PRESENTERS

SAM BROWNBACK • Kansas Governor (Invited) Governor Sam Brownback has spent his life in the service of others. He was born in Garnett, Kansas, and raised on the Linn County family farm where his mother and father still live. At Prairie View High School, Brownback was elected state president of Future Farmers of America. His interest in public service continued as he attended Kansas State University. During his senior year at KSU, Sam served as student body president. After graduation, Brownback attended law school at the University of Kansas where he was his class president before completing his law degree in 1982.

In 1986, Brownback became the state’s youngest Secretary of the Kansas Department of Agriculture. During his stint as Ag Secretary, he also served as a White House Fellow in the first Bush Administration. At the age of 38, he was elected to represent the 2nd Congressional District in the U.S. House of Representatives. In 1996, he was elected to complete the term of U.S. Senator Bob Dole, followed by two more terms of his own.

As governor, he is focused on getting the state’s economy growing again through improved regulations, controlled spending, and lower tax rates. Governor Brownback is working with Kansas business and community leaders from across the state as well as current and former state legislators to craft policy solutions. PAT GEORGE • Secretary of Commerce (Invited) Pat George represented the 119th House District in the Kansas House of Representatives for eight years. A true Kansas entrepreneur, he has spent more than 25 years starting and building numerous successful ventures in Southwest Kansas. His business experiences range from his family’s automobile dealership to real estate developments to professional sports.

George has a Bachelor of Science in Psychology from Benedictine College in addition to attending General Motors School of Automotive Management.

MATTHEW SIGELMAN • Burning Glass Technologies Matthew Sigelman is CEO of Burning Glass Technologies. For more than a decade, he has led Burning Glass in harnessing the power of data and analytics to deliver artificial intelligence technologies that have helped fill millions of jobs and provided the data needed to resolve the skills gap.

Matt has helped establish Burning Glass as a leading labor market analytics firm that is playing a growing role in informing the global debate on education and the workforce. Burning Glass collects and mines millions of job postings and resumes each day and translates them into a common language in order to map career patterns, flag employer pain points, match people and jobs, and render detailed intelligence on the jobs in greatest demand and the skills required to get them. Burning Glass’s tools power several government workforce systems, are used by millions of job seekers and students each year, and have been shown to have substantive impact on reemployment outcomes and on job market literacy.

Matt is consulted frequently by national media, including , The New York Times, Bloomberg BusinessWeek, Forbes, NPR, Vox, CBS, Fox News, and the New England Journal of Higher Education; by higher education leaders; by researchers and policy makers; and by the White House.

Formerly with Capital One, Mesa Air Group, and McKinsey and Company, Matt also serves on the Board of Directors of The Graduate! Network, a national alliance of regional partnerships achieving outstanding outcomes in adult college completion. He holds an AB from the Woodrow Wilson School of Public and International Affairs at Princeton University and an MBA from Harvard Business School.

KEVIN BURKE • ITC Holdings, Inc. Kevin Burke, Vice President, Human Resources, and Chief Human Resources Officer, is responsible for all human resource functions for ITC.

Most recently, Mr. Burke served as Vice President of Human Resources for Global Corporate Functions at Dow Corning Corporation, where he led Human Resources for all global functions including manufacturing, research and development, marketing and sales, and corporate functions. Mr. Burke also served as Vice President of Human Resources for Hemlock Semiconductor, a subsidiary of Dow Corning. He also served as Senior Director of Human Resources and Talent Management for Pulte Homes, Inc., where he provided HR leadership for departments across multiple locations while leading talent management initiatives for approximately 5,000 employees.

Additionally, Mr. Burke held Human Resource positions with General Mills and Motorola, Inc., and served as a Labor Relations Representative with General Motors.

Mr. Burke holds a Master of Business Administration, Executive MBA from the Kellogg School of Management at Northwestern University, a Master of Arts in Labor and Industrial Relations from Michigan State University, and a Bachelor of Arts Degree in Communication from Michigan State University. DANIELLE WADDELL • Department of Labor Employment & Training Administration Danielle Waddell is a Federal Project Officer at the Department of Labor Employment and Training Administration (DOLETA) in Region 5 Chicago. In her 10.5 years at DOLETA, Danielle has served as the Region’s Green Job Initiative and Youth Offender Expert. She currently provides programmatic oversight and technical assistance in the Office of State Systems to the State of Michigan and previously for Kansas and Nebraska’s workforce programs that include employment and training services to the adult, dislocated worker and youth populations.

