In this Act, unless the context otherwise requires- "Adjudicating Officer" means the Adjudicating Officer appointed under section 8; "candidate" means a person who is nominated in accordance with any regulations made under this Act as a candidate for an election; "Chief Registrar ", "Deputy Chief Registrar", " Registrar", "Deputy Registrar " and "Assistant Registrar" mean respectively the Chief Registrar of Electors, Deputy Chief Registrar of Electors, Registrar of Electors, Deputy Registrar of Electors and Assistant Registrar of Electors appointed under section 8; "constituency" means a Parliamentary constituency or a State constituency, as the case may be; "Constitution" means the Federal Constitution; "election" means a Parliamentary election or a State election, as the case may be; "election officer" means an officer appointed under section 3 or 8 or any officer appointed for the purpose of conducting or assisting. in the conduct of any election, or registering or assisting in the registration of electors, underany regulations made under this Act; "elector" means a citizen who is entitled to vote in an election by virtue of Article -

The government increasingly targeted regime critics and those challenging conservative societal norms in 2014. In August and September alone, at least eight people faced sedition charges. In March, in a move that was widely viewed as politically motivated, the Court of Appeal reinstated the 2012 sodomy conviction of opposition leader Anwar Ibrahim. Also in March, authorities arrested 114 Shiite Muslims in Perak for attending a religious celebration. In June, Prime Minister Najib Razak and a political ally filed a defamation suit against editors Steven Gan and Fathi Aris Omar of the independent online outlet Malaysiakini for the publication of compilations of reader comments concerning Najib. In August, the Court of Appeal upheld a conviction of malfeasance against Inspector General of Police Tan Sri Khalid Abu Bakar and his subordinates in the cover-up of the high-profile torture and killing of Kugan Ananthan, who died in 2009 while in police custody. Despite the ruling, Khalid retained his post. Malaysia’s LGBT (lesbian, gay, bisexual, and transgender) community faces discrimination and hostility from both state and nonstate actors. In June, an Islamic law court in the state of Negeri Sembilan fined 16 transgender women and sentenced them to seven days in prison under a law that prohibits men from wearing women’s clothing in public. -

The centralization of executive power has also absorbed the function of the chairman, so that the chairman acts partisanly in parliamentary debates. Also, the chairman has developed into an institution that carries out agenda-setting within the framework of the parliament. This raises the conceptual question of whether legislation in Malaysia is still performed independently by the parliament. The observed patterns require an attempt to re-conceptualize the roles as well as the assigned meaning of various expressions of parliamentary routine, including those that are unwritten and informal, for instance those which can also be termed “subjective forms of rule” at one's own discretion. In my doctoral thesis, I apply an interdisciplinary analytical framework that relates to accountability studies, as well as micro- sociological direct interaction, the interpretations of procedural interactions in conversation, as well as studies of political discretion in parliamentary operations. My main research question asks how the Speaker of Parliament fulfils his responsibilities by disrupting ongoing parliamentary debates. -

Seperti yang telah saya ungkapkan pada hari pertama persidangan Dewan Rakyat, pada Isnin 16 Julai 2018, Dewan Rakyat ini mempunyai kedudukan yang tertinggi dalam menentukan undang-undang negara dengan bertujuan memberikan manfaat terbesar kepada seluruh rakyat Malaysia.
