    Chapter 5: Visual Resources A. INTRODUCTION This chapter considers the potential for the Proposed Project to affect visual resources within the Project Corridor. The analysis of visual impacts is based upon methodology described in the New York State Department of Environmental Conservation (NYSDEC) Program Policy, “Assessing and Mitigating Visual Impacts,” (DEP-00-2). An analysis of potential visual impacts was conducted at identified sensitive receptors as well as from a variety of representative viewpoints within the Study Area. B. PRINCIPAL CONCLUSIONS AND IMPACTS The Proposed Project would cause visual changes to the Study Area resulting from the construction of a new track; new retaining walls; pedestrian overpasses; parking structures; roadway underpasses; relocation of overhead utility lines; removing of existing wood utility poles and replacement with steel utility poles (except for grade crossing locations where wooden poles will replace existing ones); and removal of existing vegetation adjacent to the Long Island Rail Road (LIRR) right-of-way (ROW). While this policy was developed for NYSDEC review of actions, the methodology and impact assessment criteria established by the policy are comprehensive and can be used by other State and local agencies to assess potential impacts.     LIRR Expansion Project Community Outreach Plan Summer 2018 Introduction Project Background The Metropolitan Transportation Authority’s (MTA) operating agencies, MTA Capital Construction Company (MTACC) and Long Island Rail Road (LIRR), are embarking upon the LIRR Expansion Project from Floral Park to Hicksville to improve mass transit, reduce traffic congestion, protect the environment, improve safety, and enhance community quality-of-life. The project calls for a completely new approach to the construction of a third track along a 9.8-mile stretch of the railroad’s heavily traversed Main Line between the Floral Park and Hicksville train stations, the elimination of seven at- grade crossings, new parking facilities, upgrades to railroad infrastructure, enhancements to passenger rail stations, and other local improvements. It will enable more robust and reliable rail service, make living and working on Long Island easier, and ensure Long Island’s economic health now and for the next century. Since Governor Cuomo announced the project in January 2016, the project team has engaged in an unprecedented level of public outreach with a broad range of individuals and organizations, including community groups, elected and appointed officials, businesses, and residents. In the summer of 2016, six public Scoping meetings were held at four different locations to obtain input on the project. Following the release of the Draft Environmental Impact Statement (DEIS) in November 2016, six DEIS and Eminent Domain Procedures Law (EDPL) public hearings were held. Many of the Project’s elements and aspects of the environmental study, detailed in the Final Environmental Impact Statement (FEIS) released in April 2017, are the direct result of input given by the public.

As a result, the OIG provided the requested assistance as described below. Background As reflected in past reports, the OIG has established to agency management the many benefits of GPS-based automatic vehicle location monitoring technology. These benefits include: determining the optimal size and utilization of an agency’s automotive fleet; providing data for accident/incident investigation; reducing operating expense by monitoring idling and maintenance cycles; allowing for audits of potentially risky driving behavior such as speeding and hard braking; and improving management and accountability of a widespread workforce. Given these benefits, in 2016 the MTA Inspector General recommended to the then-Director of Safety and Security at MTA Headquarters, who had supervisory and oversight authority over the Department, that the Department install GPS systems in agency vehicles. The Director agreed. Thereafter, the Department infonned the OIG that the Department had determined to have those of its Radio Motor Patrol vehicles (RMPs) assigned to primary operators on a 24/7 basis retrofitted with GPS tracking devices, beginning in January 2017.