Additionally, Danielle is the Technical Assistance Lead in the region and serves as the Co-Lead on the National Career Pathways & Credentials Technical Assistance Team, and as a key player on DOLETA’s State Sector Strategies technical assistance team. Danielle is currently serving as the DOLETA point of contact for the Gary, IN, and Rockford, IL, Strong Cities, Strong Communities Initiative.

Prior to her work at DOLETA, Danielle worked with the Bureau of Labor Statistics and the Natural Resource Conservation Service for five years. Danielle received her Bachelor of Science in Agriculture Economics from Virginia State University and Master of Science in Public Policy from DePaul University.

DAVID BRENNAN • Heartland Works David Brennan has been the Executive Director of Heartland Works, Inc., since March of 2013. Heartland Works administers the Workforce Investment Act (WIA) along with several other state and federal grants in the seventeen counties of Northeast Kansas.

Prior to his current position, Brennan spent seven years as Director of Employment Services with the Kansas Department of Commerce. In that role, he was responsible for numerous federally funded employment and training programs statewide, including WIA, Wagner-Peyser, VETs, TAA, WOTC, AJLA, KHPOP, RR, and other regional and statewide grants.

Brennan has over twenty years’ experience in administering, managing and implementing employment and training programs throughout the State of Kansas.

CRISS MAYFIELD • KANSASWORKS State Board Criss is a longstanding member of the KANSASWORKS State Board. He has been involved with workforce issues for over twenty years through his employer, as well as several local and state organizations.

Criss recently retired as the Human Resource Director for a manufacturing firm in Manhattan. He remains active in his profession through his local chapter of SHRM (Society for Human Resource Management), serves on their Executive Board, and was selected as their 2013 HR Professional of the Year. Criss is also currently a member of the Kansas SHRM State Council serving as the Workforce Readiness Director.

Criss is active with the Manhattan Area Chamber of Commerce. He is a current member and past chairman of the Chamber’s Workforce Advisory Board. He is a member of the General Advisory Committee at the Manhattan Area Technical College (MATC) and has served as an Adjunct Instructor in employability skills.

Criss received his Bachelor of Science degree from California State Polytechnic College, San Luis Obispo, California. He is a Navy Captain, retired from the Naval Air Reserve with 33 years of service.

GREGG A. BURDEN • Kansas Commission on Veterans’ Affairs Gregg A. Burden was appointed the Executive Director of the Kansas Commission on Veterans’ Affairs in September 2011. Mr. Burden’s military career spanned over 26 years in the Air Force and Air National Guard. He retired at the rank of Colonel and as the Wing Commander of the 190th Air Refueling Wing. Prior to his appointment as Executive Director, he worked for the Health Resource Center, Veterans Administration, managing the Operation Enduring Freedom/Operation Iraqi Freedom, and the new Women’s Veteran outreach program. Mr. Burden is a native Kansan born and raised in Manhattan. Gregg graduated from Kansas State University in 1982 with a degree in Allied Health Sciences, was commissioned through the Reserve Officer Training Corps and entered active duty in 1982. After graduating from Pilot Training he served in Texas and Okinawa, Japan, before joining the Kansas Air National Guard in Topeka, Kansas. Gregg served in a variety of leadership positions in the Air Guard including Support Group Commander, Logistics Group Commander, Operations Group Commander, and finally as Wing Commander before retiring in 2008.

BLAKE FLANDERS • Kansas Board of Regents Dr. Blake Flanders serves as Vice President for Workforce Development for the Kansas Board of Regents. In this role, he is the State leader for issues involving the postsecondary education and training system in the development of a skilled workforce. His scope of responsibility includes developing a policy agenda for postsecondary technical education, curriculum evaluation, system funding, benchmarks and accountability, and the management of federal initiatives. He also serves as a member of the KANSASWORKS State Workforce Board.

