The festival, which has been held every four years in Kerkrade since 1951, is a meeting place where musicians and visitors from different back­ grounds can come into contact and where cultures unite in order to make music. WmC offers a platform for contests on a global level – but most of all, it looks to connect people. It establishes valuable crossovers in wind music and encourages unique musical experiments. Cross seCtion In essence, WmC is a wind music festival based on con­ tests for wind and fanfare bands, percussion ensembles, brass bands, marching and show bands, and conduc­ tors. During the four­week festival, WmC’s program will also feature high­quality orchestras and artists from the Netherlands and other countries at various locations in the city and region, showcasing a cross section of what wind music has to offer. leADing plAyer Over the past seventy years, WmC has developed into a leading player in the international music world: WmC confers status and prestige onto its participating musi­ cians and orchestras. Winners at Kerkrade can officially call themselves a world champion in the four years until the next contest. WmC has for many years played an important role in the development of jury systems and competition formats. Influential and groundbreak­ ing compositions will also premiere during the festival. A march may be based on Anglo­American principles or may also have its origins at the French or Prussian court. These movements, each with a long­recorded history, will be enriched during WmC with dazzling performances of wind­music cultures from the Far East and South America. The marching performance will follow a set course. Al though the route and choice of music are open to interpretation, they must be representative of the Division in which an orchestra is participating. Musical­ ity, accuracy, uniformity, and creativity are decisive in the march. Ook steden in Limburg kampen met hoge percentages laaggeletterden. Sommige steden zelfs met percentages boven de 16%. Cubiss deed onderzoek naar laaggeletterdheid per wijk en kern binnen gemeentes en publiceerde een confronterend resultaat. “Meer dan één op de tien Limburgers heeft moeite met het lezen of schrijven van Nederlands”, zegt Ilse Lodewijks, Projectleider Participatie en zelfredzaamheid bij Cubiss. Cubiss Limburg adviseert en ondersteunt bibliotheken bij hun activiteiten ter voorkoming en vermindering van laaggeletterdheid. De organisatie deed in alle Limburgse gemeentes de ‘Ken uw doelgroep’-analyse, die een beeld geeft van de spreiding van laaggeletterden binnen wijken en kernen. Ilse: “Het landelijk gemiddelde voor laaggeletterdheid is 11,9%. Limburg scoort dus relatief hoog met bijna 13%.     THE AFTERMATH OF THE CLOSURE OF THE DUTCH COAL MINES IN SOUTH LIMBURG: REGIONAL ECONOMIC AND SOCIAL RECONSTRUCTION Hans Kasper, Maastricht University and Etil BV This case study focuses on 35 years of economic redevelopment, reconversion or restructuring after the closure of the Dutch coal mines in the South Limburg mining district. It explicates what strategic decisions and measures were taken to solve the economic and social problems that occurred in this Dutch area after the closure of the coal mines, a process that was announced on December 17, 1965, by the Dutch government. Based on real-life experiences, this case study discusses the role and relevance of strategic planning, project management, human resource management, labor market policy, social policy, public policy and regional policy in restructuring the economic structure of an area in which a dominant player ended its activities in a rather short period. The case tackles not only the economic impact but also the social impact of the coal mine closures. The case is intended to be used as the basis for class discussion rather than to illustrate either effective or ineffective handling of a management situation.
