PREFACE

Traversing of 10 years of Mahila Samakhya has given tlie edge and excitement of watch­ ing the world through the eyes of poor rural women. Looking back gives a feeling of satisfaction that rural women of Mahila Samakhya Programme areas have created space for themselves and visibility for women has been created. In the older four dishcts, much work has been done to bring the social change for our women, in the newer two districts, efforts are made to strengthen the feet of Mahila Samakhya Programme, however, a discernible change is visible. The year 1998-99 passed amongst few difficulties but coming out of these successfully.

During the year 1998-99, discussions and debate on decentralization strategy has remained ac­ tive. Many strong steps have emerged like registration of structures like Nari Adalat, registration of strong Sangha in Rajkot and a number of ongoing processes towards sustainability. A strong emphasis is thrust upon that strings of Mahila Samakhya will have to be broken in order to allow the free movement of balloons (Sanghas) in the sky (world). Moreover, Mahila Samakhya Gujarat has got its identity established as compared to erstwhile spreaded programme. Lot of efforts have gone into consolidation. It is difficult to discribe the work of one year in detail in a report, it is the processes which involves a lot of hard work. An effort has been made to highlight the different aspects of Programme areas for each district in order to give an overview of many facets of Mahila Samakhya Gujarat.

Mahila Samakhya Gujarat has traversed 10 years, starting from horizon to 221 villages within one year and to 1269 villages as on March 1999. The programme, thereafter, has expanded geographically as well as in terms of expansion of activities and also the coverage within the Sar^ghas.

An external evaluation was conducted in Mahiia Samakhya Gujarat. On the basis of report of evaluation, one tends to have a feeling of satisfaction that ten years of journey of programme has brought qualitative difference among the Sangha women. The evaluation team unanimously shared the view that Mahila Samakhya Gujarat has succeeded in creating a space for rural women to get together, share experiences, voice their opinion and thoughts and impact upon their immediate social environment in various ways. To this extent, the much called for ‘visibility for women’ has been created. Sanghas have developed the collective bargaining skills particularly on issues of violence against women, education and Health. Even the functionaries, the report refers, have visibility, mobility and ability to voice their opinion in their personal worlds, which they did not possess in the past. Innovative interventions such as Nari Adalats, BSKs/MSKs and Health centres have been successful In providing a public dimension. With this Sangha women have been able to negotiate for space in the traditional male domains of law, justice, family size etc. Nevertheless there are areas needing serious attention particularly lack of required strength of Sangha in relation to the Mahila Samakhya philosophy and perspective for which the document refers separately elsewhere.

The registration of Nari Adalat of Padra block in Baroda district and registration of three autonomous Sanghas in Rajkot district, and process of registration of other autonomous Sangha in during the year 1998-99 gives us a tangible feel of process of sustainability of Sanghas. Yet there are number of ongoing processes leading towards sustainability. A very significant move in the year 1998-99 has been a focussed thrust on the process of economic empowerment. With the savings and credit groups becoming large in number and handling greater volume of funds for rotation among themselves and in productive activities, the concept is embedded as economic development of the women, by the women and for the women. Hence newer dimension of the programme are strengthening. Programme Area of Mahila Samakhya Cujarat^^^m^.

