The following table contains explanatory notes on the various sections of the data sheets. Section on data sheet Explanatory Note Name Original and later names have been included where known. In general, a C grading reflects a local level of significance albeit a comparatively low level when compared with other examples. In some cases, such buildings may not have been extensively altered, but have been assessed at a lower level of local significance. In other cases, buildings recommended to be downgraded to C may have undergone alterations or additions since the earlier heritage studies. Ungraded buildings have generally undergone extensive alterations and/or additions and where no grading is considered to be warranted. Date Date of construction. Intactness Where possible, an assessment of intactness has been made. Heritage Status Indicates any listing on the Victorian Heritage Register, the Register of the National Estate or the National Trust Register. No recommendation for inclusion in the Boroondara Planning 2 LOVELL CHEN Scheme. History The history section incorporates in most cases material prepared by other consultants in the earlier municipal heritage studies. This material has been revised and in many cases expanded (though in others material considered to be of limited significance equally has been deleted). Footnotes from the original studies have been included (though these have not been verified). The authors of the earlier studies have been acknowledged by the note at the end of the history section. Description & Integrity This section is based on the site inspection, in most cases combined with other documentation such as drawings and planning and building file information. The objective in this section is to describe the fabric and identify alterations and additions. Refer to Section 2.4 in Volume 1. Historical Context Not completed for some examples. This brief note is intended to help to place the building in its historical context. In some cases it includes information on the historical development of the surrounding area; in others it is simply a note about the building stock existing in the area. Comparative Analysis Not completed for some examples. Where completed, this section helps to place the building in its architectural and typological contexts, making reference to stylistic sources in some cases, and to other comparable buildings. From c. 1926 the house was occupied by a Marmaduke Rose. It is unclear whether the property continued to operate as a private hospital or reverted to use as a private residence at this time.8 The house again changed hands in c. 1934 and Edgar Knott, a button manufacturer, occupied the house until 1941 when Wallace E Morley, painter became its owner.9 At this time the property was described as having ten rooms.10 Subsequently, the property was owned by G H Davies, from c. 1958, until at least 1974. During this period, the property was converted into flats, and listed as such in the 1971 edition of the Sands & McDougall Directory of Victoria.11 An existing conditions plan of April 2000, shows that the property was still divided into flats – two on the ground floor and one on the first floor of the residence, as well as an additional detached unit located behind the residence and thought on stylistic grounds, to have been constructed c. 1970.12 An attached, possibly original, single-storey wing to the rear of the house was extensively refurbished and extended in 2000, when the house was converted back to a single dwelling and a large detached Boroondara Heritage Review B Graded Buildings Lovell Chen 2005 Building Citation residence – formerly unit 4 - which occupied the north-west corner of the original site, was subsequently subdivided from the main property in 2004.13 (G Butler & Associates, Kew B-graded buildings study (draft), 2001, additional research by Lovell Chen, 2005) Description & Integrity 6 A’Beckett Street, Kew, is a double-storey double-fronted Victorian villa of brick construction with hipped roof clad with slate, bracketed eaves and rendered brick chimneys with moulded caps. The asymmetrical façade is finished with overpainted ruled ashlar render and comprises a broad bay which contains the main entrance, screened by a non-original double height timber and cast iron verandah, flanked by a projecting bay. A heavily moulded string course defines the floor levels and the verandah floor is edged by a bullnosed bluestone coping finished with non-original stone tiling. The entrance contains a panelled timber door with glazed surrounds and is flanked by arched tripartite window openings which contain timber-framed double-hung sashes; elsewhere the fenestration is essentially regular and comprises both single and paired openings and those in the principal elevation are surrounded by moulded architraves.

Tasmania . 170 Chapter 1: Introduction In Australia there are four Catholic cathedrals designed in the Romanesque style (Canberra, Newcastle, Port Pirie and Geraldton) and one Anglican cathedral (Parramatta). These buildings are significant in their local communities, but the numbers of people who visit them each year are minuscule when compared with the numbers visiting Australia's most famous Romanesque building, the large Sydney retail complex known as the Queen Victoria Building. God and Mammon, and the Romanesque serves them both. Do those who come to pray in the cathedrals, and those who come to shop in the galleries of the QVB, take much notice of the architecture? Probably not, and yet the Romanesque is a style of considerable character, with a history stretching back to Antiquity. It was never extensively used in Australia, but there are nonetheless hundreds of buildings in the Romanesque style still standing in Australia's towns and cities. Perhaps it is time to start looking more closely at these buildings? They will not disappoint. The heyday of the Australian Romanesque occurred in the fifty years between 1890 and 1940, and it was largely a brick-based style. As it happens, those years also marked the zenith of craft brickwork in Australia, because it was only in the late nineteenth century that Australia began to produce high-quality, durable bricks in a wide range of colours.

