Notification of Centres for Deposit Of Title Deeds for Creation of Equitable Mortgage Transaction (EMT)

SLBC Convenor requested the Principal Secretary, Finance, Government of

Tamil Nadu vide SLBC letter dated 11.01.2011, with a copy of the above GO of Government of Kerala, to arrange for notification of all centres in Tamil

Nadu where Branches are located on the lines done in Kerala.

State Government is again requested to notify all the centres where bank branches are located as notified centres.

New Issues

1. Providing Banking services in every village having population of over 2000

The details of revised list of villages (4385) having population over 2000 identified and allotted to various by DCCs for extension of banking services were placed in the SLRM 2010.

As per the plan submitted by member banks, 2188 villages have to be covered in 2010-11 and 2197 villages in 2011-12.

As per the Quarterly progress report submitted by Banks as per Annexure B, 2505 villages have been covered as on 30.06.2011. The details are furnished in the annexure.

Member Banks are requested to ensure extension of banking services to villages as per plan submitted by them and ensure 100% achievement by December 2011 as decided earlier.

It is a matter of grave concern that following banks have not rolled out Financial Inclusion even in a single village till 30.06.2011.

2. Financial Inclusion

A) As per the information received from LDMs, Total Financial Inclusion is achieved in Districts like Cuddalore, Kanyakumari, Tiruvarur and Madurai. LDMs / DCC convenors of remaining Districts are requested to give the present status under Financial Inclusion in the format and expedite achievement of 100% Financial Inclusion, as advised vide SLBC letter dated 27.04.2010.

B) SLBC has been requesting State Government to route the benefit payments like wages under NREGA etc through Bank accounts. In SLRM 2010 held on 14.12.2010, Principal Secretary, Finance, Government of informed the forum that State Government is open to the idea. Banks have already opened a large number of no fills accounts for the beneficiaries under NREG, besides reaching out to the door steps of the people in villages having population over 2000. The State Government already commenced disbursement of Old Age Pension through Banks from September, 2011 on a pilot basis in one taluk each in three Districts viz. Trichy, Cuddalore and Kanyakumari. They are also contemplating to route the payments under Dr.Muthulakshmi maternity benefit scheme through Banks. The State Government is once again requested to route NREGA payments and all other subsidies/ grants also through Banks.

C) RBI, vide letter dated 17.12.2009 has called for statistical data (in a prescribed format) on ICT based Financial Inclusion from member Banks in Tamil Nadu. SLBC is collecting, compiling and submitting to RBI. Member Banks are requested to furnish the data on time to SLBC.

D) The progress made by the Member Banks under Financial Inclusion as of June 2011 is furnished in the Annexure. DCC Convenors /LDMs are requested to ensure submission of the data on financial inclusion to SLBC for review on time.

3. Ministry of Finance, Government of India’s directives on Lending to Agriculture:

All SLBC Convenor banks have been advised by the Ministry of Finance, Government of India, to launch an action plan to improve lending to Agriculture particularly crop loans. The target is to ensure that each farmer gets an agriculture credit limit by 30.09.2011.

Special SLBC was conducted on 29.08.2011 and the minutes of the meeting was sent to member banks /RBI /NABARD and Government of Tamil Nadu on 30.08.2011.

A small Committee of the Banks has been formed to monitor the progress made in this direction. SLBC has requested the Secretary, Commercial Taxes & Registration, Government of Tamil Nadu to waive the mortgage charges as the above scheme envisages provision of agricultural credit limit to all the farmers in the State and it would definitely help the State in increasing agricultural production benefitting the farming community in large. The Banks are advised not to charge processing fees, documentation fees, inspection charges, advocate fees, renewal charges.

The Secretary, Commercial Taxes & Registration is requested to waive the mortgage charges and also make available EC details, chitta & adangal and other land records “online” so that banks themselves can draw the details & deliver the loans fast without insisting the farmers to produce them.

The forum is requested to deliberate and offer its views / suggestions to ensure each farmer gets an agricultural credit limit as advised by the Ministry of Finance, Government of India.