The dimensions of Sangha Model are still unclear in Baroda district where our functionaries seem to have been caught in confusing definition. Banaskantha district has successfully launched Sangha Model since the beginning. Similarly in two new districts Panchamahai and Surendranagar - ‘Sangha Model' has been implemented. The external evaluation report in its summary chapter has mentioned that “MS Gujarat appears to have categorized Its Sangha into strong, medium and weak In line with the process In other States but without evolving standard criteria across districts”. ______6 ------In fact, since these district started implementing 'Sangha Model’ from ‘SakhI Model’, strategically what ever Sangha were taken Into Sangha Model were defined as strong Sangha, hence such difficulties arose. The districts, which adopted Sangha model and started working strategically towards decentralization, had rightly worked out the categorization but the continuation of Sakhi and Sangha Modei simultaneously perhaps prevented the proper categorization. Nevertheless with consecutive discussion at State level and different workshops at district level, standard criteria across districts have been worked out. A separate workshop was conducted only to assess the standard parameters for Strong, Medium, Weak and Nascent Sangha. The parameters are worked out after the discussion with the DIUs/Sahayogini. It could perhaps be true that decentralization as a strategy was lacking across districts, yet If one goes deeper and looks at the process and outcome following are noticeable and worth mentioning experiences of Mahila Samakhya, Gujarat. > Padra Nari Adalat (Structure) in Baroda has been registered under Trust and Societies act. ( At taluka level, meeting of Sangha women has been taking place as women’s court for last 4 years). The registration is made to create a separate identity. 6 sangha out of total 30 sangha in Padra block are under the process of decentralization. > Sanghas of Rajkot district of Nyara village in Padadhari block, Kaguad village in Jetpur block and Bed! in Rajkot block have been registered under the Trust and Societies Act and process of registration In 22 sanghas is continuing. > 4 Sanghas in Sabarkantha district have been made fully autonomous after giving the initial support of funding. These Sanghas will be at their own but will lookfor cooperation and support whenever needed from district office directly. These are chikhala, Panchmahuda, Kanadar, Chhikani in Sabarkantha district. > Jasood Health Centre in Baroda has received grants of Rs. 7200/- under ‘Tribal Project’ which has been released directly to Naswadi Sangha and Chhota Udaipur Sangha. They have used this grant for purchasing necessary tools and implements for making herbal medicines. ______7 ______> Baroda district Panchayat has started a campaign on “Reproduction and Child Meaith” and have invited Baroda MS to conduct joint camps/shibirs for women/adolescent girls and hove also shown willingness to provide for separate funds to such Sanghas. > Rajicot district has started six i\/1ahila Panch (women’s courts) in different iDtMfe They feei an identity has been created due to this at block level and also have created linkages wfelh schemes and structures, in order to create a stronger identity, such block level Mahila Panch will form a committee at District level so that it can take up the issues relating to women in larger corUM ; > Rajkot district has also created very strong savings/credit group. There are 103 Self-help groups who have tapped funds by exploiting the opportunities available through schemes like trysem, matching grants, DWACRA, IViahila Samriddhi Yojana, DRDA grants. These self>hetp groups are planning to start a cooperative society, which shall support them as a strong alternative siruoiisUe. With this thought these Sangha women are planning that not only they will work on economi&’issiiiBs but will create link with other structures of MS like Mahila Panch and also create convergence with ether existing government programmes. > A loud thinking is under consideration to bring 2 block of Rajkot nameiy Upleta and Padadhari under the ambit of Indira Mahila Yojana. > In 46 strong sanghas of sabarkantha district, a need assessment was done for providing stop gap information. An awareness shibir of 20 strong sangha was organized with ^ e help of ‘ARPAN’ in order to provide support information relating to Agriculture department and its training, PHC centre, Poultry centre. Resource persons from the related departments were called for imparting information and guidance so that Sangha women can set in motion the newer activities for their personal use.

The most important issue is the attitudinal change needed in the programme that decentralization and sustainability are not the issues of future. A feeling is that such understanding is coming up and in all districts, these issue have been discussed at all leveis. Perhaps the discussion is more intense in one district and may not be such responsive in other. Responses from sangha are interesting. > As long as MS is there, we want you with us. > Yes, if we are becoming autonomous, we are becoming independent. We should learn to be at our own. Now when we have difficulties we will approach district office. > After so many years of working with us (sangha women) why do you want to go away.

