Scope of Tender :

The Regional office, ESIC, Jharkhand is intent for supply and installation of 240 Nos. of 26Ah/12V VRLA SMF Batteries of Online UPS providing minimum 30-45 minutes backup and 184 nos. of 150Ah/12V Tubular Batteries for Inverters. The online UPS batteries and Inverter Batteries warranty should be onsite and mentioned on company website portal as per OEM. The Competent Authority has the right to increase or decrease the quantity of items online UPS batteries and Inverter batteries at any stage.

GENERAL TERMS AND CONDITIONS:

The interested bidders must submit the Tender documents online at http://esictenders.eproc.in in two parts i.e.; (i) Technical Bid and (ii) Financial Bid as required by the portal and a hard copy for the same should be submitted to the Tender Box in EDP Branch, First Floor, Regional Office, ESIC, Panchdeep Bhawan, Namkum, Ranchi, .

1. ENVELOPE-1- Heading should be written on the envelope –“TECHNICAL BID”

The ‘TECHNICAL BID’should contains the following documents:

i. EMD of Rs. 60,000/-(Rupees Sixty Thousand only) Demand Draft drawn in favour of ‘ESI Fund A/c No. 1, payable at Ranchi’. ii. Copy of VAT/CST/GST Registration Certificate. iii. Copy of PAN Card/IT Return Certificate for the Assessment Year 2016-17 and 2017-18. iv. Data sheet showing the specifications of 26Ah/12Volt VRLA SMF UPS-Battery and 150Ah/12Volts Tubular Inverter-Battery. v. Forwarding Letter/Self Declaration Form (Annexure-I). vi. Bidder’s Profile & Pre-Qualification Form (Annexure-II). vii. Manufacturer’s Authorization Form (MAF) from the Original Equipment. viii. Technical Specification Compliance Sheet.

2. ENVELOPE-2-

Heading should be written on the envelope –“FINANCIAL BID”

The Price Bid/Financial Bid should ONLY contain the price of the item quoted as per Annexure-III.

3. EARNEST MONEY DEPOSIT (EMD)

i. Each tender must be accompanied by an Earnest Money of Rs. 60,000/-( Rupees Sixty Thousand only) which must be submitted in Demand Draft drawn in favour of ‘ESI Fund A/c No. 1, payable at Ranchi’, (Any other mode of payment will not be accepted) and failing which the price bid of the tenderer shall not be opened.

ii. Micro or Small Enterprises (MSE)/NSIC registered firms are exempted from the submission of EMD and must enclose scanned copy of the MSE/NSIC Certificate.

iii. The EMD of successful bidder is liable to be forfeited if the tenderer violates any terms of the tender within the validity period.

iv. EMDs deposited by unsuccessful bidders will be refunded after placing of work order to the successful bidder.

v. EMD of the successful bidder will be forfeited in case the successful bidder fails to accept/execute the order within the prescribed time period.

vi. EMD of successful bidder will be refunded after submission of performance security in the form of Bank Guarantee.

vii. No Interest shall be payable on EMD. 4. PERFORMANCE SECURITY

The successful bidder shall furnish Performance Security in the form of “Bank Guarantee/Demand Draft” from a Nationalized Bank for an amount @ 5% of the order value in favour of “ESI Fund A/c No. 1, payable at Ranchi .The Bank Guarantee / Performance Security shall be valid till the completion of warranty period with a grace period of three months.

5. BUY-BACK OF OLD UPS-Battery, Inverter-Battery

The bidders are required to quote rate for buy-back of old / dead 26Ah/12 VLRA SMF batteries and 120Ah/12v, 150Ah/12v tubular batteries present in different ESIC Branch Offices and ESI Dispensaries as per Annexure-IV. (List of ESIC Branch Offices/ESI Dispensaries). The dead batteries are to be collected by the supplier at its own risk and cost.

6. WARRANTY/SUPPORT

i. The warranty of the Batteries must be certified by OEM.

ii. Any replacement or repair required within the warranty period shall be provided by the supplier free of cost.

iii. The supplier is required to give undertaking that the good supplied are new, unused.

iv. Any claim arising under this warranty period will be notified to the supplier through Email/Telephone/Fax and upon receipt of such notice; the supplier will repair/replace the defective goods or any part thereof without cost with immediate effect.

7. DELIVERY/INSPECTION AND INSTALLATION and RECEIPT OF UPS- Battery, Inverter-Battery:

i. The supplier shall deliver and install UPS-Battery, Inverter-Battery on destination F.O.R basis at different locations mentioned at Annexure-III within 30days from the date of issue of Purchase Order. The dead UPS-Battery, Inverter-Battery batteries are also to be collected from the same location at the cost of supplier.

ii. Delivery Certificate reg. Installation Certificate of new UPS-Battery, Inverter-Battery and receipt of dead UPS-Battery, Inverter-Battery should be submitted along with the bills at ESIC, Regional Office, Ranchi and one copy to the concerned ESIC Branch Offices and ESI Dispensaries.

iii. If the successful bidder fails to supply the UPS-Battery, Inverter- Battery within the stipulated time period, the Purchase Order will be cancelled and ESIC may counter offer the lowest rate to other tenderers and proceed with procurement, after forfeiting EMD/Security money of failed vendor.

8. PAYMENT TERMS

The payment will be made after successful delivery and installation of the new UPS-Battery, Inverter-Battery and collection of old UPS-Battery, Inverter-Battery at/from the locations as per Annexure-IV. No advance payment will be made for the supply.

9. PENALTY FOR FAILURE TO MAINTAIN DURING THE WARRANTY PERIOD:

If the supplier fails to attend the complaints/fails to rectify the defects within 48 hours after lodging of complaints during the warranty period, remedial action shall be taken at cost and risk of supplier such as forfeiture of security deposit by the supplier in the form of Bank Guarantee.

10. LEGAL JURISDICTION

All legal disputes shall be subject to jurisdiction of Courts at Ranchi Jharkhand.

11. L D CHARGES :

If the material is not delivered/installed within stipulated period then liquidated damage charges @ ½% per week or part thereof subject maximum upto 5% of Supply Order amount shall be levied.

12. OTHER INFORMATION

i. The Tender must be submitted online at http://esictenders.eproc.in and a hard copy for the same should be submitted to the Tender Box in EDP Branch, First Floor, Regional Office, ESIC, Panchdeep Bhawan, Namkum, Ranchi in one single Envelope containing two separate envelopes, Envelope-1 for Technical Bid and Envelope-II for Financial Bid. . ii.