4. CROP INSURANCE SCHEMES

A) National Agriculture Insurance Scheme (NAIS)

Chief Secretary, Government of Tamil Nadu had strongly advocated compulsory coverage of all eligible crop loans including crop loans against jewels. Tamil Nadu Government already took up the poor coverage of NAIS with RBI for ensuring compulsory coverage under insurance for meeting crop loss.

Member Banks are once again requested to ensure coverage all crop loans (including agricultural jewel loans) granted for cultivating notified crops in notified areas by their branches.

B) Weather Based Crop Insurance Scheme (WBCIS)

Weather Based Crop Insurance Scheme (WBCIS) is under implementation in select Districts of Tamil Nadu on a pilot basis as furnished below:-

5. Seizure of Tractors of willful defaulters by Banks:

The Banks are compelled to resort to seizure of Tractors when the borrower is a willful defaulter as the NPAs under Agriculture are mounting day by day. Some of the Banks report that when the affected farmers approach the District Administration, the banks are advised by the District Collectors to explore the alternative recovery methods, without seizure of the Tractors.

The Banks find it very difficult to comply with such instructions as they are expected to enforce the prime security first, when the accounts becomes NPA due to willful default.

The forum is requested to deliberate on this issue and to offer suggestions.

6. Setting up of Rural Self-Employment Training Institutes (RSETIs)

A) Ministry of Rural Development, Govt. of India issued guidelines envisaging infra structure funding assistance from GOI, allotment of land free of cost by respective State Government etc and advised Banks to set up RSETIs.

7. SETTING UP OF FINANCIAL LITERACY & CREDIT COUNSELLING CENTRES (FLCCC)

In order to provide free financial literacy /education and credit counselling, RBI had advised Banks to set up FLCCC. The High Level Committee set up by RBI had also reiterated the necessity to cover initiatives under financial literacy and credit counselling while broad basing the Lead Bank scheme. On the basis of the above recommendation, RBI advised Lead Banks to open a Financial Literacy and Credit Counselling Centre (FLCCC) in every district where they have lead responsibility.

In SLRM 2010 held on 14.12.2010, it was resolved that major part of FLCCC„s should be set up by March 2011 and in any case 100% coverage should be achieved by June 2011. IOB has set up FLCCCs in all their Lead Districts in Tamil Nadu. Other Lead Banks viz., Indian Bank, Canara Bank and State Bank of India are requested to open FLCCC in the remaining districts and advise the current status to SLBC and RBI.

9. Government of India’s Agricultural Debt Waiver & Debt Relief Scheme (ADWDRS) 2008 – CAG Audit

A) Comptroller and Auditor General (CAG) have taken up audit of ADWDRS 2008. As advised in the Entry Conference, Member Banks are requested to issue instructions to their Branches concerned to extend their fullest cooperation, timely production of the records furnishing copy of required documents and prompt reply to the audit objections raised by the Audit party. Tour programme of CAG Auditors from 12.09.2011 to 14.10.2011 sent to member banks on 09.09.2011 by SLBC.

B) The following 4 Banks are yet to submit Performance Audit Report & Grievance Details respectively which need to be forwarded to CAG, Delhi. These Member Banks are requested to submit the statements concerned (both soft & hard copies) immediately. It may be recollected that SLBC had called for the details repeatedly starting from 20/07/2010.

9. Detection of Counterfeit Banknotes- Revised Procedure advised by :

Reserve bank of India vide their letter dated 10.08.2011 advised revision of the existing procedure to be followed on detection of counterfeit banknotes at Bank branches, Treasuries and Sub-Treasuries vide RBI, Central Office circular DCM(FNVD)/No.502/16.01.05/2011-12 dated 25.07.2011.

The revised procedure comes into immediate effect from the date of the circular. The copy of the above circular is provided as an annexure.

RBI requires the progress to be discussed in the SLBC. Member Banks are requested to advise the progress.

10. Opening of Bank Accounts for SHGs of Transgender Community and Srilankan refugees:

Tamil Nadu Corporation for Development of Women Ltd. Advised vide their letter dated 13.08.2011 that there are 70 Self Help Groups of Transgender Community are formed and nurtured by Mahalir Thittam. The Tamil Nadu Government has announced provision of economic assistance upto Rs.15.00 lacs with 25% subsidy. The groups encounter problems in opening Bank accounts.