Sahayoginis - The Wherewithal of the Programme A very important aspect of process of sangha formation, which cannot be overlooked is ‘Sahayogini’. Sahayoginis the wherewithal of MS programme, however, have witnessed the different phases of programme. From 34 in 1991, have grown to a number of 127 in 1999. An interesting interaction with Sahayogini was conducted in the form of three days workshop in order to perceive and understand the change in them over the years. Two documents ( relating to Sahayoginis, one giving the analytical picture and the other referring to qualila^ve aspect have been prepared. The report states that nearly 43% of Sahayoginis are with the MS programme for more than 5 years. An analysis of perception of MSG as a programme reveaied that 46% of Sahayoginis marited “do not know about status of MSG”. As regards status of MSP in older villages showed that "newer and newer^|isaues are still coming up in the villages. Majority of the Sahayoginis (69%) agreed to the ‘evolving’ nature of proce^Satedthis. Sahayogini perception of goals of MSP revealed that 55% view it more on the physical level of "making sangha and leaving the villages" followed by 39% marking for the “make women independent and empowered and then withdraw'’ option. Perhaps this is a signal for MSG to create a widespread talk on perception, objectives and philosophy of MS. However the report referring the qualitative aspect refers that in the beginning there was no roie clarity among Sahayoginis. The main contribution towards understanding about 'work' (not role) had been training. An analysis given below indicate that how the perception of "Role as Sahayogini” has changed. The comparison of the period in 1995 and in 1998 is shown below.

One may notice the marked difference also as with experience Sahayogini gain ‘awareness' about her role and work that she carries out, even she goes through change of role process.

All of them agree that in personal life they have gained confidence, courage, faith, sensitivity, feeling of equality, mental satisfaction, decision making ability and have overcome fear, social pressures, self-perception, belief, attitudes towards women, caste, religion etc.

Support Structure for Sangha

The idea of having a separate building for women was initiated a few years ago. It was decided that Mahila Kutir would emerge from the strength of Sanghas, where Sanghas would be taking the responsibility for building and maintaining their Kutir. MS acts as facilitator and provides support for providing funds yet the additional efforts and resources in constructing the Kutir are normally borne by,the Sanghas.

MS Gujarat has 12 Kutirs, 1 is under construction and for 3 Kutirs land has been acquired. The Kutir is used by women and for women for various activities/programmes like Adult education, Health programmes. Cluster meetings and trainings, Child Care Centres

There are 41 Child Care Centres managed by 97 Balsakhi. 1342 boys and gids have attended this centre. The Balsakhis play an important role in ensuing that the children are enrolled in the schools later.

Hence 12 child care centres have been closed on account of different reasons. As it is found that number of children attending child care centre were gradually reducing and these centres no more remained viable. Also when Sanghas are in the process of decentralization, structure like child care centre which involves funds release for running the centre from MS need to be given a rethinking. Perhaps convergence with govt, programme in the long run may fte^hel'pful. As a strategy, it is decided by MS Gujarat that Sangha under decentralization once become fully will be supported for one year for running child care centres (wherever these are existing] after the compSCe^ti^page of funds as Sangha honorarium. There are child care committee of Sangha women who are t^e usual activities of child care centre. i' '

During the year Sabarkantha district celebrated “Children’s Day” on 14th November 1998. 237 children and 210 mothers participated in programme where the procession was led by children, with slogans in very sound and sturdy voice. Children managed the show at stage by role play, songs, story telling etc. The community including sarpanch, village leader, ICDS, Health department participated In children’s day celebration.

The parents have expressed satisfaction that going to child care centre has made lot of difference to their children. In tact this gives a good opportunity to evaluate the child care centre also. The expenditure was borne by MS and community together. i ‘

Towards a Drive for Sangha Women

Celebrating literacy day and International Women's day have become regular feature. 0 ^r Sangha women look forward for participation in such celebrations. Instead of just gathering, new ways have b e ^ ^ v is e d to celebrate such occasion. Women come willing to attend such programmes at their own expense. Rajkot district celebrated 8th.March day in a different manner.' On this day, members of Mahila Ranch coordinated with regular court and participated in LOK ADALAT and attended the work of counsellor and were successful In obtaining the sanction of Rs. 450/- per month as subsistence allowance for Jenaben and participated in number of such cases. In Baroda, Sabarkantha and Banaskantha districts it was decided to celebrate the women’s day at block level so that large number of women can attend the programmes,

