The centralization of executive power has also absorbed the function of the chairman, so that the chairman acts partisanly in parliamentary debates. Also, the chairman has developed into an institution that carries out agenda-setting within the framework of the parliament. This raises the conceptual question of whether legislation in Malaysia is still performed independently by the parliament. The observed patterns require an attempt to re-conceptualize the roles as well as the assigned meaning of various expressions of parliamentary routine, including those that are unwritten and informal, for instance those which can also be termed “subjective forms of rule” at one's own discretion. In my doctoral thesis, I apply an interdisciplinary analytical framework that relates to accountability studies, as well as micro- sociological direct interaction, the interpretations of procedural interactions in conversation, as well as studies of political discretion in parliamentary operations. My main research question asks how the Speaker of Parliament fulfils his responsibilities by disrupting ongoing parliamentary debates.

Datuk Ibrahim Ali (Bebas-Pasir Mas) berkata isu sensitif itu termasuk apa-apa perkara berkaitan agama, kaum, kepentingan Raja-Raja Melayu serta perkara-perkara yang termaktub di bawah Perkara 153 Perlembagaan Persekutuan. "Keselamatan tidak ada harganya. Walaupun ada parti-parti politik gunakan isu ini (pemansuhan akta) sebagai modal kempen pilihan raya, kerajaan mesti yakin sesuatu yang dibuat itu adalah untuk kebaikan ramai," katanya ketika membahaskan Rang Undang-Undang Kediaman Terhad (Pemansuhan) 2011 di Parlimen, Rabu. Rang undang-undang itu dibentangkan untuk bacaan kali kedua oleh Perdana Menteri Datuk Seri Najib Tun Razak pagi tadi. Rang undang-undang itu kemudiannya diluluskan tanpa sebarang pindaan. Ibrahim berkata dunia sekarang tidak lagi selamat dan pelbagai perkara boleh berlaku terutama melibatkan penggunaan media baru seperti penghinaan agama, isu kalimah Allah dan sebagainya. "Bila dah berlaku susah nak ambil tindakan sebab berlaku di media baru. Dulu ISA adalah senjata kita, sekarang tak boleh lagi," katanya. Beliau turut mencadangkan penubuhan sebuah Jawatankuasa Berprofil Tinggi yang dianggotai Menteri Dalam Negeri, Peguam Negara, Ketua Polis Negara dan Pengerusi Suruhanjaya Hak Asasi Manusia (Suhakam). Katanya jawatankuasa itu akan menentukan sama ada seseorang yang melakukan kesalahan berkaitan perkara-perkara sensitif perlu ditahan lanjut tanpa bicara atau tidak. "Jawatankuasa ini akan tentukan sama ada perlu tahanan dilanjutkan atau tak. Sebab kalau bawa ke mahkamah akan timbul masalah seperti tangguh bicara...makan masa...boleh ancam keselamatan negara," katanya.

    ECRL project to continue on suitable scale after negotiation - Dr Mahathir BERNAMA 20/03/2019 KUALA LUMPUR, March 20 (Bernama) -- Prime Minister Tun Dr Mahathir Mohamad said the East Coast Rail Link (ECRL) will resume on a suitable scale after negotiations with China have been finalised. He also indicated that the negotiations will take some time. "At the moment, the government has appointed Tun Daim Zainuddin as the special envoy of the Prime Minister to head the ECRL negotiation with China for a win-win solution. The outcome of the negotiation will be announced when finalised in future. “If the negotiation is fruitful, the government is confident the ECRL project will continue on an appropriate scale which will benefit the people and save Malaysia from being burdened by huge debts,” he told Dewan Rakyat today. He was replying to a question by Datuk Seri Dr Ismail Mohamed Said (BN-Kuala Krau) on the latest status of the ECRL project and whether the government would continue with the project. The Prime Minister said the project was suspended on July 3 last year as the government had to evaluate and study the project again to ensure Malaysia received the best returns without jeopardizing national development. Dr Mahathir said the project was carried out in haste without going through the normal procedures even though, it was said to be the catalyst for development in the East Coast including an additional 1.5 per cent Gross Domestic Product (GDP) growth to the states involved, apart from providing heavy transportation infrastructure for cargo to attract industrial investors.