There are 416 SHGs of Srilankan refugees who would be provided with Revolving Fund Assistance. These groups also are facing problems in opening Bank accounts.

SLBC vide their letter dated 18.08.2011 advised the Member Banks to open accounts for the above groups as there is no legal impediment in opening accounts for the above Self Help Groups.

Member Banks are requested to issue suitable instructions to their branches.

11. UIDAI- card empanelment by Banks as Registrars of UIDAI:

With a view to enabling access to banking services, UIDAI partnered with banks through a district-wise empanelment process in which 64 banks (public sector, private sector, foreign banks, RRBs, Co-operative banks) have participated. This partnership aims to provide the residents enrolled for Aadhaar with a choice of choosing a particular bank where he / she would like to open an account. A summary of the empanelment provided by UIDAI is annexed for information. The details of the RFE document are available in the website of UIDAI (www.uidai.gov.in ).

22 BRANCH NETWORK

As at the end of June 2011, the total number of Bank Branches in Tamil Nadu increased to 6767 from 6300 in June 2010. Group wise spread of Bank branches in Tamil Nadu as of June 2010 and June 2011 are given below:

The Population per Bank Branch in Tamil Nadu now stands at 9222 as against national average of 15000 (based on 2001 census viz., 6,24,05,679).

DEPOSIT GROWTH

Deposits of the Banks in Tamil Nadu have increased from Rs.2,86,571.03 crores as of June 2010 to Rs.3,27,180.69 crores as at June 2011, registering an increase of Rs.40,609.66 crores. The year to year incremental deposit growth works out to 14.17% as against the growth of 22.12% from June 2009 to June 2010.

CREDIT EXPANSION

The total advances increased from Rs.3,11,939.20 crores as of June 2010 to Rs.3,83,022.33 crores as of June 2011, thereby showing an increase of Rs.71,083.13 crores. The incremental growth works out to 22.79% as against the growth rate of 16.62% recorded in the previous year.

CD RATIO

The Credit Deposit Ratio of Commercial Banks in Tamil Nadu increased from 108.85% as of June 2010 to 117.07% as of June 2011.

23 CREDIT + INVESTMENT TO DEPOSIT RATIO

The Credit + Investment to Deposit ratio in Tamil Nadu increased from 109.46% in June 2010 to 117.82% in June 2011.

PRIORITY SECTOR ADVANCES

The outstanding level of total Priority Sector advances of Banking System stood at Rs.1,50,720.85 crores as of June 2011 as against Rs.1,21,800.22 crores as at June 2010, showing an increase of Rs.28,920.63 crores recording a growth rate of 23.74%. The percentage of priority sector advances works out to 40.09% as against the national norm of 40%.

Priority Sector Advances have shown an incremental growth of 14.17% during the period June 2009 to June 2010.

AGRICULTURAL ADVANCES

The aggregate of agricultural advances extended by Banks in Tamil Nadu have increased from Rs.49,365.86 crores as of June 2010 to Rs.60,947.29 crores as of June 2011, thus registering an increase of Rs.11,581.43 crores in absolute terms and 23.46% in percentage terms. [The growth rate during the period June 2009 to June 2010 was 15.72%]. The share of agricultural credit in total advances as of June 2011 was 16.21% against the national norm of 18%.

24 MICRO & SMALL ENTERPRISES (MSE)

The advances to Micro & Small Enterprises sector (MSE) during the period under review has witnessed an increase by Rs.11,614.72 crores, from Rs.41,825.62 crores as at June 2010 to Rs.53,440.34 crores as at June 2011, thus showing a growth of 27.77%. The growth is encouraging as compared to that recorded (Rs.3493.16 crores) during the corresponding period of the previous year. The share of MSE advances in total advances as of June 2011 was 13.95%

MICRO CREDIT

The Micro Credit Advances in the State during the review period has witnessed an increase of Rs.1,060.59 crores; from Rs.2,635.39 crores as at June 2010 to Rs.3,695.98 crores as at June 2011, thus showing a growth of 40.24%. But year on year growth from June 2009 to June 2010 works out to Rs.242.43 crores with 10.13% growth rate.