In all the seven blocks of Baroda district, the programme was arranged in distinct mainnec and 4000 women participated. In Vaghodia block District Magistrate attended the function and lauded the efforts of women in solving the violence cases of women in Nari Adalat, Simi(ar(y Ranchmahal district also cefebrated the programme at Taluka level and a role-play on new economic policy, besides tribal dance, Garba, folk dance and raising the slogans got the popularity. While Surendranagar had a grand celebration of 450 women of 21 villages at head quarter only. Various programmes on wrong belief and superstitions and cheating the simple women of village were'shown to create awareness.

Similarly on literacy day celebration, Rajkot district arranged an essay competition, Elocution competition, song competition for the women studying in night classes. 300 women from 55 night classes participated. Girls from Mahila Shlkshan Kendra also participated very enthusiasticaily.

Banaskantha district celebrated literacy day with the Sangha women of Radhanpur, Kankrej, Deesa and Panera village. “ Education alone can improve the life” role-play was acted. The importance of education was stressed by games and dance.

In Surendranagar, MS participated in “UNICEF l\/leenagirl project” on this occasion and exhibited MS stall also.

On this occasion Sabarkantha conducted an evaluation camp of iiteracy classes where 300 women participated. This evaluation campaign was conducted In Bhiloda and Khedbrahma biocks. Sangha women not only participated but also took up the responsibility of teaching to other women who have not been able to learn anything. Though over the years the programme has taken rapid strides and various components have come into existence yet the focus on education has not been lost.

Mahila Shikshan Kendras have got lot of attention of villages in tribal areas. MS Gujarat has completed 3 batches of MSK in Sabarkantha district, 2 batches of MSK in Rajkot district and 2 batches of MSK in Baroda district. Some of the responses from parents of the girls studied in MSK are given below:-

Every year our MSKs face difficulties in obtaining the place as well as accommodating the girls. This year, in Baroda district, the response was overwhelming and more than 120 girls wanted to join MSK. With our limitation, we could accommodate 60 girls of which 11 dropped out. Out of 31 girls in Sabarkantha only 2 dropped out while 6-girls dropped out from the batch of 41 girls in Rajkot. While all the 49 in Baroda and 29 in Sabarkantha district took the examination. All of them have passed. In Sabarkantha district links are established with Ashramshala for further joining to school.

After starting the batch our teachers have to be very tactful with these girls. Some of them come with bad habits and not willing to continue etc. In Baroda, the girls said that they are seeing ’ghost' every night. DPC and other teachers spent three nights with them. They also felt that these girls had emotional problems. After inquiry the matter they realized that they have serious problems at home. As one giri was staying with her stepmother, in other case the father used to beat the girl. Finally.with lot of persuasion and discussion they were all right and stayed,with MSK till the end.

In Rajkot MSK started in Vlrnagar village in the building of Shiyanand Mission Trust. The decade of MS has helped the Sangha women to understand that control over health is very important, The women who were never thinking about nutritional food and ignoring the small problems of health have now become aware. They now consider health as their right. They are participating In all health activities of MS, be it a regular Body check up, Eye camp, Blood test camp or even the Educational Mela of health. Our Sangha women are participating with lots of interest and enthusiasm. They are also successful in getting every woman of the village. The table be!ow shows that during the year 1998-99, 107 such activities in different districts have taken place and 6119 women have participated in this activities. The health education Mela in Baroda district was just an awareness campaign on different occasion where 27 women participated. Health camps are organized in all the districts give the women information on diseases related to reproduction system of women menstruation problem, cleanliness, nutritive aspect and besides, try to link the issue of health with the violence against women. The adolescent girl’s camps in Rajkot, Sabarkantha and Banaskantha focus on providing education on sex and reproduction system and also educating them on gender personal health and hygiene. The objective to concentrate on adolescent girls is to create a pool of aware “women for future”.