DR. DAVID HANSEN • University of Kansas Dr. David Hansen is an Assistant Professor at the University of Kansas in the School of Education, where he teaches and maintains an active research program as a graduate faculty member. He completed his doctorate in 2001 and post-doctorate experience from 2001 to 2007 at the University of Illinois at Urbana-Champaign.

Hansen is a developmental scientist with an applied research focus. His expertise is on adolescent development and learning in a variety of out-of-school settings, including the full range of organized youth activities (e.g., extracurricular, community-based programs). Dr. Hansen is particularly invested in understanding how adolescents from impoverished communities learn “real-world” skills and competencies needed for adult life and engaged citizenship, such as strategic planning, engagement with challenge, initiative, teamwork, and leadership. He argues that adolescence is the second critical period of human development when an adolescent is neuro-developmentally primed to learn adult-like, real-world skills and competencies.

Prior to returning to pursue graduate degrees, Dr. Hansen helped start a non-profit organization in Chicago whose aim was to provide the means for local faith-based organizations to hire full-time staff to assist in addressing issues of poverty and education in a community.

MATT KREHBIEL • Kansas Department of Education Matthew Krehbiel is the science program consultant for the Kansas State Department of Education. Before taking the position at the Kansas State Department of Education, Mr. Krehbiel spent ten years teaching high school science in Kansas. He has taught a wide variety of science courses, including biology, physics, physical science, prairie ecology, and environmental science.

Matt led Kansas’ participation as a lead state in developing the Next Generation Science Standards and was the lead author of Appendix K: Model Course Mapping in Middle School and High School. He is the President-Elect for the Council of State Science Supervisors and is on the Board of Science Education for the National Academies of Science. He is also a Board member of the Kansas State Science and Engineering Fair, and an ex-officio member of the Boards of the Kansas Association for Conservation and Environmental Education and Kansas Association for Teachers of Science. In 2010, he received the Award for Excellence in Conservation and Environmental Education from the Kansas Association for Environmental Education.

Matt earned his B.A. in biology and natural sciences and his secondary teacher certification in general science, biology, and physics from Bethel College. He received his M.S. in curriculum and instruction from Kansas State University. LANCE PATTERSON • Boys & Girls Club of Hutchinson Lance Patterson has worked with Boys & Girls Clubs in Hutchinson, Kansas, and Indianapolis, Indiana, for the past 14 years. He has focused on program and staff development and for the past 10 years has served as the Director of Operations and Program Development for the Hutchinson club locations. The Boys & Girls Clubs of Hutchinson serves more than 1,000 youth per year and is celebrating its 25th anniversary this year. Lance has completed the Boys & Girls Club Leadership University Advanced Leadership Program, serves on the Boys & Girls Clubs of America’s Training and Professional Development Committee, and is certified in Dimensions of Success, an observation tool for STEM programming for out-of-school time.

Lance serves as the President of the Board for the Food Bank of Reno County and was one of the founding members of the Reno County Young Professionals.

ERIC BROWN, PHR, MBA, CWDP • Salina Area Chamber of Commerce As the Workforce Development Director, Eric is responsible for organizing and implementing Workforce Development programming to provide Salina area employers with sufficient quantity and quality of labor. He also works closely with other local, state and federal government partners to support local workforce development objectives.

Eric currently oversees and is involved in several different workforce development projects including the Employee Development Transition, College and Career Connections Event Series, Salina Recruiting Consortium, Central Kansas WorkReady Corridor, Salina Area Young Professionals organization and the 2014 and 2015 Kansas YP Summit.

Eric is a Kansas native having grown up in Brewster, Kansas. He received his B.A. degree from Fort Hays State University and his M.B.A. from Kansas Wesleyan University.

DAN KLUCAS • Kansas Department for Children & Families Dan Klucas has been the Director of the Office of Grants and Contracts for the Kansas Department for Children and Families (DCF), formerly known as SRS, for eight years. He initially began his career with DCF as a Child Family Services Special Investigator in the Topeka Regional Office. He holds a Master’s degree in Public Administration from California State University, San Bernardino. His Bachelor of Science degree is in Workforce Education/Training Development from Southern Illinois University.

