It applies a novel identification technique that uses the overall development of the air transport network to identify changes in airport size that are not influenced by local factors. Airport size is found to have positive effects on local employment with an elasticity of 0.02 and on GDP with an elasticity of 0.035. This means that for every job created at the airport by an exogenous increase in traffic, there are three jobs created outside of the airport. Airport size is also found to have positive effects on local wages and on the number of firms.

Downloaded from VU Research Repository https://vuir.vu.edu.au/39592/ Airport Size and Urban Growth* Nicholas Sheard† December 2017 Abstract This paper studies how airports affect economic growth in US metropolitan areas. The main finding is that airport size has a positive effect on local employment, with an elasticity of 0.04. The effect appears to be mostly due to a positive effect on services employment and to be concentrated in parts of the metropolitan area nearer the airport. To further un- derstand how the airport affects the local economy, the effects on several other variables are estimated. Airport size is found to have positive effects on the number of firms, the population size, the rate of employment, and GDP in the local area. The magnitudes of the effects on population and employment suggest that airport expansion creates jobs for both existing residents and migrants to the area. The estimation uses a novel technique to identify the effects of airport infrastructure. It applies instruments for changes in airport size that are calculated from overall changes in air traffic in a set of categories: the airlines, the types of aircraft, or the distances flown. The technique could be adapted to study the effects of other types of infrastructure.

Introduction The air cargo industry is an essential component of Hawaii’s economy. High value products as well as perishable time-sensitive fresh agricultural products and seafood are transported to and from the mainland and global destinations. The global economy has become more speed-driven and globally inter-connected (Kasarda et al., 2005). With this, trends have emerged that have favored air cargo, including just-in-time inventory management, the exponential growth of e-commerce, and increased demand for perishable products. The growth surge of air cargo started in 1997, with the Air Cargo Deregulation Act (US Congress, 1980). The deregulation spurred innovation and competition among air carriers, propelling the rapid expansion of air cargo both domestically and globally. US deregulation was followed by deregulation in Europe (Sharpenseel, 2001) then Asia (Sharpenseel, 2010). In addition to deregulation, developments in aerospace technology have allowed planes to carry more cargo longer distances. Increased power and efficiency in design and engines are crucial in increasing a plane’s cargo capacity and diversifying destinations even further (Crabtree, et al., 2016).
