarised as five general solutions to combat obstacles to cultural tourism and ecotourism in the area. Firstly, management must place greater emphasis on cultural heritage. Secondly, local institutions must provide more sponsorship. Thirdly, community participation must be increased. Fourthly, attractions must be systematically regulated. Finally, information and education must be prioritised.
