Phelan THE FACTS VisionTV is a multi-faith and multi-cultural specialty service whose broadcasts are of one of two kinds; they are either Cornerstone programming (programming of various types produced by VisionTV or licensed by VisionTV from independent producers and distributors, including drama, documentaries, sitcoms, music programs, and lifestyle series) or Mosaic programming (programming provided to VisionTV by various faith groups that have either produced or acquired that programming and purchase time on VisionTV to broadcast it, the programming often being in the form of sermons, readings from scripture, talk shows, or short form documentaries). Dil Dil Pakistan was, at material times, a weekly English-language religious program of the Mosaic variety that included Arabic-language elements in its broadcasts. The foregoing being said, it should be noted that VisionTV is responsible for the broadcast content of both Cornerstone and Mosaic programming in the same way that any broadcaster is responsible for every moment of content it broadcasts. Ik schrijf “werd”, want nogmaals, dit nieuws is alweer bijgeschreven in de geschiedenisboeken...! Bij het intypen van deze tekst ben ik er achter gekomen, dat het hierboven vermelde nieuws niet meer uitgezonden wordt !     A Fine Balance: The Regulation of Canadian Religious Broadcasting Mark Faassen* The Canadian Radio-television and Telecommunications Commission (CRTC) has created special rulesfor religiousradio and television stations. The authorcritically reviews the evolution of the CR TC's religious broadcastingpolicy since it was first set out in 1983. He argues that the policy's central tenet-the "balanceprogramming" requirement-isflawed and should be revisited. When the CR TC began to award licences to religious broadcasters, it required that they 2011 CanLIIDocs 536 offer programmingfrom a variety of faith perspectives. These rules were based on the 1968 Broadcasting Act, which required that programming in Canada provide a "balanced opportunity for the expression of differing views on matters of public concern". Religious broadcastingwas not addressed in the Act, but the CR TC, regardingreligion as controversial, classified it as a "matter of public concern" and therefore as subject to a balance requirement. Over the past three decades, the CR TC has gradually allowed many types of programming to be used to balance religious content. Though the word "balance" was removed in the 1991 Broadcasting Act with respect to matters of public concern, the balance programming objective has remained central to the CR TC's religious broadcastingpolicy. The author argues that the balance requirement is no longer appropriateon a proper interpretation of the governing statute and given the CRTC's dissimilar application of the rules to other broadcasters.Further, developments in distribution technology, the broadcasting industry and consumer behaviour have undermined any rationale that may once have existed for the balance requirement.
