Anàlisi 33, 2006 107-118 La indefinición de la TDT en Portugal tras el fracaso de la Plataforma de Televisão Digital Terrestre Fernando Sabés Facultad de Comunicación Universidad San Jorge de Zaragoza fsabes@usj. es Resumen El fracaso en la puesta en marcha de la Plataforma de Televisão Digital Terrestre en Portugal, concedida en 2001 por el Gobierno luso, ha derivado en un proceso de indefinición en la introducción de esta tecnología en el mercado portugués, tanto por la falta de un modelo definido por la Administración como por el escaso interés que han mostrado hasta el momento los principales grupos mediáticos, sin olvidar también la fuerte implantación de la televisión por cable. Todo ello ha conducido a una situación en la que de momento se mantiene la indefinición de cómo se producirá la migración del sistema televisivo analógico actual al digital, en un mercado en el que se están produciendo importantes cambios de accionariado en destacados grupos de comunicación y con un Gobierno que ha anuncia- do reformas en el sector del audiovisual y entre ellas está la potenciación de la televisión digital terrestre. El objetivo de este trabajo es repasar el fracaso de la puesta en marcha de la Plataforma de Televisão Digital Terrestre, analizar sus consecuencias dentro de un mer- cado televisivo tan especial como es el portugués y apuntar algunas perspectivas de futuro. Resumo Este artigo visa identificar as características das televisões públicas de âm- bito internacional do Brasil (Brasil Internacional) e de Portugal (RTPi) por meio de uma análise comparativa norteada por três quesitos: objetivos dos veículos; modelos de gestão; modelos de financiamento. A partir do levan- tamento teórico e documental realizado e dos resultados da análise, pôde- -se constatar que o serviço público internacional de comunicação de Por- tugal é previsto via regras legais e contratuais, enquanto no Brasil não há dispositivos jurídicos que regulamentem a existência e a operação de uma televisão pública direcionada ao exterior, o que potencialmente fragiliza a execução desse serviço. Produção Audiovisual Nos Serviços De Programas Televisivos Em 2019”
Regulador avalia produções audiovisuais em 48 serviços de programas em 2019 ERC conclui que qquaseuase todos os ggenerenereneralistasalistas e temáticos informativos cumprem as obrigações dedede programação em língua portuguesaportuguesa,,,, mas os temáticos ficam aquém Os serviços de programas dos operadores de televisão de âmbito nacional estão sujeitos à avaliação em cada ano, do cumprimento das obrigações previstas nos artigos 44.º a 46.º da Lei da Televisão e dos Serviços Audiovisuais a Pedido (LTSAP), referentes à defesa da língua portuguesa, produção europeia e produção independente. As quotas para difusão de obras audiovisuais determinam que 50% do total de programas devem ser originariamente em língua portuguesa «com exceção daqueles cuja natureza e temática a tal se opuserem» e 20% obras criativas, de produção originária em língua portuguesa, que pode provir de outros países lusófonos até 25%. Em relação a 2019, a ERC verifica que nos 48 serviços de programas analisados, dos quais quatro são de âmbito internacional e dois regionais, as percentagens de 50 e 20 por cento são ultrapassadas pela RTP1, RTP África, RTP Internacional, RTP Memória e RTP Açores e pelos privados generalistas em sinal aberto. Os temáticos informativos por cabo (RTP3, SIC Notícias e a TVI24) preenchem apenas a quota de produção originariamente em língua portuguesa, não a de obras criativas em português. A RTP2 fica, pelo terceiro ano consecutivo, aquém das duas metas, desta vez por três pontos percentuais. Quase toda a programação da CMTV é originariamente em língua portuguesa, mas ainda não cumpre a percentagem de obras criativas de produção originariamente em língua portuguesa por três pontos percentuais, apesar de estar obrigada, por ser generalista. -

Is There a Link Between Digital Media and Good Governance? What the Academics Say A Report to the Center for International Media Assistance By Mary Myers June 19, 2013 The Center for International Media Assistance (CIMA), at the National Endowment for Democracy, works to strengthen the support, raise the visibility, and improve the effectiveness of independent media development throughout the world. The Center provides information, builds networks, conducts research, and highlights the indispensable role independent media play in the creation and development of sustainable democracies. An important aspect of CIMA’s work is to research ways to attract additional U.S. private sector interest in and support for international media development. The Center was one of the of the main nongovernmental organizers of World Press Freedom Day 2011 in Washington, DC. CIMA convenes working groups, discussions, and panels on a variety of topics in the field of media development and assistance. The center also issues reports and recommendations based on working group discussions and other investigations. It not only has the largest online population (513 million in January 20121). Chinese corporations like ZTE and Huawei are also leaders on the global market for Internet infrastructures and mobile devices. Chinese financial institutions strongly support Chinese corporations’ development overseas by providing funds for massive infrastructure projects, particularly in the telecommunication sector. Furthermore the Chinese government and other private actors are playing an increasingly important role in international fora where Internet governance is discussed, such as the ICANN and the IGF. -

Antonio Tajani MEP President of the European Parliament [email protected] 12 June 2018 Mr President, Article 13 of the EU Copyright Directive Threatens the Internet As a group of the Internet’s original architects and pioneers and their successors, we write to you as a matter of urgency about an imminent threat to the future of this global network. The European Commission’s proposal for Article 13 of the proposed Directive for Copyright in the Digital Single Market Directive was well-intended. As creators ourselves, we share the concern that there should be a fair distribution of revenues from the online use of copyright works, that benefits creators, publishers, and platforms alike. But Article 13 is not the right way to achieve this. By requiring Internet platforms to perform automatic filtering all of the content that their users upload, Article 13 takes an unprecedented step towards the transformation of the Internet from an open platform for sharing and innovation, into a tool for the automated surveillance and control of its users. Europe has been served well by the balanced liability model established under the Ecommerce Directive, under which those who upload content to the Internet bear the principal responsibility for its legality, while platforms are responsible to take action to remove such content once its illegality has been brought to their attention. By inverting this liability model and essentially making platforms directly responsible for ensuring the legality of content in the first instance, the business models and investments of platforms large and small will be impacted. The damage that this may do to the free and open Internet as we know it is hard to predict, but in our opinions could be substantial.
