Johnson County Affiliates Meeting Minutes Johnson County Affiliates Meeting Minutes 1/10/19 1:00-2:00 PM KU Edwards Campus Regnier Hall Room #255 12610 Quivira Road (West side of the Regents Center) Overland Park, KS 66213 Introductions & Announcements/Affiliate Updates and Openings Kim Perry, Community Employment with JCDS, shared a flyer about upcoming Project Search Meetings. It is attached with the minutes. Contact Sheri Kendall at 913-826-2507 if interested in a free white washer and dryer, microwave and stove. Welcome Crystal Nelson a new case manager with CMS. CMS is now taking referrals for case management. Lakemary Center has residential openings. Mosaic is looking to add a new case manager soon. Contact Mark Gonzales concerning two openings in a 5 bedroom shared living home. 913-788-8400 Amy Anderson is with the Home/School Division with Maxim Healthcare. 913-381-8233 CDDO Updates Matthew Gammill is the new CDDO Project Search intern. He joined the CDDO in December and will be working as an informational specialist until March. He is currently working on a TCM case load verification project. You may receive a request from him to verify this information. He thanked those that have already returned information. The CDDO transition plan includes Sheri Kendall (913-826-2507) and Seth Kilber (913-826- 2531) as the point of contact for the CDDO. Applications are being accepted for the CDDO Director. First round interviews are tentatively scheduled for the end of January and it is hoped the position will be filled by March. The new director will recruit for open Quality Assurance lead position. Please send all Annual contacts to Sheri Kendall. Shelly thanked all agencies who have increased TCM capacity to accommodate agency closings and high priority referrals. 1 Shelly reviewed State Aid for crisis Case Management services for individuals who do not have access to other funding. There was also discussion on use of state for agencies to increase capacity to serve individuals with challenging behaviors or medical needs. These are one time funds to pay for accommodations/specialized training/etc to meet the individual needs. You can find the forms for application on the CDDO website. Submit requests to Seth Kilber. Shelly reminded that registration is open for the 1-23 TCM Overview Training offered by the CDDO. This is open to all affiliates, not just case managers. Another flyer will be attached with the minutes. The Council of Community Members has openings for two positions: a parent/family/guardian member and an individual member. Please send nominations to Sheri Kendall. 913-826-2507. The Spring IDD Summit – Positive Approach to Care for Alzheimer’s and Dementia Related Illnesses will be held on April 10 at the Arts & Heritage Center. Shelly Edwards is the presenter and a nationally recognized expert in this field. A flyer and registration form will be sent with the minutes. There will be an Intelligent Lives documentary screening at KU on January 25th at 5:00 pm. The flyer is included with minutes. Shelly provided contact information for [email protected] Licensing and Credentialing County Updates HopeBuilders just received a $480,000 grant from FHL Bank of Topeka for home modifications in non-rental properties. Appointments Kansas Governor-Elect Laura Kelly has named Laura Howard as the interim secretary of both the Kansas Department for Children and Families (DCF) and the Kansas Department for Aging and Disability Services (KDADS). Howard is currently the director of the Public Management Center in the School of Public Affairs and Administration at the University of Kansas. A spokesperson for Kelly said putting one person temporarily in charge of both agencies does not mean they’re planning to merge the two, however, that hasn’t been ruled out. Kelly has retained State Fire Marshall Doug Jorgensen. Case for Inclusion The American Network of Community Options and Resources (ANCOR) released the “Case for Inclusion” report for 2019. The report was the result of a combined effort between ANCOR and United Cerebral Palsy (UCP). It ranks how well state Medicaid programs serve people with IDD and their families. Kansas came in number 37 in the ranking, while Missouri came in fourth. The states are ranked based on the following factors: promoting independence; tracking health, safety, and quality of life; keeping families together; promoting productivity; and reaching those in need. Medicaid Expansion While there were talks before the holidays that Gov.-Elect Kelly and senate majority leader Jim Denning had reached an understanding on Medicaid expansion, there is currently no indication that there will be enough votes to pass Medicaid expansion with the current legislature. Legislative Priorities Many legislators from Johnson County have listed the following as top priorities going into this legislative session: Education Transportation and Infrastructure 3 Reducing or eliminating food sales tax Medicaid Expansion Government Shutdown While areas of the federal government that offer IDD supports, such as the HHS, are funded, the future of services that many people with IDD rely on is uncertain during this shutdown. This includes federal assistance programs such as food stamps (SNAP). The USDA says food stamp benefits are guaranteed through February, but there is no guarantee the shutdown will be over when those benefits run out. As of Jan. 10, there is no plan in place to re-open the government. The term of this Agreement is for the time period of __________ to __________. Affiliate is receiving this funding in order to support one or more individuals with: Case Management – I/DD (Non‐Medicaid): State aid funds are requested to support individuals who are eligible for Intellectual and Developmental Disabilities services but are not yet eligible for Medicaid and in crisis need of support coordination. Case management services will be provided in order to identify, select, obtain, coordinate and use both paid and unpaid supports to enhance the person’s independence, integration, and productivity. Affiliate must be willing to accept payment rate of $500 per case management referral for up to 50 units of service. If the Affiliate discontinues services, any remaining units will be refunded to the CDDO at $10.00 per unit. Affiliates who receive these funds will have a plan that outlines the service that will be provided to the individual(s) and the funds that are committed by the CDDO to each person. By accepting these State aid funds, the Affiliate agrees to: 1) Provide Case Management Services to ____________________. 2) Provide services consistent with the definitions provided in the Kansas Medical Assistance Provider (KMAP) Manual and the HCBS I/DD Waiver Handbook. OR Day/Residential Supports: State aid funds are requested to support individuals who are not functionally eligible for the Intellectual and Developmental Disabilities (IDD) Home and Community Based Services (HCBS) Waiver. Day and residential supports must be designed to assist persons with maintaining or increasing adaptive capabilities, productivity, independence and/or inclusion. Affiliate must be willing to accept annual payment rate of $12,394 for Residential Supports and $7,315 for Day Supports for each person receiving that particular service. If the Affiliate discontinues services, any remaining service days in the State Fiscal Year (July 1 to June 30) will be refunded to the CDDO at the rate of $33.96 per day for Residential Supports and $140.67 per week for Day Supports. Commitment of funding will be reviewed by the CDDO on an annual basis.

The Select Committee requests the Office of Revisor of Statutes prepare two memorandums to be delivered to the Special Committee on Medicaid Expansion that compare bill draft 20rs1873, as revised, to pending legislation specified in this report. To the extent possible under the law, the Select Committee requests and encourages the Kansas Insurance Department to begin work on a Section 1332 waiver.
