Este livro não é sobre o "movimento antiglobalização". Tal movimento foi criado na tela da 1V e nas colunas dos jornais burgueses. Infelizmente, cada vez mais pessoas que têm protestado nas ruas do mundo estão assumindo essa identidade forjada pela mídia, delegando assim explicitamente esse poder a ela. A definição dos próprios termos da discussão, impondo assim limites a uma suposta dissidência, é o próprio diagnóstico da saúde de qualquer relação de poder. Ele também não pretende ser um retrato totalizante dos grupos e pessoas - seus pensamentos e formas de ação - que têm ocupado as ruas de Seattle, Washington d.C., Londres, Praga, Quebec, Gênova... Apreender tamanha diversidade exigiria uma enciclopédia e não apenas um volume, se é que tal empreendimento é possível. Reduzir a complexidade da vida transformando-a em produto para o consumo de espectadores é a especialidade da mídia. Deixemos esse trabalho sujo a ela. 7 Urgência das Ruas O fenômeno das manifestações-bloqueio em encontros dos gestores do capitalismo internacional, ou mais genericamente os Dias de Ação Global, que têm impedido e perturbado as reuniões de instituições reguladoras do capitalismo global - como a Organização Mundial do Comércio (OMC), o Banco Mundial (BM), o Fundo Monetário Internacional (FMI) e a Organização do Tratado do Atlântico Norte (OTAN) - nos países da Europa e da América do Norte, gerando verdadeiras batalhas nas ruas, tem sido um fator importante de deslegitimação, senão das instituições capitalistas como' um todo, ao menos do pensamento econômico neoclássico que tem pautado de forma absolutista as políticas ditadas pelo BM, FMI, OMC, BID. A partir desse processo de deslegitimação da vertente neoliberal do capitalismo, a contestação praticada nas ruas, organizada basicamente por grupos de afinidade de forma autogestionária, isto é, não-hierárquica, não-burocrática e autônoma, naturalmente tenta ser capitalizada na forma de dividendos políticos pela esquerda capitalista: representada por ONGs (Organizações NãoGovernamentais) e partidos que buscam maior espaço na gestão do capitalismo. Afinal, transformar os impulsos de revolta contra a sociedade instituída em simples reivindicações compatíveis com o imaginário instituinte da sociedade capitalista sempre foi a prática da esquerda institucionalizada. De qualquer forma, o fato é que uma resistência anticapitalista e antiautoritária tomou com força nessa virada de milênio os palcos das ruas da Europa e da América do Norte. Esse tom anticapitalista e libertário que anima os Dias de Ação Global e as manifestações-bloqueio - nascido das selvas de Chiapas (México), da música verdadeiramente underground (não de Rage Against The Machine como gostam de citar os jornais burgueses), de raves, de squats1 e infoshops anarquistas - ao mesmo tempo que é por demais evidente e enormemente significativo, tende a ser desprezado e preterido cada vez mais pela mídia e pelos capitalistas de esquerda, o que não poderia deixar de ser diferente. Qual será o espaço reservado para esses anticapitalistas e antiestatistas na história oficial? Serão eles engolidos nessa massa uniforme que chamam “movimento antiglobalização”, "povos de Seattle" ou "povo de Porto 1 Casas ou prédios abandonados, que são transformados em locais de moradia e centros culturais e sociais. (N.T.) 8 Urgência das Ruas Alegre?” E suas energias serão relembradas como se tivessem sido postas a serviço do cancelamento da dívida do terceiro mundo, da taxação do capital financeiro ou do orçamento participativo municipal? Servirão os "radicais" libertários de bucha de canhão e tropa de choque para o ganho político dos capitalistas de esquerda? A resposta será dada também pela capacidade de articulação e estruturação dessa resistência anticapitalista e libertária. Os textos apresentados aqui formam uma coletânea de relatos, comunicados, artigos e entrevistas de participantes de "grupos" anticapitalistas e antiautoritários com presença ativa, importante, destacada, e muitas vezes polêmica, nas manifestações- bloqueio e nos Dias de Ação Global. Além de apresentar, documentar e difundir as idéias e as práticas destes grupos anticapitalistas, os textos coletados buscam contar um pouco da participação e das idéias de dois deles em especial: o carnavalesco Rec1aim The Streets inglês, e os "malditos" Black Blocks. Surgido na Inglaterra no início dos anos 90 a partir da luta antiestradas, uma das características do Rec1aim The Streets (RTS) tem sido uma auto crítica severa, algo realmente inspirado r e não muito comum, seja em indivíduos ou coletividades, o que dá ao RTS a propriedade de estar sempre em movimento, procurando cobrir suas insuficiências e encontrar as práticas adequadas para suplantar o capitalismo em prol de sua visão de sociedade ecológica, comunista e libertária. Grande parte dos textos produzidos e