AGENDA: 1 127th SLBC CONFIRMATION OF THE MINUTES OF THE EARLIER MEETING The minutes of the 126th State Level Bankers‟ Committee Meeting convened on 29.06.2011 (already circulated vide SLBC letter dated 26.07.2011) may be confirmed. AGENDA No: 2 Follow-up action on the decision of the earlier meetings: Notification of Centres for Deposit Of Title Deeds for Creation of Equitable Mortgage Transaction (EMT) SLBC Convenor requested the Principal Secretary, Finance, Government of Tamil Nadu vide SLBC letter dated 11.01.2011, with a copy of the above GO of Government of Kerala, to arrange for notification of all centres in Tamil Nadu where Bank Branches are located on the lines done in Kerala. State Government is again requested to notify all the centres where bank branches are located as notified centres. AGENDA No: 3 127th SLBC New Issues 1. Providing Banking services in every village having population of over 2000 The details of revised list of villages (4385) having population over 2000 identified and allotted to various Banks by DCCs for extension of banking services were placed in the SLRM 2010. As per the plan submitted by member banks, 2188 villages have to be covered in 2010-11 and 2197 villages in 2011-12. As per the Quarterly progress report submitted by Banks as per Annexure B, 2505 villages have been covered as on 30.06.2011. The details are furnished in the annexure. Member Banks are requested to ensure extension of banking services to villages as per plan submitted by them and ensure 100% achievement by December 2011 as decided earlier. It is a matter of grave concern that following banks have not rolled out Financial Inclusion even in a single village till 30.06.2011. Financial Inclusion A) As per the information received from LDMs, Total Financial Inclusion is achieved in Districts like Cuddalore, Kanyakumari, Tiruvarur and Madurai. LDMs / DCC convenors of remaining Districts are requested to give the present status under Financial Inclusion in the format and expedite achievement of 100% Financial Inclusion, as advised vide SLBC letter dated 27.04.2010. B) SLBC has been requesting State Government to route the benefit payments like wages under NREGA etc through Bank accounts. In SLRM 2010 held on 14.12.2010, Principal Secretary, Finance, Government of Tamil Nadu informed the forum that State Government is open to the idea. Banks have already opened a large number of no fills accounts for the beneficiaries under NREG, besides reaching out to the door steps of the people in villages having population over 2000. The State Government already commenced disbursement of Old Age Pension through Banks from September, 2011 on a pilot basis in one taluk each in three Districts viz. Trichy, Cuddalore and Kanyakumari. They are also contemplating to route the payments under Dr.Muthulakshmi maternity benefit scheme through Banks. The State Government is once again requested to route NREGA payments and all other subsidies/ grants also through Banks. C) RBI, Chennai vide letter dated 17.12.2009 has called for statistical data (in a prescribed format) on ICT based Financial Inclusion from member Banks in Tamil Nadu. SLBC is collecting, compiling and submitting to RBI. Member Banks are requested to furnish the data on time to SLBC. D) The progress made by the Member Banks under Financial Inclusion as of June 2011 is furnished in the Annexure. Ministry of Finance, Government of India’s directives on Lending to Agriculture: All SLBC Convenor banks have been advised by the Ministry of Finance, Government of India, to launch an action plan to improve lending to Agriculture particularly crop loans. The target is to ensure that each farmer gets an agriculture credit limit by 30.09.2011. Special SLBC was conducted on 29.08.2011 and the minutes of the meeting was sent to member banks /RBI /NABARD and Government of Tamil Nadu on 30.08.2011. A small Committee of the Banks has been formed to monitor the progress made in this direction. SLBC has requested the Secretary, Commercial Taxes & Registration, Government of Tamil Nadu to waive the mortgage charges as the above scheme envisages provision of agricultural credit limit to all the farmers in the State and it would definitely help the State in increasing agricultural production benefitting the farming community in large. The Banks are advised not to charge processing fees, documentation fees, inspection charges, advocate fees, renewal charges. The Secretary, Commercial Taxes & Registration is requested to waive the mortgage charges and also make available EC details, chitta & adangal and other land records “online” so that banks themselves can draw the details & deliver the loans fast without insisting the farmers to produce them. The forum is requested to deliberate and offer its views / suggestions to ensure each farmer gets an agricultural credit limit as advised by the Ministry of Finance, Government of India. 8 New Issues 127th SLBC 4. CROP INSURANCE SCHEMES A) National Agriculture Insurance Scheme (NAIS) Chief Secretary, Government of Tamil Nadu had strongly advocated compulsory coverage of all eligible crop loans including crop loans against jewels. Tamil Nadu Government already took up the poor coverage of NAIS with RBI for ensuring compulsory coverage under insurance for meeting crop loss. Member Banks are once again requested to ensure coverage all crop loans (including agricultural jewel loans) granted for cultivating notified crops in notified areas by their branches.
