The Local Task Force (LTF) Meeting came to order at 8:34AM 1. Open Time for Public Comment Evan Edgar & Associates, Inc. provided a brief presentation on AB 1826 discussing Implementation of organic waste recycling programs. Mr. Edgar discussed draft legislation that could change the way organics fit into the waste stream, diversion opportunities, and reduction of greenhouse gas emissions through the use of composting and anaerobic digestion. Mr. Edgar fielded question from LTF Members, addressing comments regarding jurisdictional obligations and requirements. 2. Approval of the June 3, 2015 JPA Local Task Force Minutes M/s Kies, Figueroa to approve the June 3, 2015 Local Task Force minutes. The motion passed unanimously. 3. Approval of the October 7, 2015 JPA Local Task Force Notes Member Irwin noted one amendment to the October 7, 2015 LTF Notes. M/s Kies, Figueroa to approve the October 7, 2015 Local Task Force Notes as amended. The motion passed unanimously. Page 2 4. Update from Environmental Science Associates (ESA) on Zero Waste in Marin Schools JPA Contractor ESA provided information on their activities, which included meeting with haulers, JPA Staff and school officials, conducting waste audits, and developing a list of recommendations based on the activates and interactions with individuals. ESA and JPA Staff fielded questions and collected feedback from LTF Members, which included discussions of successful campaigns and programs in other regions of the Bay Area, known challenges, measures of success, use of funds to hire dedicated school recycling staff. JPA Staff requested LTF Members submit written comments on the draft ESA Report on school waste reduction to Casey Poldino by January 20, 2015 in order to be included in the report to be submitted to the JPA Board. No action was necessary. 5. Election of LTF Chair and Vice Chair A voting member left and quorum requirements were not met by the time this Agenda Item was reached. No action taken. 6. Updates from LTF Subcommittees LTF Members provided updates on the progress made by the Subcommittees since the last meeting noting meeting dates and issues discussed. C&D/Asphalt Shingles Subcommittee (Member: Khany, Greenfield, Kies. Public: Mazzoni, McLaren, Scheibly): Not having met. EPR, Sharps & Pharmaceuticals Subcommittee (Members: Garbarino, Johnson, Goddard, Green. Public: Scheibly): Having not met. Zero Waste Outreach & Education Subcommittee (Members: Pardi, Goddard, Public: Scheibly, Hope, Goodsell): Not having met. 7. Receive and File Updates from O’Rorke and C2 Outreach Contractors Staff provided a summary for the outreach efforts of two JPA contractors O’Rorke and C2. No action was necessary. 8. Staff Updates on Ongoing Activities Staff requested that LTF Members convey relevant contact and event information to JPA Staff in order to continue outreach efforts to the local community through activities such as event tabling and “Green Teas” 9. Box 4186, San Rafael, CA 94913 Phone: 415/473-6647 - FAX 415/473-2391 Page 4 Laurel Dell Elementary School Zero Waste School Pilot Program Initial Report February, 2016 In Partnership with Zero Waste Marin & Marin Sanitary Service Page 5 Introduction Laurel Dell Elementary School is part of the San Rafael City Schools District (SRCSD) and is located near Central San Rafael. It is an elementary school comprised of approximately 235 students, kindergarten through fifth grade. School lunch is provided daily by the SRCSD central kitchen. Approximately 80% of the students receive school-provided lunches. During the initial site visit conducted by Zero Waste Marin (ZWM) and Marin Sanitary Service (MSS), staff noted there was no recycling or compost collected during snack and lunch times, and there was no infrastructure to collect recycling and composting in the classrooms or outside. Based on these observations, ZWM and MSS decided to launch a study on increasing recycling and compost collection on this campus. Timeline ZWM and MSS initially reached out to Laurel Dell to run a zero waste pilot study in August 2015. This school was chosen for a variety of reasons. It is a school serviced by MSS who employs a full-time Education & Outreach Coordinator, is centrally located, and is receiving lunches from inside the district as opposed to an outside lunch service provider. After speaking with the Principal, Pepe Gonzales, who was willing and enthusiastic to involve his school in a pilot study, Laurel Dell was selected as the subject school. In September 2015, ZWM and MSS planned the course of the project, met with the appropriate stakeholders (principal, custodian, teachers, garden coordinator, food server, Conservation Corps North Bay (CCNB), and others) and set up the outline of the pilot. In October 2015, ZWM and MSS created a Green Team and had an initial Green Team meeting. An initial waste audit was conducted as a baseline for comparison at the end of the study. ZWM and MSS provided 15-20 minute classroom presentations to educate the students on the program. ZWM and MSS coordinated with CCNB to build and deliver the outdoor waste station for the lunch area. Lunchtime monitoring of the waste station commenced. In November 2015, ZWM and MSS continued lunch time monitoring, worked with the Green Team on waste diversion lessons, created art for Green Team shirts, presented to parent group (Charla Café), tested outdoor waste station and redesigned for a better system, increased brown and green carts for campus recycling and composting, delivered indoor recycling bins and a triplet pushcart for custodian. In December 2015, ZWM and MSS continued lunchtime monitoring, Green Team meetings, and conducted the post waste audit. Due to reduction in waste, Laurel Dell was able to remove one 96-gallon landfill cart from service. Page 6 In January 2016, ZWM and MSS connected with the Green Team, reviewed proper sorting, turned over the Green Team to a teacher to continue the program, and updated the principal on challenges & successes. Initial Service Level & Diversion Information In August 2015, Laurel Dell had five paper recycling carts, two mixed recycling carts, one compost cart, and four landfill carts. According to their service level, 79% of their waste was landfill and 21% was recycling and compost. Table 1. This Focus on Learning report is the product of an intensive effort which began in the fall of 2005. Staff meetings, department meetings, and professional development days were dedicated to the effort. Our Drake Plan Team (administrators, focus group leaders and the Self-Study Coordinator) and The Drake Leadership Council (our primary site governance group) acted as the WASC Leadership Team, under the direction of Self-Study Coordinator David Sondheim and Principal Don Drake.     MARIN REGIONAL OCCUPATIONAL PROGRAM 2018-2019 COURSE OFFERINGS The Marin Regional Occupational Program (ROP) is administered by the Marin County Office of Education. The classes provide both entry level and advanced career technical education that enables students to enter the job market, upgrade existing skills, or transfer to more advanced training. There is no fee for high school students. Moderate fees are charged for adults. ROP classes are project based and may be taken for consecutive semesters. Several classes have articulation agreements with the College of Marin or receive “A-G” credit for the UC/CSU system. Students may obtain more information by consulting with their school counselors or by contacting the ROP office. Please Note: Most high school classes are given during the school day. As school schedules often change, we request that you please contact the high school to obtain time and day information for a specific class sections.