    NEWSLETTER No. 125 DECEMBER 2018 Serving the community, families, schools, students, historians and researchers INSTITUTIONAL MEMORY For most of Kew’s history, the institution that weighed most heavily on the minds of its citizens was the Metropolitan Lunatic Asylum (1873-1988) and the Kew Cottages (1887-2008). A glimpse into the conditions experienced by the inmates of Asylum is provided in The Maddest Place on Earth by Jill Giese, which was awarded the Victorian Premier’s History Award in October 2018. The society’s continuing interest in the history of the Asylum and the Contents Cottages is reflected in the large number of items in our collection, relating to these institutions. The oldest item in the collection dates from the mid- SOCIETY NEWS 1880s. It is an original silver albumen photograph (above) by the Victorian 3 Information about past and future photographer, Charles Nettleton (1826-1902). There are also examples of events and exhibitions Nettleton’s photograph in other public collections, however two superb panoramic photographs from the 1920s, donated by Fran Van Brummelen, are unique to the collection. Ms Van Brummelen joined the staff of Kew WHAT DOES IT MEAN TO BE 4 Cottages in 1969, became senior social worker in 1971, and with Dr. Cliff SIGNIFICANT? Judge founded the Kew Cottages Historical Society in 1987. Observations on the Significance Assessment of our collection In 2017, Astrid Judge, a daughter of Dr. Cliff Judge, opened an exhibition of historic photographs and memorabilia relating to these institutions at the ‘HOWLY’ TRINITY CHURCH AND Kew Court House. The top image shows the Sydney end of the Sydney-bound platform with the 1927 stepway, the 1938 entrance pergola and the trees planted after the removal of three fig trees in 2010. The sites of the gardens on each side of the corridor are shown by the lawn areas. The Coonanbarra Road footbridge is just visible in the distance. Abstract To date there has been no thorough research into the architectural practice of Wight and Lucas with only a few of their buildings referred to with brevity in histories and articles dealing with late nineteenth-century Melbourne architecture. The Boom era firm of Wight and Lucas from 1885 to 1894 will therefore be investigated in order to expand their catalogue of works based upon primary research and field work. Their designs will be analysed in the context of the historiography of the Boom Style outlined in various secondary sources. The practice designed numerous branches for the Melbourne Savings Bank in the metropolitan area and collaborated with other Melbourne architects when designing a couple of large commercial premises in the City of Melbourne. These Mannerist inspired classical buildings fit the general secondary descriptions of what has been termed the Boom Style of the 1880s and early 1890s. However, Wight and Lucas’ commercial work will be assessed in terms of its style, potential overseas influences and be compared to similar contemporary Melbourne architecture to firstly reveal their design methods and secondly, to attempt to give some clarity to the overall definition of Melbourne’s Boom era architecture and the firm’ place within this period.

The Anatol Kagan Collection includes material relating to the Russian-born émigré’s Melbourne practice in the 1940s and early 1950s, and his subsequent Sydney practice from the 1960s. His post-war domestic architecture can be directly compared with that of other émigré architects whose work is represented in the Archives, including Frederick Romberg (rda Newsletter #1 2008), Ernest Fooks (some of whose drawings and books were donated to rmit a number of years ago by Noemi Fooks) and Frederick Sterne (rda Newsletter #1 2008).

The Grant was for three components of the overall collection: the costumes and textiles, the maps, and the pictures. However we also considered the collection as a whole as it provides the context and the companions for these three components. The Society’s Mission and Aims refer consistently to ‘Kew and its environs’ – this shapes the collection policy and all related documents and is an important driver in acquisition and deacquisition decisions.

BPS Heritage Overlay History 1291 Burke Road was built in 1931 by and for its first owner Ernest A Watts, a building contractor.1 Watts was the managing director of E A Watts Pty Ltd, one of Victoria’s most prolific building companies. Building projects for which the firm was responsible included the 1956 Olympic Stand at the Melbourne Cricket Ground, the Hotel Australia, Collins Street and the Southern Cross Hotel, Exhibition Street, among many others.2 Though the house appears likely to have been architect-designed, no architect has to date been identified. It is likely that the house’s fixtures and fittings were finished to a high standard, commensurate with its construction for a prominent member of the building industry. The Watts family only occupied the house until 1939, at which time it was sold to Ivor W Trescowthick, who owned it until 1956.3 Dr Albert Piper subsequently acquired the property,4 residing there until at least 1974.5 A detailed description of the property was published in the Herald, when the property was sold in 1985. Situated on an allotment of 1500 square feet, it had views over the Yarra Valley to the Dandenong Ranges beyond.     Analysis of Victorian Councils Post Amalgamation September 2019 spence-consulting.com Spence Consulting 2 Analysis of Victorian Councils Post Amalgamation Analysis by Gavin Mahoney, September 2019 It’s been over 20 years since the historic Victorian Council amalgamations that saw the sacking of 1600 elected Councillors, the elimination of 210 Councils and the creation of 78 new Councils through an amalgamation process with each new entity being governed by State appointed Commissioners. The Borough of Queenscliffe went through the process unchanged and the Rural City of Benalla and the Shire of Mansfield after initially being amalgamated into the Shire of Delatite came into existence in 2002. A new City of Sunbury was proposed to be created from part of the City of Hume after the 2016 Council elections, but this was abandoned by the Victorian Government in October 2015. The amalgamation process and in particular the sacking of a democratically elected Council was referred to by some as revolutionary whilst regarded as a massacre by others. On the sacking of the Melbourne City Council, Cr Tim Costello, Mayor of St Kilda in 1993 said “ I personally think it’s a drastic and savage thing to sack a democratically elected Council. Before any such move is undertaken, there should be questions asked of what the real point of sacking them is”. Whilst Cr Liana Thompson Mayor of Port Melbourne at the time logically observed that “As an immutable principle, local government should be democratic like other forms of government and, therefore the State Government should not be able to dismiss any local Council without a ratepayers’ referendum.
