St. Louis Street Performers United Voluntary Best Practices Guidelines
VOLUNTARY BEST PRACTICES GUIDELINES Street performers, also known as buskers, make a valuable contribution to our vibrant urban fabric. We want to encourage street performances while respecting the reasonable expectations of the greater public to enjoy peace and quiet in their homes and the ability of businesses to conduct commerce. These voluntary guidelines seek to balance the interests of performers with those of residents, visitors and businesses. A respectful environment will create more opportunities for local street performers and make the region a welcoming destination for traveling artists. Following a court challenge, the City of St. Louis repealed its overly broad street performer ordinance in October 2013. Elsewhere in the region, other municipalities have not adopted street performer ordinances. So, street performers are free to perform in any public location, although they are subject to other regulations prohibiting disturbing the peace, obstruction of public passageways, aggressive panhandling and intrusive noise. Drafted by an interested group of participating street performers in collaboration with the St. Louis Volunteer Lawyers and Accountants for the Arts (VLAA) and the American Civil Liberties Union of Missouri (ACLU), this consensus document is based on the belief that street performers are largely self- regulating. Our common sense “time, place and manner” guidelines are not intended to prohibit or hinder artistic expression, which is protected by the First Amendment. The goal is to ensure that public areas remain safe and useful for their primary purposes while asserting the rights of street performers and other artists. Activism and Ironic Identities Political activists have not historically been known for their fun-loving sense of humor and playfulness. Nor do they have a reputation for communicating in riddles, deliberately speaking the opposite of what they mean. However, as the realities of mass media communication have evolved, so too have the tactics employed by activists for capturing the media spotlight. More and more groups are now building their actions around a playfully ironic sensibility, creating attention-getting stunts, graphics, and slogans, along with pre-packaged media sound-bites. Within this larger trend, one particular tactic involves a form of masquerade, as groups very deliberately assume the identities of their opponents. -

Lawrence, the Free State or anti-slavery capital of Kansas during Bleeding Kansas, was dubbed the "Cradle of Liberty" by Abraham Lincoln. Partly due to this reputation, a vibrant Black community developed in the town in the years following the Civil War. White Lawrencians were fairly tolerant of Black people during this period, though three Black men were lynched from the Kaw River Bridge in 1882 during an economic depression in Lawrence. When the U.S. Supreme Court ruled in 1894 that "separate but equal" was constitutional, racial attitudes hardened. Gradually Jim Crow segregation was instituted in the former bastion of freedom with many facilities becoming segregated around the time Black Poet Laureate Langston Hughes lived in the dty-asa child. Then in the 1920s a Ku Klux Klan rally with a burning cross was attended by 2,000 hooded participants near Centennial Park. Racial discrimination subsequently became rampant and segregation solidified. Change was in the air after World "vV ar II. The Lawrence League for the Practice of Democracy (LLPD) formed in 1945 and was in the vanguard of Post-war efforts to end racial segregation and discrimination. This was a bi-racial group composed of many KU faculty and Lawrence residents. A chapter of Congress on Racial Equality (CORE) formed in Lawrence in 1947 and on April 15 of the following year, 25 members held a sit-in at Brick's Cafe to force it to serve everyone equally. -

Guerrilla Spatial Tactics and Methods of Urban Hacking in Brisbane, Australia Christopher Cox, Mirko Guaralda Queensland University of Technology, Brisbane, Australia Creative Industries Faculty, School of Design [email protected] | [email protected] Abstract It could be argued that architecture has an inherent social responsibility to enrich the urban and spatial environments for the city’s occupants. However, how we define quality, and how ‘places’ can be designed to be fair and equitable, catering for individuals on a humanistic and psychological level, is often not clearly addressed. Lefebvre discusses the idea of the ‘right to the city’; the belief that public space design should facilitate freedom of expression and incite a sense of spatial ownership for its occupants in public/commercial precincts. Lefebvre also points out the importance of sensory experience in the urban environment. “Street-scape theatrics” are performative activities that summarise these two concepts, advocating the ‘right to the city’ by way of art as well as providing sensual engagement for city users. Literature discusses the importance of Street-scape Theatrics however few sources attempt to discuss this topic in terms of how to design these spaces/places to enhance the city on both a sensory and political level. This research, grounded in political theory, investigates the case of street music, in particular busking, in the city of Brisbane, Australia. Street culture is a notion that already exists in Brisbane, but it is heavily controlled especially in central locations. -

