FISU University World Cups – General Regulations December 2018 GENERAL REGULATIONS FOR THE FISU UNIVERSITY WORLD CUP 1. Participation regulations a) University participation A minimum of 20% of the FISU members per continent should participate to the Qualifying tournament of each Continental Association. If the QT does not follow the Minimum Requirements (20 %), the team selection are not applicable anymore. FISU reserves the right to use those slots as wild cards. It means at least: Continental Country Minimum country Average Associations members members Africa / FASU 45 9 9 FISU America 31 6.2 6 Europe / EUSA 48 9.6 10 Asia / AUSF 38 7.6 8 FISU Oceania 11 2.2 2 Total 173 34.6 35 The teams selected for the Finals shall be the winners (Gold, Silver or Bronze Medallists) of the Qualifying Tournament of each Continental Association. Only the teams who participated to the Qualifying Tournaments can be selected for the Finals by ranking or as a wild card. If the previous winner is also the hosting team, the slot available will be given to FISU. b) Eligibility of the athletes Only the following may participate as competitors in a FISU University World Cups: - Students who are currently officially registered as proceeding towards a degree or diploma at a university or similar institute whose status is recognised by the appropriate national academic authority of their country; - Former students of the institutions mentioned above who have obtained their academic degree or diploma in the year preceding the event. - Former students of a university or similar institute cannot participate for this institution if they are currently registered at another university or similar institute. Page 1 of 4 FISU University World Cups – General Regulations December 2018 All competitors must satisfy the following conditions: - Be a student of the university they represent; - Be at least 18 and no older than 25 years of age on the 31st December of the year of the event*; - All student from the same team shall be register at the same university. c) Accreditation system and Fees Online Accreditation System All athletes and officials must be registered in the FISU Online Accreditation System. FISU Accreditation Fee FISU shall receive from each competing university the following FISU registration fees: - Effective member associations of FISU: fifty Euros (50 EUR) per competitor and official with all membership fees payment in order; FISU registration fees will be charged to each team and an invoice will be delivered and signed by the Team Representative/Captain of each participating university. - Non-effective member associations: one hundred Euros (100 EUR) per competitor and official by cash onsite. d) Deposit Two (2) months before the FISU University World Cups universities must confirm their entry with the payment of a deposit by team registered: - 3x3 Basketball: 500 EUR - Football and Rugby Sevens: 5’000 EUR The deposit shall be directly collected by FISU. For the team selected, the deposit will be reimbursed by Bank Transfer the ten (10) following days after the competition. 2. Sport a) Technical Chair Appointment FISU will appoint in collaboration with the International Sport Federation a Technical Committee Chair for preparation and delivery of the event. Page 2 of 4 FISU University World Cups – General Regulations December 2018 b) Referees Appointment FISU and ISF Technical Committee Chair will appoint a certain number of referees for the FISU University World Cups at least six (6) months before the event. All costs and expenses (travel, accommodation, catering, transportation, per diem) are covered by the Organising Committee. c) Medical and Doping Test matters I. Doping test matters The Organising Committee shall provide a plan and carry out doping control according to FISU Regulations and ISF Regulations at its own cost. The number of doping control samples in this project shall be agreed upon by the FISU and the International Sport Federation. In all situations, FISU will have final authority. The Organising Committee shall sign a contract at its own cost with a WADA- accredited laboratory for the number of doping control samples in the anti-doping plan. This contract will stipulate that the laboratory must send the results of the analysis to the FISU. The Organising Committee shall provide WADA approved anti-doping kits to perform the doping controls according to FISU Regulations. The Organising Committee shall contract at its own cost an appropriate and secure way of transport for the doping control samples to the laboratory, according to the FISU Regulations of the chain of custody of the doping control samples The Organising Committee shall provide a trained doping control staff (Doping Control Officers, Chaperones, Escorts and Couriers) to satisfy FISU Regulations. All modalities can be found in the FISU Technical Regulations for the respective sport. II. Medical matters The Organising Committee shall provide to the participants and all accredited persons free and adequate medical care including initial response and follow-up, immediate medical care as indicated. This medical care includes appropriate emergency care at all training and competition venue sites. Emergency medical care for all transportation on all accredited person officially enters the host country and during their stay until they officially leave the country or event. This will not cover medical care if non-official business or vacation is taken before or after the event. Where necessary, the Organising Committee shall contract at its own cost an appropriate medical insurance for all accredited persons covering illness and injury risks relating to and during the events. *For 2019, athletes must be born between the 1 January 1994 and the 31 December 2001 Page 3 of 4 FISU University World Cups – General Regulations December 2018 d) Number of athletes and officials The maximum number of participants and officials in a delegation participating in the Cup is as stipulated in the technical regulations for the sport in question. The judges and referees shall not be included in the number of officials. If the delegation brings more officials than allowed, the Organising Committee may ask for an additional participation fee approved by FISU. Page 4 of 4 .
