Ecclesiastical Circumscriptions and Their Relationship with the Diocesan Bishop
CANON 294 ECCLESIASTICAL CIRCUMSCRIPTIONS AND THEIR RELATIONSHIP WITH THE DIOCESAN BISHOP What is the relationship of the faithful in personal ecclesiastical circumscriptions to the local diocesan bishop? OPINION The Apostolic See, in the Annual General Statistical Questionnaire, asks diocesan bishops the number of priests in the ecclesiastical circumscription of the diocese, their country of origin and whether they are diocesan or religious. The fact that the diocesan bishop is answering these questions indicates the close relationship between himself and any personal Ecclesiastical Circumscription. Canons 215 and 216 of the 1917 Code required that ecclesiastical circumscriptions be territorial within a diocese and an apostolic indult was needed, for example, to establish personal parishes for an ethnic group of the faithful. After World War II, Pope Pius XII provided for the pastoral care of refugees and migrants in his apostolic constitution Exsul Familia in 1952. Chaplains for migrants were granted special faculties to facilitate pastoral care without receiving the power of jurisdiction or governance. The Second Vatican Council admitted personal criteria in ecclesiastical organisation. The decree Christus Dominus 11 held that the essential element of a particular Church is personal, being a “portion of the people of God”. Personal factors are crucial to determine the communitarian aspect of the makeup of a community. After Vatican II, the Code of Canon Law needed revision. The Synod of Bishops in 1967 approved the principles to guide the revision of the code. The eighth principle stated: “The principle of territoriality in the exercise of ecclesiastical government is to be revised somewhat, for contemporary apostolic factors seem to recommend personal jurisdictional units. -

ADELSSTATUUT EN ADELSBOEKJES IN EUROPA VANAF 1800 0. Schutte Ädelsgeschiedenis kent twee aspecten: de regels die in een bepaald land in een bepaalde tijd aan het instituut adel als zodanig ten grondslag liggen, het adelsstatuut, en de personele invulling ervan, die men onder meer terugvindt in adelsboekjes.We verstaan daaronder seriewerken betreffende een bepaald land, waarin meestal alfabetisch gegevens vermeld staan betreffende een aantal adellijke families en die jaarlijks of althans met een zekere regelmaat verschijnen. In dit artikel zullen de grenzen van Europa niet overschreden worden. Immers: in andere werelddelen bestaan er wel hogere sociale klassen die om die reden met de Europese adel ver gelijkbaar zijn, maar het adelsstatuut is daar meestal anders en zeker is ook de registratie van een andere aard dan wij in Europa kennen, waar eigenlijk alleen nog maar op papier (of per kament) aangeleverde bescheiden het bewijs leveren of iemand van adel is. Onder 'adelsstatuut' verstaan we het geheel van regels, waardoor iemand van adel wordt, waar door de adeldom wordt doorgegeven aan het nageslacht en waardoor de adeldom eventueel teniet gaat. De vraag doet zich voor of adel een nationaal of een internationaal instituut is. Hoewel 'blauw bloed' uiteraard over de staatsgrens kan worden meegenomen, hebben alle soeverei ne staten in de loop van de tijd regels opgesteld betreffende adeldom. Dit kwam mede voort uit het feit dat tijdens het ancien régime aan adeldom voorrechten verbonden waren en het is logisch dat de vorst van het land waar men zich vestigde, die voorrechten niet zonder meer zou willen toestaan aan adellijke ex-onderdanen van een andere staat. -

Internationally, we march to- wards achieving canonical status as an Association of the Faithful, which several of our Grand Priories have already attained na- tionally. We must continue to work hard to grow our order. We must also do more to spread our message of hope, by helping those who are lost or in need. Yes, our work is fun and we are energized by our mission of mercy! So let’s give thanks for our growth in spirit, in numbers, and in our contributions to making a better world. Let’s also rejoice that our Grand Mas- ter H. E. The Archconfraternity of the Most Precious Blood By Francesco Bartoloni, cpps I should like to begin by noting that in preparing this presentation I have relied heavily on Michele Colagiovanni’s, Il Padre Segreto, Vita di Monsignore Francesco Albertini, especially chapters 10, 11, 12, and 18, and an article by Mario Dariozzi, cpps, “L’Arciconfraternità del Preziossissimo Sangue in San Nicola in Carcere Tulliano.” (See the end of the article for full references.) The Enciclopedia Cattolica defines a confraternity as an ecclesiastical corporation, composed primarily of the laity, canonically erected and governed by a competent superior, with the aim of promoting the Christian faith by means of special good works directed to divine worship or to charity to one’s neighbor. Often worship and charity are associated aims in the statutes of confraternities. Thus conceived, they are genuine and stable ecclesiastical foundations with their own organization, capable of having their own statutes, etc. According to the Code of Canon Law of 1917, confraternities are not to be confused with: 1. those institutes that have the title of “pious causes” (hospitality, recovery houses, orphanages, etc.) which have a more complex aim; 2. pious unions that exist for a particular occasion, held together by the will of their members, which go out of existence when there are no more members; 3. secular third orders that are closely linked with the religious order from which they derive their name; 4. associations of the arts and of craftsmen which have an aim that is primarily economic, even if they place themselves under the protection of a saint. -