EDUCATION

Educational Loans have increased from Rs.8,032.25 crores in June 2010 to Rs.10,519.44 crores as of June 2011. The increase of Rs.2,487.19 crores under Educational Loans represents a growth rate of 30.97%.

Year-on-year (June 2009 to June 2010), there was an increase of Rs.2,414.55 crores in Educational Loans outstanding, recording a growth rate of 42.98%.

HOUSING

The outstanding under Housing Loans has registered an increase of Rs.2,176.70 crores from Rs.19,941.10 crores in June 2010 to Rs.22,117.80 crores in June 2011, registering a growth rate of 10.92%. During the corresponding period of the previous fiscal, there was an increase of Rs.2,262.15 crores in Housing Loans outstanding with 12.80% growth rate.

25 ADVANCES TO WEAKER SECTIONS

The advances to Weaker Sections increased from Rs.28,092.60 crores as of June 2010 to Rs.35,878.73 crores as at the end of June 2011, registering a growth rate of 27.72%. At this level, advances to Weaker Sections constituted 9.54% of the total credit against the national norm of 10%.

The growth during last year (June 2009- June 2010) was 28.96%.

DRI ADVANCES

The outstanding advances under DRI has increased from Rs.145.29 crores as on June 2010 to Rs.151.13 crores as of June 2011, registering a growth rate of 4.02%

The percentage of DRI advances to total advances has remained almost stagnant at 0.04% for the last few quarters as against the bench mark level of 1%.

26 The share of Priority Sector advances stands at 40.09% which is above the National Norm of 40%.

The percentage of Agricultural advances to total advances as at the end of June 2011 works out to 16.21%. The percentage of Agri Advances to total advances has increased from 16% as at the end of June 2010 to 16.21% in June 2011.

The share of advances to weaker sections has also increased from the level of 9.10% in June 2010 to 9.54% in June 2011.

Regarding the share of DRI advances to total advances also, it continues to remain below the National Norm of 1%.

ACTION AREAS:-

1. Credit disbursement to Farm Sector has to be accelerated for achieving the March 2012 target of Rs.67,679.57 crores.

2. Member Banks are requested to step up their lending to weaker sections for attaining the annual target of Rs.37,599.76 crores so that the national norm of 10% is achieved for this category of advances also.

3. Member Banks are requested to evolve suitable strategies for increasing the advances under DRI.

CREDIT + INVESTMENT TO DEPOSIT RATIO

Commercial Banks including Regional Rural Banks have invested Rs.2,474.81 crores in Government securities, shares, Bonds, Debentures etc., apart from credit outstanding of Rs.3,83,022.33 crores. Hence, the Credit + Investment to Deposit Ratio as of June 2011 is 117.82%.

27 Overall CD Ratio as of June 2011 is as follows: (a) Commercial Banks : 117.07% (b) Including Co-operative Banks : 118.03% (c) Credit + Invest. Deposit Ratio (Comm.Bks.) : 117.82% (d) Credit + Investment Deposit Ratio : 120.53% (including Co-operative Banks)

DISTRICTWISE PERFORMANCE OF COMMERCIAL BANKS IN TAMILNADU

A comparative analysis of the performance of the Commercial Banks in Tamil Nadu indicates the following: a) Tirupur district has the highest CD ratio at 170% followed by Virudhunagar district (165%) & Dharmapuri (157%). b) Of the 31 lead districts, the CD ratio of 30 districts is above the RBI norm of 60%. c) Kancheepuram District is having CD ratio of 53% which is less than the National Norm of 60% and Member Banks are requested to focus their attention to improve their lending so as to achieve the National Norm for CD Ratio in that district.

Agricultural advances to total advances in the following districts is below 18% norm.