Surendranagar had good beginning of health while initiating the new district, District Panchayat had organized Jeevan Raksha Yatra, MS functionaries had also joined. This Jeevan Raksha Yatra moved from village to village in the district and everywhere our functionaries participated and gave information on MS with focus on health issue. It gave Surendranagar good opportunity to interact and establish its identity in the district. The eye camps mentioned in above table were organized by Sangha women only in 3 blocks in Baroda district which gives the idea that women wanted to create “space of their own with their own demand”, Canadian midwife trainer has trained 30 traditional birth attendants and also organized a follow-up training of 3 days after six months gap. The training has given benefit to Dais to attend the complicated cases of pregnancy. Creativity centres in Baroda district are used for collecting and making the herbal medicines. During the year Jasood Arogya Centre has received Rs. 7200/- under Tribal project. The money has been given to Naswadi and Chota Udepur Sangha. The Sangha women have used this money for purchasing tools and instruments for preparing herbal medicines.

In Baroda district efforts are in the direction to make an integrated pool of trained women at taluka level. This pool will consist of the trained women for self-examination. Dais and women preparing herbal medicines. This group will adopt a holistic approach and will provide preventive education on the issue of health. The group will also work a; a coordinating body among all the Sanghas on health aspect.

The Canadian midwife trainers also provided training in Rajkot district where 40 women participated. The training consisted of group discussion, posters, chart exercises and role-play, so that the traditional birth attendant who are illiterate can immediately grasp on the basis of visuals. Attending legal issues and violence against women 1 ^as become one of the major issues in all the districts. Legal committees have been established to solve and strategize legal issues. The structures originated like Mahila Panch and Nari Adalat have allowed women to conquer new public faces particularly in front of police and courts. After the establishment of ‘Nari Adalat’ in Baroda district since 1995, Rajkot district has started ‘Mahila Punch’ in the year 1998 learning from the experiences and success of Nari Adalat. At present there are six Mahila Panch operating in Rajkot district in Jasdan, Kotda, Upleta, Jetpur, Vankaner and block. Before starting the Mahila Punch in order to develop proper understanding about the procedures, rules, laws and legislation concerning women, MS Rajkot organized training with the help of ‘Majlis’ organization from Mumbai. The well-known expert on feministic Issue and advocate Ms Flavia Agnes conducted this training. The training was utilized by Rajkot DIU to formalize the Mahila Panch. Within one year nearly 100 cases have been registered and attended in Mahila Punch relating to mental torture, husband beating, divorce, torture on account of dowry, not having children, maintenance and moral grounds, The starting of Mahila Punch has not been very smooth as number of places the men are showing their resistance mainly on account of the fact ‘how the women can sit in open and discuss the issues and also give the verdict’. It appears that men are feeling insecured and feel that their supremacy is being lost. Particularly there Is opposition from the community Panch who are always in the habit of taking up such issues without any consideration for women. The first years experience reveals that the Sahayoginis attached to these Mahila Panch are so much pre-occupied that they become emotionally attached to the cases. Perhaps this kind of feeling is keeping them over occupied and concerned. As against this with the 5 years experience in Baroda district Sahayoginis of Baroda district are looking to the problems and how to solve it and appear to have come out of that phase of emotional attachment.

If one looks at the original Mahila Samakhya philosophy and principles, nowhere it has a mention of economic development. As such Mahila Samakhya is not an employment generation programme instead it can focus on empowerment and capacity building. The economic empowerment of women is an area which has now been strategic even at national level that MS should explore the capacity building and vocational skill training in combination with creating linkages with the economic rural development programmes.

Keeping this view in mind we have tried to develop perspective in Sanghas that It is necessary to understand the market oriented and male controlled economy and towards women centred development. Active discussions are taking place among DIUs as well as at Sangha level to understand the market dynamics. An effort has also been made to explain that while going toward mainstream economy women should understand the concept of economic empowerment so that women have access and control over internal and external resources, access to health and nutrition, education and ability to fight for themselves in order to have better quality of life moving towards economic development. An understanding is also reached that initiating any economic activity should be able to remove gender biases in order to lead towards empowerment approach in the real sense.

