Census Town iii PREFACE Census of India 2001 is the first Census in the new millennium, 6th after the independence of India and 5th after formation of Andhra Pradesh. There are several unique features which can be attributed to this Census. One of the most significant developments in this Census is allocation of unique Permanent Location Code Numbers (PLCNs) to each village in a State/Union Territory. The Registrar General & Census Commissioner of India had assigned Location· Codes (LCs) to individual States and Union Territories by following the method of traversing the States from the North-Western corner to the South-Eastern corner. Due to this, Andhra Pradesh which had the location code '02' at 1991, now has the location code '28'. Detailed instructions have been received from the office of the Registrar General & Census Commissioner, India regarding the procedure to be followed for assigning the permanent location code numbers to villages, towns, mandals/taluks within a State. All the districts have been assigned location code numbers starting from '01' from the North-West corner of the State and ending with '23' by following the zig-zag method of traversing towards South-East corner. Therefore Adilabad district has a location code number '01' and Chittoor district has a location code '23'. The Mandals within a district have also been assigned two digit location code number starting with '01' for the North-Western most mandaI and ending with a last Mandal in the South-Eastern most MandaI in the district. The zigzag method of traversing has been followed to the extent possible. As regards the towns, the location code numbers are given in Roman numerals. While the State and Union Territories have been assigned location code numbers by the office of Registrar General and Census Commissioner, India, the assignment of LCs to districts, Taluks/Mandals, Towns and PLCNs to the villages have been taken up by the Directorates of Census Operations. The Charge Officers i.e., the Commissioners of Municipalities, MandaI Revenue Officers, etc. have been given the responsibility of assigning location code numbers to Wards and Enumeration Blocks within the wards in urban areas and enumeration blocks within a village in rural areas. The methodology followed for assigning of location code numbers including permanent location code numbers is detailed in the following paragraphs. Location Code Number of States/UTs Location Code Number to the States/UTs have been assigned by the Office of the Registrar General & Census Commissioner, India based on their geographical location beginning from the North-West down to the South-East part in the manner as explained above. v Location Code Numbers of Districts All districts in the State are assigned location code numbers in order of geographical contiguity beginning from the North-West point of the State and reaching the South-East point. Thus, Adilabad district has been assigned L.C.No. 01 and Chittoor district 23 at Census of India 2001. Location Code Numbers of Revenue Mandals Every Revenue Mandal in the district is assigned a location code number beginning from t}:le North-West point of the district and proceeding in a serpentine manner maintaining the geographical contiguity until arriving at the South-East point. It may be noted that the location code numbers assigned to the mandals in the districts of Andhra Pradesh are confined to each district and run continuously within the district. The location code number assigned to the MandaI will constitute the third element of the Location Code in rural areas. There are 1125 Mandals including 25 fully urban Mandals and 23 Districts in the State of Andhra Pradesh. Location Code Numbers of Cities/Towns and Wards The number of Cities/Towns in a District is usually not large. Therefore all Cities/Towns within a District are assigned location code numbers in one continuous series without reference to the MandaI in which these are located. The Cities/Towns in a District are assigned location code numbers in the same manner as the location code numbers for the Mandals in a district are assigned. In order to distinguish between Towns and Villages, the location code numbers for the Towns are assigned in Roman numerals. The Municipal Cities/Towns and Cantonments are further divided into Wards. These Wards are also assigned a distinct location code numbers in Arabic numerals in a continuous series for the entire City/Town. The wards are assigned location code numbers beginning from the North-West and reaching the South-East point. Roman numbers are assigned to the City/Town and this will be the third element of location code in urban areas and the ward number will be the fourth element. The number of towns in the State is 210. Location Code Numbers of Out Growths (O.Gs.) The Out Growth of a particular City/Town is assigned continuous numqer after the number of last Ward. For example, if a City lA' has 25 Wards and 3 O.Gs. the location code numbers of the O.Gs. would be given as 26, 27 & 28. In case of those O.Gs. which are part of a village, that is, where one part of the village continues to be Rural while the second part has become O.G. of a vi particular City/Town, both these parts are given separate code numbers treating them as Rural and Urban respectively. The first part which continues to be Rural is assigned the PLC Number of the village and the second part of the Village which is the (Out Growth' of a City/Town, is assigned continuous number immediately after the last ward number of City /Town. Permanent Location Code Numbers (PLCNs) to the Villages Earlier, Location Code Numbers were allotted to each village based on traverse system (zig-zag) in a serpentine manner at the Tehsil/Mandal level. These location code numbers for villages ran from '1' to 'N' in each MandaI independently. This system was adopted until the 1991 Census. But for the Census of India, 200 1, all Villages in the State are assigned codes in .one continuous series beginning from (1' to (N' and not confined to a Mandal or District. There are 28,123 villages as a whole in the SLate of Andhra Pradesh for Census of India :lOO 1. The field length of the complete Permanent Location Code structure for a village has been kept upto 8 digits. The first 6 digits will represent the code numbers of the existing villages of 2001 Census in the State while the last 2 digits i.e. '00' have been kept to accommodate changes in case of further division of an existing village, addition of new villages etc., in times to come. For Census of India 200 1, the PLCN s assigned to the villages will be an independent series of continuous numbers starting with the code number one (00000100) for the first village of the first MandaI of the first District Le. KARANJI village of THAMSI MandaI of ADILAI3AD District and ending with the last village of last MandaI of the last District Le. GANGAMAMBAPURAM village of PALASAMUDRAM MandaI of CHITTOOR District. In Andhra Pradesh there are 28,123 villages and the P.L.C. Number starts from 00000100 and ends with 02812300. In case any new village is found after the Census in 2001, adjoining a village bearing PLCN say 0999900, it will be given a PLCN of 00999901. The important point to be kept in mind here is that there is a provision for a maximum of 99 villages adjoining a particular village for allotting a unique PLCN, a situation quite impossible in any foreseeable future. The Directory of Location Codes of all Administrative Units and Permanent Location Code Numbers (PLCNs) of the villages for Andhra Pradesh has been compiled District-wise. The Directory will be a useful reference for accessing the Census Data of any village of the State, from an Electronic data source or printed pUblications. This Directory could have been brought earlier, but we did not want to operate the last two digits in the PLCN at 2001 itself and therefore waited for the entire process of Census to be over. vii I tt:k] this OprJortunity to express my sincere gratitude to Sri J.K.