I. Performance under Economic Activity: a. For the period ended 31.07.2011, Banks have extended credit assistance to the tune of Rs.7084.22 lacs along with subsidy assistance of Rs.2366.21 Lacs for taking up economic activities to 1968 Self Help Groups benefiting 25120 swarozgaris. b. III. Achievement under Sub-sector Norms:

The achievement under coverage of SC/ST is 47.31% as against the norm of 50%. The stipulated norms under coverage of SC/ST should be achieved through special efforts jointly by DRDA and Banks.

However, Banks have surpassed the 40% norm fixed for Women & 3% norm for Disabled Persons, achieving 98.04% and 4.74% respectively.

Ministry of Housing & Urban Poverty alleviation, Government of India expressed concern over the vast difference between Number of applications received and Number of sanctions.

BANK FINANCE UNDER HOUSING SCHEME:

In tune with the National Agenda 'HOUSING FOR ALL' Credit Flow to Housing Sector is identified as one of the major thrust areas by the Banks.

As per Reserve Bank of India guidelines, each bank should reach 3% of their incremental deposits of the previous year under housing finance. Accordingly, it is estimated that Rs.1365.27 crores should be extended to Housing Sector from banking system in Tamil Nadu during the year 2011-12.

As per the feed- back received from member banks, disbursement to the tune of Rs.764.04 crores has been made during the first quarter ended June 2011.

Educational Loans

As per the reports received 31367 loans to the tune of Rs.422.32 crores have been granted during the first quarter ended June 2011 of which SC / ST, Minority Communities & Women account for 4481 loans amounting to Rs.58.13 Cr, 6676 loans amounting to Rs.96.54 Cr and 7758 loans to the tune of Rs.104.24 Cr respectively.

Member Banks are requested to advise the progress made in granting of Educational Loans promptly to SLBC and DCCs.

MICRO & SMALL ENTERPRISES (MSE) SECTOR

Credit flow to MSE Sector during the quarter ended June 2011 is furnished in the annexure. As per feedback received from Banks, Credit flow to Micro and Small Enterprises amount to Rs.999.08 Crores, Rs.2782.49 Crores respectively.

Member Banks‟ attention is drawn to the directive of Reserve Bank of India that the share of Micro Enterprises should be 55% by March 2012 and 60% by March 2013 and requested to enhance the share of micro enterprises accordingly.

The share of Micro Enterprises in credit flow to MSE are furnished in the annexure (Bankwise). The share of Micro enterprises for the quarter ended June 2011 was to the extent of 26.42%. Member Banks are requested to enhance the share of micro enterprises to 55% in the current year.

Government of India and Reserve Bank of India have advised banks to strengthen the credit flow to women and ensure that their share in Bank Credit is increased to 5%.

64 Ministry of Finance, Govt. of India has advised that the share of credit flow to minority communities of Public Sector Banks (PSB) should be 15% of the Priority Sector Advances. Accordingly the annual outstanding target of credit to Minority Communities is Rs.16281 Crores. However credit outstanding as on 30.06.2011 to minority communities by Public Sector Banks amount to Rs.12780.82 Crores only. Public Sector Banks wise outstanding credit to Minority Communities is furnished in the annexure. The share of credit to minority Communities is 15% or more only in respect of 4 PSBs. The other PSBS are requested to enhance the share of credit to Minority Communities so as to attain 15%.

KISAN CREDIT CARD SCHEME (KCC)

Kisan Credit Card Scheme introduced in August 1998 has since stabilized with major share of crop loans being routed through this scheme. Reserve Bank of India has advised that investment credit requirements of farmers viz. allied and non farm activities may also be covered under the Scheme. All KCC Holders have to be covered under Personal Accident Insurance Scheme (PAIS).

As per the progress report submitted by Member Banks, during the period from April 2011 to June 2011 Banks in Tamil Nadu have issued 216018 Kisan Credit Cards to the tune of Rs.2447.14 Crores. The details are furnished in the annexure.

Member Banks are requested to furnish the data to SLBC in time for timely review.

Success Story

One of the recommendations of the High Level Committee on Lead Bank Scheme is “Success stories could be presented in DCC/SLBC meetings to serve as models that could be replicated.(Para 3.45). In the 121st SLBC Meeting held on 26.03.2010, Member Banks were advised to share success stories so that the same can be replicated in other areas / by other banks as well.