Training approach has played a pivotal role in strengthening and accomplishing MS programme in Gujarat. Training Is a continuous, participatory and experiential learning process for women. There are different types of trainings for different levels - Sangha, Sakhis, Sahyoglnis, district and state team members and for different roles also, for instance, Bal Sakhis, dais, Kutir instructor, literacy Instnjctor, Narl Adaiat women, women member / Surpanch in Panchyat, trainers for health and others.

MS trainings are different, where everyone get chance to speak in the training, interact with each other and share one's experiences in the group. In MS training not only the trainees but even trainer learn In the programme.

During the period of March 1989 to March 1999, nearly 712 trainings were conducted, in which 39124 women were trained-. While during last one year 213 trainings are organized and 8017 women have take the benefit of training. Organizational Development and Task Ahead

The MS programme in Gujarat has got a different face-lift. Not only the number of villages have gone up from 999 in March 1998 to 1269 village in March 1999 convergence and net working has been strengthened. At present, there is strong harmony between districts and State and among the districts in functioning. Sincere efforts are made to smoothen the implementation of the programme and Gujarat MS has got focussed ktentlty. The planning process is made more reaiistic andpian emanating as per the demand from grass roots are discussed and Implemented. Along with the programme planning, budget is made more realistic. More than 80% of budget is expended. Regular Internal audit and statutory audit take place. Monitoring mechanism at all level is strengthened by creating formatted details.

The State office has the responsibility of providing new inputs, conceptual clarity, networking and convergence and coordination of MS programme in the field. Administrative meetings like EG meeting have been conducted regularly every quarter. DIU meetings are conducted at least once in two months and sometimes more regularly as per the needs. Besides issue based workshop at state level are being organized in order to impart the uniform clarity and understanding to the districts of Gujarat.

Though a lot of achievements are at the credit of MS Gujarat, external evaluation was attempted in MS Gujarat in Jan. 1999 In order to identify the gaps in implementation of programme, visibility of programme, extent of stagnation and sustainability of programme and also to address various pressures felt by the programme. -

External evaluation has lauded the achievements of MS in terms of visibility and mobility of Sangha as well as certain innovative structures like MSK/BSK and Nari Adalat etc. It has reflected areas of concern as follows :

> Lack of required strength In Sangha in relation to MS philosophy and perspectives. > A feeling of comparison and competition among the districts rather than cooperatfon. > Inadequate representation among Sanghas. > Random and scattered expansion. > Lack of networking In Inter-Sangha and intra-Sangha effecting the sharing of learning and Ideas. > Lack of clarity on strengthening the structures. > The poorest performance Is seen In Banaskantha.

The comments and recommendations of evaluation are noted. Wherever immediate action was possible like payment by cheque to Sahyoglnisetc. istaken, followup workshop on decentralization strategy and economic empowerment are alsoorganized.Otherrecommendationswlththe helpofDIUs wlllbe partoffuture strategy. Inthelightof recommendations of external evaluation as well as discussion with the DIUs, the major thrust in the coming year will be:-

> Consolidation and strengthening of programme, once more Sanghas to strengthen their understanding and conceptual clarity on Issues with a fresh discussion with Sahayogtnis and DIUs. > Perfect coordination among districts will be encouraged through learning and sharing from each other and weaker districts to be given special Input with the help of state and districts. New districts to be given necessary guidance/support. > To strengthen the concept of decentralization of Sangha with the focus on sustafnablllty of processes and, enable the Sangha to form cluster levels federations and give them a direction. > Efforts will be made to strengthen the economic Initiatives linking with decentrailzatlon along with focus on natural resource management. > Lot of emphasis on documentation need to be given. Preparation of training manual on all issues is under active consideration for the forthcoming year. > Registration of Padra Nari Adalat Baroda Is already done. Thinking and rethinking Is on what next because strategic step will be helpful In giving way to siich structures In future. In the comlnci year, we propose to chalk out a strategy for this.