publicados pelo RTS são auto críticos, sendo que o leitor encontrará aqui uma amostra deles. Essa reflexividade e autocrítica talvez tenham sido o motivo que levou o RTS a reduzir sua iniciativa na organização e divulgação de Dias de Ação Global Contra o Capitalismo ao longo do tempo. O RTS inglês foi inicialmente o principal impulsionador na Europa, e talvez no mundo, do mecanismo de coordenação de movimentos sociais chamado Ação Global dos Povos (AGP). Foi também ele um dos grandes impulsionadores dos primeiros Dias de Ação Global. Sua auto crítica logo o levou a compreender a limitação da prática do Dia de Ação Global, e provavelmente já o fez dividir mais sua energia, caminhando por outros rumos. A diminuição do protagonismo exibido pelo RTS inglês pode ser percebido ao longo dessa coletânea, através da diminuição da própria produção de artigos pelo RTS concernentes aos Dias 9 Urgência das Ruas de Ação Global no decorrer do tempo. Enquanto o RTS, os Black Blocks e os imensos e organizados distúrbios que acompanham as tentativas de encontro dos gestores do capitalismo mundial têm sido um fenômeno essencialmente do Norte (EUA, Canadá e Europa), algumas questões e polêmicas levantadas em tomo dessas ações, e do Black Block em especial, não são novas e concernem também ao Sul. Muito provavelmente os manifestantes que formam os Black Blocks estão 'entre os que menos nutrem ilusões em relação à natureza do capitalismo e do Estado, mesmo em sua feição democrática. Seus métodos e práticas exprimem de alguma forma essa percepção, e, coincidentemente ou não, recebem por isso a pecha de "violentos" tanto pela mídia quanto por ONGs, partidos políticos, capitalistas de esquerda e de direita, liberais, sejam eles também manifestantes ou não. Certamente categorias tão carregadas de peso moral como violência e não- violência têm tudo para se tomarem artifício retórico reacionário no contexto de levantes populares. Todas as "greves selvagens" e insurreições populares, dos communards aos zapatistas, sempre foram pelo menos em algum momento - até quando os defensores da ordem estabelecida puderam sustentar seus discursos - descritas como irrupções de violência, na tentativa de isolá-Ias, criminalizá-Ias e desqualificá-Ias moralmente. Se levarmos em conta que as ações dos Black Blocks nessas manifestações-bloqueio feriram sem gravidade no máximo apenas alguns poucos policiais, enquanto milhares de manifestantes saíram feridos pelas investidas policiais, tachá-Ios de "violentos" deveria ser algo RTSível, que só demonstra o quanto àqueles que assim os rotulam ainda se encontram imersos e devedores da moral e da ordem burguesa. Com certeza não se deve deixar de criticar ou discordar das ações dos Black Blocks com base em aspectos táticos ou de efetividade, caso a caso, mas o simples apelo à categoria moral violência, quando se está a enfrentar a força repressiva do Estado, faz tanto sentido quanto atirar balas de borracha neles ou prendêlos.

    Globalization and its discontents DUNCAN GREEN AND MATTHEW GRIFFITH* On 11 September the Financial Times published an article entitled ‘The mosquitoes begin to swarm’, the first of a four-part series on what it described as the counter-capitalist movement. The author, James Harding, vividly captured the chaotic energy of a ‘movement of movements’ based on a pervasive ‘queasiness about capitalism’. It is wide in its tactics and ambitions, violent and revolutionary on the edges, peaceful and reformist in the main. It rushes in often contradictory directions, anti-corporate and entrepreneurial, anarchist and nostalgic, technophobe and futuristic, revolutionary and conservative all at the same time. º It does not have one source. Many tributaries have swollen counter-capitalism: the anti-apartheid movement, the campaigns against US intervention in Central America, environmentalism, the emergence of protest movements in the Third World, famine relief in Africa, the Asian financial crisis, human rights protection, Acid House raves in Europe, road rallies organized by Reclaim the Streets and hip-hop music in the US. Following the attacks on the World Trade Center and the Pentagon, the re- maining three articles were hurriedly spiked. The political and social momentum of the movement appeared to have gone into deep freeze. Some groups appeared to be morphing into the nucleus of an anti-war movement; others tried to continue with business as usual, issuing policy documents and calls for supporter actions on the debt burden and the WTO ministerial meeting in Qatar. Even before the 11 September attacks, the movement was entering a period of uncertainty. Six weeks earlier, violence by both police and protesters in the streets of Genoa during the G8 summit had left a young Italian protester dead, many injured, and a brewing sense of crisis over the movement’s direction.

