However, concerns have been raised by stakeholders about the viability of PPP to deliver Value for Money (VfM), especially for the client. These discussions have generated debates and arguments in policy and advisory documents within the last decade mainly in the renegotiation of PPP water and transport projects and their VfM implications. Poor or non-achievement of VfM in PPP contracts renegotiation has led to this study in PPP road projects with the overall aim of integrating VfM considerations into the renegotiation process of PPP road projects. Mixed methodology research approach is used to achieve the objectives set for the study. Interviews and questionnaires of professionals involved in Design-Build-Finance-Operate (DBFO) road projects in the UK are used in the study. -

Context 2.1 Copford with Easthorpe is positioned with direct connections to road and rail infrastructure. It straddles ancient roads, has 44 listed buildings and an eclectic mix of housing which provides a distinct built environment. A varied natural environment includes ancient fieldscape and natural features, important to the landscape of North Essex. This makes the villages both appealing, yet vulnerable, with an absolute need for careful, sensitive planning. 3. Vision for Copford with Easthorpe 3.1 Copford with Easthorpe has a distinct character, with advantages for its residents which are central to a vision for the future of the parish. The Neighbourhood plan seeks to ensure the conservation and enhancement of the nature and style of our rural community, while having a sustainable and optimistic view of future development by ensuring. Sufficient separation between the villages adjacent to the parish, so that its distinctiveness is retained New homes are proportionate to the scale of the parish in number, are designed to enhance the villages and grouped to sympathetically strengthen the sense of space and wellbeing. Ancestors of the Immigrant Christopher Choate [b.1642] ©1 Christopher Chotte 2 is documented to have immigrated from England as an indentured servant to the Province of Maryland in 1676.*3 There is no information in the records of England or Maryland to indicate his age or where in England he was from. He has been identified by researchers as the first in the "Choates of the South” family line (Generation 1). Attempting to identify the English origins and relatives of Christopher is a challenge since primary source data is limited or yet to be discovered. Below is the beginning of an attempt to identify our English ancestors but these result involve conjecture and the further back one goes pure guess work. 4 The greatest portion of Choat/Choate families from the 1600s in England came from the parishes that make up Essex and Suffolk County today. Research in 1988 5 discovered a Christopher Chote christened on 4 September 1642 in St. Mary’s and All Saints Church, Rivenhall Parish, Essex County. 6 His father’s name was Christopher and an older brother was named Edward. Christopher [b.1642] the progenitor of the “Choates of the South” named his two sons: Christopher and Edward. The naming pattern of Christopher’s [b.1642] sons allows one to draw a plausible link between the indentured servant that arrived in the Province of Maryland in 1676 and the boy christened in Rivenhall in 1642. -

Marks Tey Parish Council General Purposes Council Meeting – 25 th November 2019 Agenda Item 2019/261 – A12 Additional Routes Consultation Response Overview People in Marks Tey have all been advised by Highways England that they are consulting on 4 additional routes for the improvement of the A12 between Junction 24 (Feering) and Junction 25 (Marks Tey). Two local exhibitions have been held (at Marks Tey Hotel and at the Parish Hall) and the Consultation closes at midnight on 1 st December. This report is to consider the Parish Council’s response to this Consultation. The 4 additional routes offer 2 alternatives at Junction 24 (Feering) – routes A and B rejoins the line of the existing A12 at Junction 24 and with a new junction, and routes C and D which sees the proposed A12 join the existing A12 on the Kelvedon bypass with a new Junction 24 at the Tiptree Road. These options have little effect on Marks Tey although it would seem to be beneficial to have a new junction on the Tiptree road and remove through traffic from Kelvedon and Feering and we might wish to say this in our response subject to Kelvedon and Feerings views taking priority over ours. The more contentious alternatives are at Junction 25 at Marks Tey where route B and D propose a new line for the A12 between Marks Tey and Copford through the Car Boot site and round the back of the Marks Tey shops. Routes A and C continue and widen the A12 through its existing route in front of the Marks Tey shops after which it takes a new route to the south roughly in front of the Old London road entrance to the Parish Hall. -