The Success Story received from Indian Bank is furnished below:

Self Employment has brought Self Esteem and Sustained livelihood to 1.Yamuna SHG and 2.Manickam SHG (Success Story of Pappad Business)

There are 15 members in each of the above group financed by Indian Bank Chetput Branch (Specialized Branch for Microfinance)

All the members belong to Below Poverty Line Families. They were all unemployed and daily wage earners, trapped by the local money lenders, indebted with high cost debts. When they came to the Bank in the year 2008 their average monthly income was ranging from nil to Rs.500/-. Both the groups have joined together and started a pappad making unit in the house of one of their members, in a small scale in the year 2009 with an initial loan amount of Rs.100000/- per group. They started with a humble beginning of 1500 pappad per day earning a small profit of Rs.375/- per day. The loan was promptly repaid by the groups. In the year 2010, each group has availed a loan of Rs.400000/- and expanded their unit by renting a premises. Now they make 10000 pappads per day and each member of the group take a monthly earnings of approximately Rs.2500/- after repaying the loan. They have formed sub groups among themselves for carrying out various activities like procuring raw materials, drying, packing, pappad rolling, marketing, accounting etc. The venture undertaken has not only brought self esteem but also improved the livelihood of SHG members.

86 Additional Agenda: 127th SLBC Financing of Licensed Cultivators /Tenant Farmers & Action Plan to finance all farmers by 30.09.2011 as per Government of India’s directions: NABARD advised vide their communication dated 08.09.2011 the following for discussion: 1) Financing of Licensed cultivators /Tenant Farmers:

Andhra Pradesh Government has promulgated an Ordinance titled „AP Land Licensed Cultivators Ordinance 2011‟ to facilitate financing tenant /oral/ lessee farmers. It envisages issue of “Loan and Other benefits eligibility cards” to access credit from the Public Financial Institutions and also to claim benefits of input subsidy, crop insurance, compensation for damage of crop etc. 2) Lending to Agriculture- Action Plan for coverage of all farmers by 30 September,2011:

In continuation of the guidelines given by Ministry of Finance(Agenda 3 –New Issues-Page 8) Government of India vide their letter dated 07.09.2011 advised all the banks that the action plan should include the following: a) Each non-defaulter farmer to be given a KCC by 15.10.2011. The list of farmers in each village to be obtained from local census office / local revenue office. LDM of each district to get this list made available for each village to the branch which is its service area.

b) Each Bank to work out a scheme for giving savings cum OD account to other families which do not have any land and live in rural areas. OD limit up to Rs.10000/- against personal guarantee of the villager to be provided with the account.

87 2)Additional Agenda: 127th SLBC Disposal of applications seeking finance from Public Sector Banks: Ministry of Finance, Government of India vide their letter dated 02.09.2011 advised that there are considerable delay in disposing the loan applications seeking finance from Public Sector Banks (PSBs). In order to expedite the decision making on the loan applications the banks should consider the following: 1) All loan proposals which are to be approved at Head Office level may be reviewed on a fixed day by the CMDs/MDs and EDs together in order to ensure that there is no pendency above three months. While reviewing, CMDs/MDs and EDs may discuss the same with the Field Officers through video conference for instant feedback.

2) All loan proposals which are to be approved at the Zonal Office or Branch level may be reviewed by the Zonal Managers on a fixed day in a week so that there is no pendency for over 45 days.

3) The loan applications which are pending for want of response/ information from different State Governments- whether to be approved at Head Office level or Zonal Office level, may be followed up by the concerned Zonal Offices with the respective departments of the State Governments for expeditious clearance. Matters relating to applications to be disposed of by Branch Managers, may be taken up by the Branch Managers in DCC on a monthly basis.

The Chief Secretary, Government of Tamil Nadu is requested for expeditious clearance of the projects coming up in the State where banks/ financial institutions have sanctioned the projects but disbursement is pending for want of clearance. The forum is requested to deliberate on the above and offer suggestions.