MICHAEL COPELAND • Deputy Secretary of Commerce and Labor Michael Copeland serves as Deputy Secretary for the Departments of Commerce and Labor. He wears many other hats including that of Mayor of Olathe, where he has served since 2001. He was first elected to the City Council in 1993. Michael is a graduate of MidAmerica Nazarene University where he received the 2009 Alumnus of the Year Award. He is the recipient of many other area recognitions for his efforts on behalf of his community.

A 1994 graduate of Leadership Olathe, Mike is a member of the Olathe Chamber of Commerce Board of Directors and the Olathe Library Board. He also serves on the Board of Directors for the Greater Kansas City Chamber of Commerce, Union Station Kansas City, and KC SmartPort. He is a past Chairman of the Johnson and Wyandotte Counties Council of Mayors.

Mike received the 2007 Citizen of the Year Award from the Olathe Chamber of Commerce. A member of the Board of Directors for KVC Health Systems, Inc., he received their Community Partner Award in 2005. That same year, he was named Citizen of the Year by TLC for Children and Families, Inc. LARRY ISAAK • Midwestern Higher Education Compact Larry Isaak served as president of the Midwestern Higher Education Compact (MHEC) from November 2003 to November 2010 and was re-appointed in April 2011.

Previously, Isaak was the chancellor of the North Dakota University System nearly ten years. He also served as Vice Chancellor for administrative and student affairs at NDUS, worked in the North Dakota Office of Management and Budget, the North Dakota Legislative Council, and in a private CPA firm.

Isaak, a CPA, received both his Master’s degree and his Bachelor of Science degree in business administration from the University of North Dakota. He also completed the program at the Stanford University Business Management Institute.

PAT ROBERTS • U.S. Senate (Invited) Pat Roberts is a senior member of the . A member of the Republican Party, Pat has served since 1997. He previously served as the Chairman of the Senate Select Committee on Intelligence.

Born in Topeka, Kansas, Roberts is a graduate of Kansas State University. He served as a captain in the U.S. Marine Corps and worked as a newspaper reporter before entering politics in the late 1960s. He was elected to the U.S. House of Representatives in 1980. He served eight terms in the House, including one as chairman of the House Agriculture Committee.

Roberts was elected to the U.S. Senate in 1996, and is currently serving his fourth term.

SUSAN WAGLE • Kansas Senate President (Invited) Kansas State Senator Susan Wagle (R-30) was sworn in as the 47th Kansas Senate President on January 14, 2012. She is currently serving her fourth term in the Kansas Senate, representing the eastern part of Wichita. She is the first woman to serve as a top legislative leader in the state.

Wagle first came to Topeka in 1990 as a member of the State House of Representatives. She quickly became a key Republican leader, rising to become the first woman to ever serve as Speaker Pro Tem by 1994. During her tenure in the House, Susan received the Guardian of Small Business Award from the National Federation of Independent Business and the Friend of Business Award from the Kansas Chamber of Commerce.

In 2000, Wagle was first elected to the state Senate. Before elected by her peers to serve as Senate President, she chaired the Senate’s Public Health and Welfare Committee, the Healthcare Strategies Committee and Commerce Committee.

Wagles’s leadership skills are recognized beyond Kansas. She served as the National Chair of the American Legislative Exchange Council (ALEC) in 2006. ALEC is the leading policy think-tank for conservative state legislators by promoting ideas of free markets, limited government and federalism.

Wagle graduated from Wichita State University in 1979. After graduating Cum Laude with a degree in elementary education, she taught for the USD 259 school district. Soon after, Susan and her husband started a number of small businesses in the Wichita area. They currently own real estate investments and a real estate management and leasing company. GARRETT LOVE • Kansas Senate (Invited) In 2010, Senator Love was elected to the Kansas House of Representatives by defeating a 24-year incumbent and former Speaker of the House. He was then elected by precinct committee members to the Senate to become the youngest State Senator in Kansas history. In his first session, Love authored a bill that passed both chambers nearly unanimously improving accountability in the welfare system saving the state several million dollars. In 2012, Love was re-elected to the Senate by a nearly 4-to- 1 margin and elected by his colleagues to serve as the Senate Majority Whip. He was also chosen to chair the Agriculture Committee & sits on the Local Government/Elections, Judiciary & Health Committees.

