Leka and Leka: Judiciary and State-Building of Kosovo: Execution of Imprisonment International Journal on Responsibility 2.1 Dec 2018 Judiciary and State-Building of Kosovo: the Execution of Imprisonment for Women in the Republic of Kosovo Saranda Leka, University of Prishtina “Hasan Prishtina” Dukagjin Leka, University of Gjilan “Kadri Zeka” Abstract Historically it is known that criminal offenses made by females are at a lower level than criminal offenses made by males. However, regardless of gender, it is important to note that for the perpetrators of criminal offenses have also been created the legal basis, and earlier has been used also the customary law, in order to sanction these criminal offenses. But, the main problem throughout the history of mankind has been that through the execution of these sanctions is the re-socialization of those persons achieved, especially for the females, as well as the issue of the physical aspect of the place, where the females should be held, in special prisons or together with other perpetrators of criminal offenses. When considering the penitentiary system in Kosovo, for females who in one way or another have committed a crime and been punished with a prison sentence, it is notable that from the moment they begin serving the sentence, they should be sent to a special prison for women in Kosovo, known as the Lipjan Prison, which is located around 15 kilometers from the capital of Kosovo – Pristina. In this paper, we will try to elaborate historical aspects of the development of the prison for women during the state-building of Kosovo, then the legal basis on which the sentence is served, and we shall not neglect studying and presenting most of the aspects related to the functioning of the single prison for women during the state-building of the Republic of Kosovo. -

European Union Election Expert Mission Kosovo 2021 Final Report Early Legislative Elections 14 February 2021 The Election Expert Missions are independent from the institutions of the European Union. European Union Election Expert Mission Kosovo* Early Legislative Elections – 14th February 2021 Final report I. SUMMARY Elections were held for the 120-member unicameral Kosovo Assembly on 14th February 2021. As with the four previous legislative elections since Kosovo’s 2008 declaration of independence, these were early elections provoked by a political crisis. The elections were competitive, and campaign freedoms were generally respected. There was a vibrant campaign, except in the Kosovo Serb areas. Despite a very short timeframe and challenges caused by the COVID-19 pandemic, the Central Election Commission (CEC) administered the elections well and in a transparent manner, although problems with Out of Kosovo voting reduced confidence in that part of the process. Election day was assessed by local observers as orderly, with voters participating in high numbers. However, as with previous elections, the process deteriorated during the vote count and a large number of recounts were ordered due to discrepancies in the results protocols. Such long-standing systemic problems, which have been identified in previous EU EOMs, should be addressed to enable Kosovo to fully meet international standards for democratic elections. These elections were held in an increasingly polarised atmosphere, influenced by the turbulent political developments since the last legislative elections. -

MAPPING OF SANDŽAK SANDŽAK IN THE REGIONAL CONTEXT: MAPING INFLUENCES AND PROPOSING SOLUTIONS FOR IMPROVEMENT OF THE SOCIO-POLITICAL DEVELOPMENT IN SANDŽAK Belgrade, June 2017 The views expressed in this Policy Paper are those of the author(s) and should not be attributed to the Embassy of the Netherlands 2 INTRODUCTORY REMARKS The present policy paper has been prepared in the framework of the project "Sandžak in a Regional Context - Mapping Influences and Proposing Solutions for Improvement of the Socio-Political Development in Sandžak", funded by the Embassy of the Kingdom of the Netherlands to Serbia. Members of the research project team who were involved in writing the policy paper are: Dušan Janjić, PhD, head of team; Sarina Bakić, MSc; Nebojša Čagorović, PhD; Marija Krstić – Draško; Nadxmedin Spahiu, PhD; Safuadan Plojović, PhD, and Mirjana Rašević, PhD. The main objective of the policy paper is to examine and depict basic trends and features of life in Sandžak, including practices and ceremonies (social gatherings and/or celebrations); institutions and policies that contribute to preserving a concept of "Sandžak"; socio-cultural phenomena and social structures that existed in the past, or exist now or those that can be developed in the future. It is our intention to shed light on the topic of Sandžak; to encourage public debate, i.e. namely to map, inscribe and unveil the Sandžak region on the map of the Western Balkans, and especially of Serbia, Montenegro, Bosnia and Herzegovina and Kosovo; to identify current issues and chart path to the future; to examine whether this could be the "common European future"; and to elaborate the importance of normalization of life in the Western Balkans and mutual relations between the peoples and countries in this region, and thus the normalization of regional cooperation. -
