Council Orientation Package Council Orientation Package November 2020 Welcome from Jacques Dubé, Chief Administrative Officer On behalf of the HRM team, I welcome you, the newly elected Mayor and Councillors, to Halifax Regional Municipality. Congratulations on your election! It takes special people to serve as an elected official. The Mayor and Regional Council play a critically important role in shaping and guiding our regional economic and social prosperity in a fiscally prudent manner. For both new and returning members, November 2020 is the starting point of four years of exciting and important work on behalf of the residents of HRM and our organization. The new Regional Council has an opportunity to build on the success of previous Regional Councils and contribute to the continued strong growth of our region and all its distinct communities. We are Atlantic Canada’s largest urban area, largest suburban area, and largest rural area. This unique make-up presents both unique opportunities and challenges rarely found in other municipal jurisdictions. HRM is strong when all of it areas are strong, and teamwork is an essential ingredient in building on the positive momentum we enjoy notwithstanding the impacts of COVID-19. To help ensure a smooth transition, we have been working diligently for the past few months to develop an orientation program and associated materials that will inform you about the opportunities and challenges you will face in your role as a member of Regional Council. Whether you are newly elected or have been re-elected for another term, we hope the material presented herein is helpful in relation to exercising the duties bestowed upon you by the electorate. We very much look forward to working with you over the next four years to collectively ensure we are providing excellent customer service to our residents, continuing the legacy of evidence- based decision-making in the public interest, and achieving Regional Council’s priorities. The Hall of Fame officially opened on November 3rd, 1964 and moved locations many times over the decades as it continued to grow. It moved to its current location adjacent to the Scotiabank Centre in 2006. Make sure you check out Sidney Crosby’s famous dryer and try your skills in the multi-sport simulator! Ahern Avenue is located between Citadel High School and Citadel Hill and was named after John “Gee” Ahern (below). Ahern was the mayor of Halifax from 1946 to 1949 and was also a member of the Nova Scotia Legislature. Ahern felt strongly that there should be recognition for Nova Scotia athletes. He initiated the formation of the Hall of Fame in 1958 and was later inducted in 1982 for his contributions to hockey, baseball and rugby in Nova Scotia. The Halifax Public Gardens opened in the The Wanderers Grounds were established 1840s and became the home of Canada’s in the 1880s and were once a part of the first covered skating rink in 1863, followed Halifax Commons. These grounds were by the first public lawn tennis court in the home to the Wanderers Amateur Athletic country in 1876. The gardens’ pond was a Club for rugby, lawn bowling and more.

    ANNUAL REPORT 2019-2020 TECHNICAL DIRECTOR Illusions Rhythmic Gymnastics Club was set to have another very successful competitive season before the global pandemic forced Nova Scotia Rhythmic Gymnastics Association (NSRGA) to cancel all sanctioned rhythmic gymnastics competitions, events and related activities on March 14, 2020. Illusions continued to offer training sessions online through ZOOM. Although the competitive season ended abruptly, we persevered and created an online training program that kept our athletes both physically and mentally connected, engaged and active in a time of upheaval and uncertainty. Our recreational and competitive programs were thriving before the pandemic hit. Illusions offered two recreational classes a week for the Fall and Winter terms. Competitive classes ran Monday, Tuesday, Wednesday, Friday, Saturday and Sunday from September 2019 until March 14, 2020 when we were forced to shutdown. We continued to rent space at Bedford Hammonds Plains Community Center and West Halifax Cheer. The Illusions coaching staff welcomed back Kaylee Rawding and hired Ella Hickey, Kaleigh Baird and Riana Surovkin to help with our Shooting Star and Bright Star programs. Illusions officially welcomed Elizabet Belittchenko to our coaching staff this Fall. Liza was a 2018 Canadian National group member who competed at the 2018 World Championships. Jessica Fisher, Isidora Rojas, Delainey McCarron, Julia Belittchenko, Meghan Milloy and Josée Landry returned for the 2019-2020 season. As part of our Capella mentor program, Capella athletes helped coach our recreational classes and our Bright Star & Shooting star classes. Our Capella athletes excelled as junior coaches and we plan to continue to develop the mentor program next season.

The Committee held regular meetings which were open to the public and was responsible for public engagement and awareness building initiatives. The RPC is acknowledged for the success of general public input and participation throughout the process. The RPC have fulfilled its mandate and have delivered a Regional Plan which upholds the Regional Planning Principles, Goals and Objectives.