LAURA KELLY • Kansas Senate (Invited) Elected in 2004, Laura is the Ranking Minority Member on both the Senate Ways and Means Committee and the Public Health and Welfare Committee. In addition, she serves on the Financial Institutions and Insurance Committee, the Health Policy Oversight Committee, the Home and Community Based Services Oversight Committee, the Health Care Stabilization Fund Oversight Committee, the Pay Plan Oversight Committee, the KPERS Study Commission, the Joint Committees on Pensions, Benefits and Investments, the Legislative Post Audit Committee, the Building and

Construction Committee, and the Legislative Budget Committee. Prior to serving in the Senate, Laura was Executive Director of the Kansas Recreation and Park Association for 18 years.

BUD ESTES • Kansas House of Representative (Invited) Representative Bud Estes resides in Dodge City, Kansas, and represents the 119th District. Bud was elected to a full term in November 2014. Bud, along with his brothers, owns Bucklin Tractor & Implement, which includes five John Deere dealerships in western Kansas.

Bud is a graduate of Fort Hays State University and has served on many local and regional committees in western Kansas.

BARBARA BALLARD • Kansas House of Representatives (Invited) Representative Barbara Ballard was elected to the Kansas House of Representatives in 1992. She represents the 44th House District, covering most of western Lawrence. Ballard has lived in Lawrence for over 30 years. She currently works as the Associate Director of the Dole Institute of Politics at the University of Kansas. Before she served in this capacity, Representative Ballard worked as the Assistant Vice-Chancellor for Student Affairs.

Within the Lawrence community, Ballard serves on the Board of Directors at the Bert Nash Community Mental Health Center and Cottonwood, Inc. She attends Plymouth Congressional Church, where she participates in the Chancel Choir. In the past, Ballard has also served on the board of directors of the Lawrence Chamber of Commerce and was a member of Rotary International. She also served eight years as the first black woman on the Lawrence Public School Board and was elected Board President twice.

As a state legislator, Ballard is active on the House Appropriations Committee. She also serves on the House Committees on Social Services Budget. She was the first black member elected to the House Leadership team and has served as Democratic Caucus Chair for over 10 years.

Nationally, Representative Ballard has been extremely active in the National Black Caucus of State Legislators (NBCSL), a policy organization committed to advancing the welfare of African Americans. She currently serves as the Vice President of the NBCSL Executive Committee and has also served as a State Regional Chair and Vice- chair. Ballard was recognized in 2007 as the organization’s Outstanding Legislator of the Year. DR. ED BERGER • Kansas Cosmosphere Revitalization Initiatives Dr. Ed Berger is the former President of Hutchinson Community College, having retired from the position in June of 2014. He joined the Cosmosphere’s team as Chair of Revitalization Initiatives in July of 2014. He is a most respected executive in the Hutchinson community with 45 years of experience as a community college instructor and administrator. Under Dr. Berger’s charge, Hutchinson Community College (HCC) enjoyed substantial growth and improvement. Noted projects include the creation of a state-of-the-art campus library, the Shears Technology Center, Richard Smith Science Center, the expansion of the Jack and Dick Parker student union, and the complete renovation of Gowan Stadium. Through his leadership, HCC became not only one of the best community colleges in Kansas, but in the Midwest.

Dr. Ed Berger earned his Bachelor of Arts and Master of Arts degrees from Wichita State University before obtaining his Doctorate of Education from Kansas State University, focusing on adult and occupational education. He is a recipient of the Phi Theta Kappa Distinguished College President Award for the Kansas region, as well as a recipient of the Shirley B. Gordon Award of Distinction for Community College Presidents. As Chair of Revitalization Initiatives for the Cosmosphere, Dr. Berger is working together with Cosmosphere management developing strategic, executable plans for each phase of the master plan, and collaborating with Cosmosphere leadership on the development of informal STEM education initiatives.

TRACEY TOMME • Kansas Cosmosphere Tracey Tomme grew up near Fort Worth, Texas, and graduated from Texas Tech University with a Bachelor’s Degree in Animal Science. She received her Master’s in Education from the University of Colorado at Colorado Springs before earning her teaching certification for California, Texas, Colorado and Department of Defense schools. She has taught second to fourth grade and middle school science at five different schools.