Routing of Government of India subsidies directly to the account of the beneficiaries, electronically through banks: Ministry of Finance, Government of India advised all the Banks to ensure that the subsidies/ grants given in 35 schemes sponsored by Government of India are credited directly to the accounts of the beneficiaries electronically through bank accounts. The State Government is requested to issue appropriate instructions to all the departments concerned to make payments of all the subsidies / grants to the accounts of the beneficiaries electronically. The Lead District Managers are also requested to have meetings with the DCC to see that all grants/ subsidies in the 35 schemes are directly credited to the account of the beneficiary electronically. The list of the 35 schemes is provided as an annexure.

Financial Inclusion – One Panchayat /One Bank /One Business Correspondent model: Ministry of Finance, Government of India desires that ALL VILLAGES in a particular PANCHAYAT have to be allotted to a single Business Correspondent in the long term. In Tamil Nadu there are 12620 Panchayats and 12781 villages. District wise, only in 5 districts namely Cuddalore, Dharmapuri, Krishnagiri, Tirunelveli and Vellorethere are 161 Panchayats which have more than 1 village. These Lead District Managers have been advised to confirm that if these Panchayats have been allotted to any bank under FI, all the villages under these Panchayats are covered by the same Bank only and also only one BC is appointed for all the villages irrespective of the population size in those villages coming under the particular Panchayat. While the Financial Inclusion plan is taken forward to less than 2000 population in stages the same strategy of “One Panchayat-All Villages-One BC” model has to be ensured.

Implementation of Electronic Benefit Transfer (EBT) and its convergence with Financial Inclusion Plan(FI): It is advised by Reserve Bank of India vide their letter dated 12.08.2011 that Electronic Benefit Transfer (EBT) for servicing low value accounts and extending banking infrastructure to underserved low income areas has been implemented in few States on pilot basis in select Districts under the “One District-One Bank” Model. Difficulties have been expressed by stake holders in scaling the model. The experience gained so far suggests that the “One Bank-One District” model has not been able to achieve the objective of financial inclusion. Allocation of villages amongst banks under the Financial Inclusion Plan (FIP), i.e. Roadmap for providing banking services to villages with population above 2000, has been generally on the basis of the Service Area Approach. This has led to a situation wherein the designated bank for EBT and FIP in the same village differed. This issue has been raised in various fora by the State Governments and banks. For clearer conceptual understanding and based on detailed consultative meetings and interface with stake holders, "Operational guidelines on implementation of Electronic Benefit Transfer and its convergence with Financial Inclusion Plan" has been formulated by Reserve Bank of India and it is circulated to all the Banks vide their letter dated 12.08.2011. The following guidelines are given in lieu of the One District-One Bank Model. a) No designated bank by itself may have the adequate branch/BC network to reach the entire district.

b) Even if the designated bank is somehow able to undertake EBT in the district, it may not be able to provide all other financial services like deposits, OD, remittance and GCCs/KCCs to the customers. It may also not be able to provide banking services to non government beneficiaries.

c) The designated bank may deploy BCs in the villages only on 2- 3 pre-notified days in a month for disbursing the amount of social security payments in cash to the EBT beneficiaries.

98 d) The designated banks may also not be able to provide banking services to non government beneficiaries. This inhibition could be due to the fact that under roadmap to reach about 72,800 villages of above 2000 population by March 2012, the SLBCs have generally adopted Service Area Approach (SAA) for allotment of unbanked villages to banks. This has caused overlap of villages between the EBT mandated bank and FIP mandated bank. While there is no bar at this stage of Financial Inclusion, going forward this may lead to viability issues, which requires to be addressed.

e) EBT beneficiaries will be required to open accounts with other banks for their regular banking transactions. Beneficiaries will end up managing more than one account/smart card while accessing services from different banks.

f) The one bank - one district model will thus take away freedom from public to bank with the Bank of their choice keeping in view better service, etc.

g) In the absence of whole range of banking services mentioned above the BC/branch at these locations would not be viable.

The forum is requested to deliberate on the above issue and to offer their suggestions.