    Statewatch Analysis UK Shock and anger at the violent policing tactics used at the G8 Summit Part One Trevor Hemmings The policing of the G20 summit in London in April 2009 has been severely criticised following an allegation of manslaughter and 270 complaints of police assault. Part I of a report on what happened and its aftermath The London G20 summit of world leaders at the ExCel conference centre on 2 and 3 April 2009 was headlined as a platform for international cooperation in the face of global economic disaster. The “greatest gathering of leaders since 1946” [1] was estimated to have cost £19 million [2], less than a quarter of the cost of the 2005 Gleneagles summit, and a price apparently considered to be value for money by participants hoping to adopt a rescue plan for the global banking crisis. However some leaders, such Brazil’s President Luis da Silva, pointed out that it was the behaviour of western financiers that had brought the economy down in the first place. The free-market profligacy that brought the world to its knees was typified by the bonuses and pensions with which the world’s elite rewarded themselves: in the United States in 2007 Wall Street paid itself with more than $39 billion in bonuses and “light-touch” regulation was also the norm in the City of London. The divide between the “haves” and the “have-nots” was further accentuated at the summit by the leaking of a confidential Foreign Office memo on its preparations in mid-March, which argued that that the UK should focus on the 11 “priority” countries rather than the seven “tier two” ones, (Canada, Mexico, Russia, Turkey, Indonesia, Australia and Argentina).[3] As has happened at summits elsewhere in Europe, notably at the G8 in Genoa in July 2001 [4], the presence of so many world leaders assembled in one capital encouraged activists from an array of different causes to take to the streets.

There is no authority but yourself Crass Yes Sir, I Will 1983 Introduction British anarchist punk band Crass’s fifth studio album Yes Sir, I Will (released on the band’s own label in 1983) was the most challenging and demanding record the group had yet committed to vinyl. 1 Its tone was dark, the musical delivery harsh and disjointed, the political invective stark and unrelenting. The entire record seethed with anger, incredulity, and indignation. For the moment in which it was produced, Yes Sir, I Will was an entirely fitting testament to the position in which “anarcho-punk” now found itself. From its own origins in 1977, this dissident strand within British punk had connected with a new audience willing to take seriously the “revolutionary” cultural and political aspirations that punk rock had originally championed. Anarcho-punk concerned itself with urging the individual to prize themselves free of social conformity and the shackles of societal constraint, championing personal independence and the exercise of free will. At the same time, anarcho-punk declared, as an indivisible and parallel objective, its support for the liberation of the planet from the tyranny of the “war state” and the overthrow of the disfiguring and alienating capitalist system. These intertwined aims were pursued with both intense determination and unflagging self-belief. By 1983, however, the limitations and inadequacies of the new anarcho-punk movement had become as transparent as its evident strengths, even to the band that had served as the movement’s principal catalyst.

    Squatted social centres in England and Italy in the last decades of the twentieth century. Giulio D’Errico Thesis submitted for the degree of PhD Department of History and Welsh History Aberystwyth University 2019 Abstract This work examines the parallel developments of squatted social centres in Bristol, London, Milan and Rome in depth, covering the last two decades of the twentieth century. They are considered here as a by-product of the emergence of neo-liberalism. Too often studied in the present tense, social centres are analysed here from a diachronic point of view as context- dependent responses to evolving global stimuli. Their ‗journey through time‘ is inscribed within the different English and Italian traditions of radical politics and oppositional cultures. Social centres are thus a particularly interesting site for the development of interdependency relationships – however conflictual – between these traditions. The innovations brought forward by post-modernism and neo-liberalism are reflected in the centres‘ activities and modalities of ‗social‘ mobilisation. However, centres also voice a radical attitude towards such innovation, embodied in the concepts of autogestione and Do-it-Yourself ethics, but also through the reinstatement of a classist approach within youth politics. Comparing the structured and ambitious Italian centres to the more informal and rarefied English scene allows for commonalities and differences to stand out and enlighten each other. The individuation of common trends and reciprocal exchanges helps to smooth out the initial stark contrast between local scenes. In turn, it also allows for the identification of context- based specificities in the interpretation of local and global phenomena.