Tomme joined the Challenger Learning Center of Colorado as an educator in 2003, and in 2006 was hand- selected by her Board of Directors as President/CEO of the Colorado Consortium for Earth and Space Science Education (CCESSE), the company responsible for running Challenger Learning Center. In that position, she helped the Challenger Learning Center become the premier provider of STEM educational outreach in southern Colorado, instituting programs that dramatically increased the organization’s fiscal reserves.

In August of 2014, Tomme joined the Cosmosphere’s team as Director of Education, charged with driving the institution’s commitment to STEM education initiatives. Tomme will work with Cosmosphere staff, the Education department, and leadership to position the Cosmosphere as a premiere center for applied science education and developing interactive STEM-based programming.

TYLER TENBRINK • Kansas Department of Labor Tyler graduated from Kansas State University in 2005. While at Kansas State, he earned a Bachelor of Science degree in Agricultural Economics. Tyler then attended graduate school at the University of Kansas starting in 2005. In 2006, he graduated with a Master of Arts degree in Economics. Upon graduation Tyler joined the workforce taking a job in the financial services industry. Nearly two years later, he started as a Labor Economist for the Labor Market Information Services (LMIS) division of the Kansas Department of Labor.

Since 2008, Tyler has worked in LMIS, moving from Labor Economist to his current position as Senior Labor Economist. He works on several projects within LMIS including long-term employment projections, high demand occupations, and the monthly labor report. MICHAEL MORRIS • National Disability Institute Michael Morris is the Executive Director of National Disability Institute (NDI) in Washington, D.C., and LEAD Center’s Public Policy Team Co-Lead. Morris has more than 35 years of experience inside and outside of government pioneering new strategies to improve the lives of people with disabilities. Morris serves as an advisor and technical expert to multiple federal agencies on policy and systems relationships at federal, state and local levels to advance economic stability, mobility and asset development for persons with disabilities.

STEPHEN HALL, PhD • Director of Employment Policy and Research Stephen Hall, PhD, is the Director of Employment Policy and Research with Griffin Hammis Associates. Dr. Hall specializes in policy development and research implementation, individualized funding mechanisms, creative leadership, and aligning policy and funding with research evidence to ensure successful transitions from facility to community employment services. He is a Subject Matter Expert through the Office of Disability Employment Policy, specializing in Medicaid State Plan and Waiver Services and aligning policy and funding.

Stephen has strong relationships with state and federal government leaders, research universities, provider and advocacy organizations. He is a former Commissioner of Behavioral Health, State Director of Developmental Disabilities, CEO of both small and large Community Provider Organizations, Director of Research and Development, School Administrator, and Teacher. Stephen has a PhD from the Rehabilitation Research and Training Center at Virginia Commonwealth University in Disability Policy and Adult Education.

In 2012, Stephen received a state award for efforts to ensure the employment of all persons with disabilities and also received an award and was recognized by a United States Senator for Ethical Leadership in 2013. His most recent interview with Governing was published in January 2013. His most recent article was co-authored and published in the Journal of Intellectual and Developmental Disabilities in October 2013, Using Research Evidence to Inform Public Policy Decisions.

LISA MILLS • LEAD Center, A Project of National Disability Institute Lisa Mills is a Subject Matter Expert for the LEAD Center and for the Office of Disability Employment Policy. She also is currently the Public Policy Chair for TASH, Senior Technical Advisor for the Coalition to Promote Self-Determination (CPSD), and a Senior Consultant with Marc Gold & Associates. Mills has worked in the disability field for over 20 years.

JARED ESTES • Fire Back Jared Estes not only defied medical odds to survive the fiery car crash caused by a three-time DUI offender that took the life of his young, beautiful wife, but his grueling recovery took him on a path that would either make or break him. Despite enduring an incredible loss and the pain of more than 50 surgeries for his life-threatening injuries, Jared made the choice to not just get back up, but to FIRE BACK.

Jared’s message is primarily one of perseverance and the importance of keeping a positive attitude. A sincere, unfiltered re-telling of his experience and the relatable lessons he learned along the way intended to help bring out the fight in all of us, after life has knocked us down, reminding us all what is really behind our choices.