Conceptualising Horizontal Politics Eloїse Harding Thesis submitted to the University of Nottingham for the degree of Doctor of Philosophy July 2012 1 Abstract This project investigates the likelihood of a distinctive ideology emerging from what are known as ‘horizontal’ political movements – those which, in brief, aim to operate non-hierarchically guided by principles such as affinity – and furthermore to identify the potential components of such an ideology. The methodology is broadly based on that developed by Freeden, namely an analysis of the conceptual morphology of the ideas put out by horizontal movements. The sources used derive largely from the output of the movements themselves in various forms. The question under discussion here is how such movements attempt to distinguish themselves. This investigation begins with the output of various elements of the horizontal ‘movement of movements’. The distinguishing features of such movements will be discussed in terms firstly of ethos and tactics and secondly of more theory-based reflections: both elements feed in to an overall investigation based on Freeden’s conceptualisation of an ideology as containing elements of both theory and practice. -

Beck This dissertation explores a form of performance I call “ototheatre,” which is a mobile and participatory audience experience executed with portable sound technology. Ototheatre is an emergent artistic form that sits at a convergence of contemporary technologies and audience consumption habits. Case studies, including smartphone applications and new theatrical works incorporating novel uses of sound technology, reveal the antecedents and characteristics of this form of theatre. I explore the methods by which these works create intimate, interactive theatrical experiences that extend modes of audience experience. Podcasts are a new media practice that have multiple theatrical antecedents and ototheatrical potential. I analyze a particularly theatrical podcast, choreographer Hofesh Shechter’s Everyday Moments, to show new possibilities for individual modes of performance scripted by podcast artists for solo listening. I trace a genealogy that includes the théâtrophone, radio drama, and the downloadable podcast to demonstrate how the recorded voice has long been creating remote theatrical experiences for audiences through the use of mediatized sound technology. While radio has been called a “theatre of the mind,” I argue that podcasts can create an intimate, post-humanistic theatre of the body. I examine artistic sound works that are related to the audio tour to explore ways of mapping space with sound. -

Contact: [email protected] The Labour of Austerity: Absurdity, Performative Resistance, and Cultural Transformation Nora Almeida New York City College of Technology ABSTR ACT This essay explores the social-psychic toll of prolonged austerity on academic librarians and the range of strategies that have (or could) serve as tools of resistance. Using a combination of theoretical analysis and autoethnography, I examine the emotional impact of bottomless and invisible labour imposed by austerity and the ways institutions use emotional coercion to promote self-surveillance, meta-work, and hyper-productivity. Following this analysis, I discuss the ways that oppressive institutional cultures silence dissent and absorb common resistance tactics advocated by educators. Finally, I introduce several examples of performance-based resistance projects and explore how creative, personal, and absurd forms of protest might be used to critique and transform the culture of work and our affective experience as knowledge workers in the neoliberal academy. Revolutionary Theatricality: Dramatized American Protest, 1967-1968 Angela Rothman University of Oregon Rothman 1 American protest against the political and social establishment grew between the years 1967 and 1968 because dramatic aspects of rebellion manifested in theatrical methods. Prominent examples of these protests include the San Francisco Mime Troupe, the production of Paradise Now by the Living Theatre, the Broadway cast production of the musical Hair, and the Festival of Life by the Yippie Movement1 at the Chicago Democratic National Convention. During this intense period of domestic conflict, these activists embraced the revolutions of radical theater as visible forms of protest. Theatrical performance is a major presentation performed by actors and interpreted by audiences, both politically and socially. In an America embroiled in war and cultural conflict, the actors in social groups used revolutionary strategies to express the need for changes in society. Naomi Feigelson’s The Underground Revolution: Hippies, Yippies, and Others argues that politics meshed with theater in “the insistence on involvement, the need for each person to feel part of life.” 2 Doing so made “the spectator part of the action, [in] a drive for liberation and personal expression.” 3 Both Broadway and off-Broadway theater companies, as well as activists like the Yippies, created a platform for their messages and invited spectators to join the drama. While political theater was not a new art form, experimental theater methods decisively influenced performative protests in the late 1960s. They demonstrated their theatrical protest in the call to, and act of, revolution. Stephan Mark Halpern writes that as “the war in Vietnam dragged on and on it seemed to expose the unresponsiveness of government and the weaknesses in American society;” this instability coupled with social repression made a volatile mixture.
