With this information, these key players can understand the real gaps and inefficiencies in the market and answer the Workforce Investment & Opportunity Act’s (WIOA) call to align their programs to meet employer demand. But there’s also an opportunity to challenge demand as well. In many cases, the strategies employers use to hire workers are inefficient and even self-defeating. He was born in Garnett, Kansas, and raised on the Linn County family farm where his mother and father still live. At Prairie View High School, Brownback was elected state president of Future Farmers of America. His interest in public service continued as he attended Kansas State University. During his senior year at KSU, Sam served as student body president. After graduation, Brownback attended law school at the University of Kansas where he was his class president before completing his law degree in 1982. In 1986, Brownback became the state’s youngest Secretary of the Kansas Department of Agriculture. During his stint as Ag Secretary, he also served as a White House Fellow in the first Bush Administration. At the age of 38, he was elected to represent the 2nd Congressional District in the U.S. House of Representatives. In 1996, he was elected to complete the term of U.S. Senator Bob Dole, followed by two more terms of his own. As governor, he is focused on getting the state’s economy growing again through improved regulations, controlled spending, and lower tax rates. Governor Brownback is working with Kansas business and community leaders from across the state as well as current and former state legislators to craft policy solutions. PAT GEORGE • Secretary of Commerce (Invited) Pat George represented the 119th House District in the Kansas House of Representatives for eight years. A true Kansas entrepreneur, he has spent more than 25 years starting and building numerous successful ventures in Southwest Kansas. His business experiences range from his family’s automobile dealership to real estate developments to professional sports. George has a Bachelor of Science in Psychology from Benedictine College in addition to attending General Motors School of Automotive Management. MATTHEW SIGELMAN • Burning Glass Technologies Matthew Sigelman is CEO of Burning Glass Technologies. He holds an AB from the Woodrow Wilson School of Public and International Affairs at Princeton University and an MBA from Harvard Business School. KEVIN BURKE • ITC Holdings, Inc. Kevin Burke, Vice President, Human Resources, and Chief Human Resources Officer, is responsible for all human resource functions for ITC. Most recently, Mr. Burke served as Vice President of Human Resources for Global Corporate Functions at Dow Corning Corporation, where he led Human Resources for all global functions including manufacturing, research and development, marketing and sales, and corporate functions. Mr. Burke also served as Vice President of Human Resources for Hemlock Semiconductor, a subsidiary of Dow Corning. He also served as Senior Director of Human Resources and Talent Management for Pulte Homes, Inc., where he provided HR leadership for departments across multiple locations while leading talent management initiatives for approximately 5,000 employees. Additionally, Mr. Burke held Human Resource positions with General Mills and Motorola, Inc., and served as a Labor Relations Representative with General Motors.
