GOOD TO KNOW In this section you will find some practical advice for visiting Berlin. WEATHER: The German fall is usually rather rainy or at least cloudy and often windy. For the week of the conference, temperatures are estimated to vary roughly between 10-17° Celsius (50-62 Fahrenheit) during the day and 6-12° Celsius (43-54 Fahrenheit) at night. Thus, it is recommendable to bring clothing which protects you from wind and rain. DRINKING WATER in Berlin is good quality: you can drink directly from the tap without problems. OPENING TIMES: On commercial streets almost all the shops are open from Monday to Saturday from 10am to 10pm and some days even later. If it is late and you need some basic thing, you will always find a Spätkauf (“late shopping”) open: they are all around the city and many of them open 24 hours. TIPS: It is common practice to leave a tip between 10-15 % in bars and restaurants when the service has been satisfactory.

    INTERMEDIATE CHAPTER POSTWAR BERLIN: 1945-1949 In preparation for our simulated or real walk to locations of Berlin that have significance for the 1945—1949 period, we will turn to three films: Wolfgang Staudte’s Die Mörder sind unter uns (1946), Gerhard Lamprecht’s Irgendwo in Berlin (1946); and Roberto Rosselini’s Germania anno zero (1948). The war-ravaged city on the screen is barely recognizable as Berlin. Other than the panoramic view of the bombarded Reichstag at the beginning of Germania anno zero and later the brief shots of Black Market activities in its vicinity, the films include no Berlin landmarks. In each a landscape of equalizing rubble dominates. Given the American and British saturation bombings started in early 1943 and heightened in the spring of 1945 (the British bombed at night, the Americans during the day), it is a miracle that any buildings remained more or less intact. Why some were saved while others were destroyed seems inexplicable, just as inexplicable as the intact rooms jutting into the landscape on steel props from the sites of otherwise demolished buildings. There is little evidence of the “Hurrah! We’re still alive!” feeling that supposedly animated Germans in 1945. Avoiding comments on the rubble, people move around in it as if it had been their natural surrounding their entire lives. No one worries about hidden explosives or about dropping into one of the many holes in the asphalt which off and on caused Berliners to land in subway tunnels. Focused on the present, on making it through the next day or merely the next hour, people simply cope with their hardships as best they can.

Participation in policymaking for senior citizens in Berlin Participation for senior citizens in Berlin Legal bases The Senate of Berlin wants to encourage older people to get more involved in shaping society. This aim is put into practice in the Berlin Act for the Participation of Senior Citizens (BerlSenG). The goal of the act is to encourage the active participa- tion of senior citizens in Berlin in the social, cultural and political life of the city. The aim is to provide better ways for people over 60 years of age to bring their experience and their skills to the table. To this end, senior citizens are being encouraged to participate to a greater extent in district and state-level policymaking. Who can get involved? Anyone who • has reached the age of 60 and who • is registered in Berlin as their primary place of residence may become a candidate to join the committee of representatives for senior citizens in their district and may vote for these representatives. It is not necessary for the candidate to have German citizenship. Elections for the committee of representatives for senior citizens are held every five years. Committees for participation by senior citizens in Berlin The various committees for participation by senior citi- zens are independent, neutral in terms of party politics and non-denominational. The members carry out their work on a voluntary basis. There are three committees in Berlin that provide for the participation of senior citizens. District-Level Committee of Representatives for Senior Citizens (BSV) In each district, there is one committee of representatives for senior citizens.

The title, FROM BOOM TO GROWTH, refers to the curve the Berlin residential market will presumably trace in the coming twelve months. This is becau- se, from population development to construction activity and the level of interest rates, all socioeconomic indicators are in place for a further upswing in Berlin’s resi- dential market. Immigration into Germany has, indeed, fallen by quite a bit, but Ber- lin – as capital of the strongest and most stable European national economy – has gained a great deal of appeal internationally. Most recently, the city has been attrac- ting more and more US and UK buyers. The decline in the number of building permits issued in the first quarter of 2017 is another clear signal that the backlog in demand will persist, and that the trend towards migration to the ex-burbs will continue, one that our survey of developers has confirmed. One cause for the construction boom outside the city limits also seems to be the way Berlin deals with property developers. In his foreword, Michael Voigtländer does not mince words about this: “Nowhere else,” he says, “is there as much vehe- ment resistance to investors as in Berlin.” It is in this vein that we too would like to appeal to politicians to recognize the interest of all Berlin and finally support private residential construction.

The Haus der Zukunft (house of the future) creates its own sculptural identity in this ensemble. On the two main sides of the Futurium two public spaces are defined by setting back the building. Folding the building up to create urban high points makes the Futurium a striking appearance between the Spree River and the elevated railway. Alongside the Parliamentary Library and specialist scientific service providers it also accommodates a Wall memorial open to the public. Together with Lüders Building the Federal Chancellory and Paul-Löbe-House, Marie-Elisabeth-Lüders House also forms part of “Federal Row”, an architectural symbol of German unity.
